LOPEZ, DIRECTOR OF PUBLIC SUBJECT: REPORT AND RECOMMENDATION REGARDING Background v s's_r -d 0 sT nlgmG SSGtiS WORKS, i STREET NAME SIGNS On March 17, 1992, in response to a resident's concern (copy of letter attached) , the City Council directed staff to investigate the potential of improving the visibility of street name signs throughout the City. Findinas 1. Size and Type of Existing Street Name Signs A "standard" street name sign has been adopted and installed throughout the City for at least the last 30 years. An example of this sign will be provided at this evening's City Council meeting. Each sign is constructed of a folded steel channel, approximately 6 inches high by 24 inches long, porcelain enamel green surface with white letters approximately 4 inches high, printed on both sides. The letters are not reflectorized. Therefore, this may cause difficulty for drivers reading the street name signs at night. The signs are fabricated by Western Highway Products, Inc. to City specifications. The size and design of the signs are typical of the industry. Sign construction and finish is of high quality with a 20 year warrantee on finish and workmanship. Individual sign panels are legible from both sides and are typically mounted together, one each for each intersecting street. 2. Optional Street Name Signs a. Reflectorized Letters Porcelain enamel street name signs can be manufactured with reflectorized letters which would improve the night visibility of the street name sign. A sign with reflectorized letters will be provided at this evening's City Council meeting. LASER WAGED �� 51 b. Sizes and Materials Larger signs are available, measuring 9 inches high with letters approximately 6 inches high. Signs manufactured of aluminum are available in either the 6 inch or 9 inch size with a reflective sheeting surface covering. This type of street name sign is not as durable as the porcelain enamel sign currently used by the City. C. Colors A wide range of colors are available at the option of the customer. Typically, color combinations include green -white (Arcadia) brown - white, blue -white and beige -blue. All reflectorized letters are white in color. d. Block Numbers City of Arcadia signs do not display block numbers. The addition of block numbers typically requires a 9 inch high sign with the block number displayed below the street name. The addition of block numbers necessitates building of a large inventory of signs because a unique sign is required for every corner of each intersection. 3. Placement of Signs a. Existing Placements Currently, signs are placed on available posts adjacent to each intersection. Typical locations are at stop sign posts and street light standards. At most intersecting through roadways there are two sets of signs on opposite sides of the intersection. At most intersections of a minor roadway with a collector roadway, the street name signs are mounted on the stop sign post which controls the minor street cross traffic. Due to the length of the curb return radius, it is not unusual for the street name sign to be mounted on the stop sign post of the minor street, 20 to 25 feet to the right of the curb line of the major street. Conversely, for a vehicle approaching the minor street stop sign, the street name sign is in the parkway. b. Placement Option Additional sign posts could be placed in the parkway of the major street. LASER IMAGED 52 C. Placement Restrictions All signs, whether 6 inches or 9 inches, must be mounted such that the sign does not extend beyond the curb face and into the roadway. Signs extending over the roadway curb are subject to damage by street sweepers, motor homes and commercial vehicles. Also, to preclude pedestrian hazards, all signs are installed with a minimum vertical clearance of seven feet. 4. Painting of Street Names on Curbs The painting of street names on curb faces visible to the motoring public was performed by contract in the early 1970's. Such curb painting was subject to removal by street sweepers and degradation by drainage water and natural elements. The cost and maintenance effort required to maintain this method of street identification was excessive and the program was discontinued. 5. Number of Existing Street Name Signs and Replacement Costs There are approximately 660 roadway intersections and approximately 2,170 existing sign panels installed in the City. A total sign replacement program would require a minimum of six months to complete. Based on current information from the manufacturer, the cost of each sign panel used by the City is $33.75. Alternate sign design could include reflectorized letters, changes in materials, sizes and colors. Prices range from $25.50 to $52.50 per sign panel. The cost of a new sign of the same size and type as existing signs but with reflectorized letters is $42.75 each. Depending on the size and type chosen, the total cost, not including City labor, to replace 2,170 signs city wide would range from approximately $55,000 to $114,000. The estimated labor cost would be approximately $23,000. Therefore, the total cost would range from $78,000 to $137,000. The total cost to replace existing signs with the same size and type sign but with reflectorized letters would be approximately $116,000, including labor. Conclusions While street name signs are universally used to aid the traveling public, their placement in locations which are acceptable to all motorists is a compromise involving numerous variables. Care must be exercised so as to not create an undesirable proliferation of sign posts which could be aesthetically undesirable or create potential hazards for pedestrian traffic. LATER IMAGE 53 In an effort to provide the motoring public with a system of street name signs which are both legible and placed for adequate visibility, letters should be reflectorized on new street name signs and sign posts for new installations should be located in the parkway. Recommendation It is recommended that the City Council direct staff to: 1. Purchase and install new street name signs (of the same size and type as existing signs but with reflectorized letters) as necessary for new installations and routine maintenance; and /or: 2. a. MY NAME IS JINNY SHEPHERD AND I HAVE BEEN A MEMBER OF THE ARCADIA PRESBYTERIAN CHURCH SINCE 1958 AND A RESIDENT OF ARCADIA SINCE 1981,_ I AM AN ACTIVE SENIOR CITIZEN IN ARCADIA AND HAVE A SUGGESTION THAT WOULD BE BENIFICIAL TO ARCADIA RESIDENTS AS WELL AS TO OUR VISITORS. WE ALL DESIRE TO KEEP OUR STREETS SAFE, BUT WE FIND IT VERY DIFFICULT AT NIGHT TO FIND AND READ THE STREET NAMES. THE MAJOR STREETS IN TOWN ARE VERY LARGE, SOMETIMES LIGHTED, AND EASY TO READ WHILE THE RESIDENTIAL ONES ARE NOT. WHEN IT IS DARK, LOOKING FOR STREET NAMES IS VERY UNSAFE FOR DRIVERS OF CARS. WE STOP, WE LOOK, AND SOMETIMES WE CREATE OBSTRUCTION IN THE FLOW OF TRAFIC. AT NIGHT I HAVE TO STOP AT THE CORNER AND SHINE A FLASHLIGHT THRU OUR WINDOWS TO TRY TO READ THEM. DRIVERS ON MICHILLINDA, HOLLY, AND OTHER HIGH VOLUME RESIDENTIAL STREETS THAT HAVE FASTER MOVING VEHICLES HATES TO HAVE SLOW VEHICLES TRYING TO FIND THE STREET OR ADDRESS. LET'S MAKE THEM MUCH LARGER AND PLACE THEM ON ALL OUR CORNERS WITH REFLECTIVE PAINT ON THE CURBS SO OUR HEADLIGHTS WILL PICK THEM UP EASILY. THIS WILL HELP OUR LAW ENFORCEMENT OFFICERS, OUR EMERGENCY SERVICES, AND OUR UTILITY REPAIRMEN AS WELL. EVEN A VERTICAL SIGN LOWER TO THE GROUND AT THE CORNERS WHERE THE HEADLIGHTS WOULD REFLECT WOULD HELP. IF IT IS NOT POSSIBLE TO PAINT THE STREET NAMES ON THE CURBS, AT LEAST MAKE THE EXISTING SIGNS LARGER AND PLACED WHERE THEY CAN BE READ EASILY AT NIGHT. THEY SHOULD BE REFLECTIVE; NAME AND NUMBERS; THE POLES COULD BE MOVED CLOSER TO THE STREET CURB; AND THE LONG END OF THE SIGNS SHOULD BE EXTENDED OUT MORE TOWARDS THE STREET SO WE CAN SEE THEM BEFORE WE GET TO THE STREET CORNER. I AM ASKING EACH ONE OF YOU TO NOTICE THE STREET NAME WHEN YOU DRIVE ON OUR RESIDENTIAL STREETS ESPECIALLY AT NIGHT.
