Woolard, Director of Planning SUBJECT: REQUEST TO USE PREFABRICATED BUILDINGS 1900 S. Santa Anita Avenue - Arcadia Christian School Attached is a letter from Mr. Willis E. Fagan, the architect for the Arcadia Christian School, requesting a variance from Section 8621 of the Building Code to authorize the use of nine 952 sq. ft. portable prefabricated buildings to the north side of thel campus over a five year period. Three buildings will be imported immediately, three more within two years, and the last three before the end of the fifth year. In the fifth year, the existing quonset huts shall be removed. This request has been reviewed by the Fire, Public Works, Water, Building and - Planning Departments, and, approval is recommended subject to the following conditions: 1. The maximum occupancy of these prefabricated buildings shall be 47 persons. 2. These prefabricated buildings shall be affixed to an approved permanent foundation. 3. Permits shall be secured for installation of each of these prefabricated buildings and for all electrical, plumbing and mechanical services. 4. These prefabricated buildings shall be handicapped accessible. 5. These prefabricated buildings shall be fire sprinklered and the system shall be installed so as to trigger a local alarm. 6. These prefabricated buildings shall be provided with a non-combustible skirting around the foundation. 7. Five parkway trees shall be provided in accordance with City standard no. S-13-1. The type, size and locations are to be determined by the Director of Public Works. 8. If necessary, an increased transport load permit shall be obtained prior to the import of these prefabricated buildings. E LnSER IMAGED 3 43 9. Any changes in existing water service size or location shall be made by the Arcadia Water Division at the applicant's expense. 10. New fire sprinkler and landscape irrigation systems are to be approved by the Arcadia Water Division for backflow protection. 11. Separate plans for the second and third phases of the importing of these prefabricated buildings shall be submitted, at that time, to the Planning Department for review, and, shall be referred back to the City Council if therle is determined to be any inconsistency from the Council's action on this variance. 12. That the existing quonset huts shall be removed prior to the installation of the seventh prefabricated building. 13. Any portion of this variance application that is not implemented within five years from the approval date (June 18, 1996) shall become void and of no eff-ct. CITY COUNCIL ACTIONS Approval of Project If the City Council intends to approve the requested building code variance, the Council should move to approve this request and make specific findings that it preserves the public health, safety and general welfare, and direct staff to prepare an appropriate resolution incorporating the Council's decision and findings in su port of that decision. Denial of Project If the City Council intends to deny the requested building code variance, the C.uncil should move to approve this request, and direct staff to prepare an appropriate resolution incorporating the Council's decision and findings in support of that decision. Santa Anita Ave. , Arcadia, CA 91006 Dear Mr. Kasama, Per our conversation and your instructions, I am submitting a this letter of request to allow the moving of portable buildings t • the above school site, as follows: Request for Variance: On behalf of the Arcadia Christian School , (ACS) , I hereby re.uest a Variance from Section 8621 of the Arcadia Municipal Code, to : llow ACS to move portable buildings from outside the City of Arcadia to their school site at 1900 S. Santa Anita Avenue. The reason for this request: In 1981 ACS leased existing school facilities from the Arcadia Unified School District. The facilities included all the per, anent structures, two portable buildings with two classrooms each, and two quonset huts. Recently the Arcadia School District inspecte the portable buildings and quonset huts and posted them as not m eting current earthquake safety standards. The School District has no budget for the renovation or replacement of these non-conforming portable units, and thus has opted to leave them where and as they are. The School Distr' ct has, however, given ACS the approval to add portable units on the site as necessary. LASER IM GED 45 Page 2 ACS is now without the use of the previously available portable classroom buildings , and is forced to double up on certain programs and use the cafeteria, library, and other miscellaneous spaces for temporary classrooms. For obvious reasons , the sudden reduction of classroom space has placed quite a strain on both the students and the teachers. In an effort to get back to a more normal operation and provide the children and teachers with proper educational facilities, ACS has found other portable classroom buildings and negotiations for their purchase and relocation have been made. ACS requests the City' s approval for moving up to nine, (9) , portable buildings to the site. ACS intends to place three, (3) , portables on the site at this time, and up to six, (6) , portables at a later date. A site plan is submitted herewith to show the intended loc. tion of the portable buildings and their phased installation. Portable Building Information: The portable buildings are manufactured by Speedspace Corp , Var- I-Purpose Relocatable Buildings . Address : PO Box 590, Santa Rosa, CA 95401 . Telephone: (707) 544-1661 . This Company has the following licenses: Licensed Plant * M-140, L. A. City Licens d Fabricator * 331 , and is licensed by the American Institute o Timber Construction. While this particular modular building is no longer manufa tured, there are over 4, 000 of these units in use by schools through ut the state of California. Without exception, all installations have been approved by the State Architect for classroom use. Actual site installation methods have been engineered by the firm of King, Benioff, Steinmann, King, Consulting Engineers, 15217 Burbank Blvd. , Van Nuys, CA 91411 . ACS has one set of plans prepared for an actual installation, dated 12/7/89, at the Arovista School , Brea-Orlinda Unified School District. These plans are available on loan for review. ACS has contacted the firm of Teeay Construction, a company that . specializes in the relocation and installation of portable buildings for schools. Teeay has relocated these same type buildings many times, and does each installation in exact conformance to the standard structural design requirements of King, Benioff, Steinmann, King. LASER IMAGED 4 Page c Since these portable building units are constructed by a lic-nsed fabricator, approved by the State Architect for classroom use, :nd actually installed and used throughout the state, it is safe to assume that these units are proper for the same use by ACS. ACS Information: Arcadia Christian School was founded in 1945 and started wit • an enrollment of 15 students. ACS now has 355 students in grades . through 8, and 65 students in Pre School. The School foresees a gradual increase of enrollment over th- next ten years to a student body of possibly 660, which is the School District' s estimated optimum student count for this site ACS operates five days each week during the seasons when sch.ols are normally in session. ACS also makes its facilities availa• le to Cub and Boy Scouts, for a voting place, and for other needs .f the community as requested.
