TO: ARCADIA CITY COUNCIL FROM: PLANNING DEPARTMENT DONNA L. BUTLER, ASSISTANT PLANNING DIRECTOR SUBJECT: 1991-1992 STATEMENT OF OBJECTIVES AND PROJECTED USE OF 18th YEAR CDBG FUNDS The City has been advised by the Community Development Commission (CDC) that Arcadia will be receiving approximately $238,250 in Community Development Block Grant (CDBG) Funds for fiscal year 1992-93. In addition, the City has $80,000 in Contingency funds (monies left over from previous projects) which need to be allocated. The CDC has notified staff that the City must submit their cost and project summary to the County no later than February 14, 1992. Current Project Status _ The City is currently participating in the following projects: Housing Rehabilitation Program Budget: $174,497 Available Monies as of 1/27/92: $56,095 This project offers assistance to low/moderate income homeowners for nece.sary home improvements. Maximum grants of $7,500 are available per househo d. As of this date 19 households are receiving assistance. This project expires on June 30, 1992 Public Works Lighting Program #4 - Budget: $42,000 Available Monies as of 1/27/92: $40,837 This project involves the conversion of 63 lights from series to multiple ci7uit lights on First Avenue from Huntington Drive north to Colorado Boulevard and along Huntington Drive between Santa Anita Avenue and Second A v nue. The plans are currently being designed by the Engineering Division. The project expires June 30, 1992 1992-93 CDBG Funds February 4 11991 Page 1 LASER IMAGEp 4 Public Works Lighting Program #5 Budget: $17,475 Available Monies as of 1/27/92: $17,124 This project includes the installation of 5 energy efficient lamps on Colorado Place from Huntington Drive (lower Y) to Colorado Boulevard (upper Y). The project is located within the City's Redevelopment area (Census Tract 4307.21). The plans are currently being designed by the Engineering Division. The project expires June 30, 1992 Information and Referral Service Budget: $1,000 Available Monies as of 1/27/92: None This program provided $1,000 of funds to assist the Center for Independent Living (CIL) to continue their efforts in providing support services to the City's disabled residents. CIL's services include information and referral, advocacy, home health aide placement service, emergency shelter for the homeless and disabled and deaf services. Administration Budget: $12,000 Available Monies as of 1/27/92: $9,021.57 This money is utilized for the administration of the CDBG funds. This project expires June 30, 1992 Proposed Projects 1992-93 (18th Year) The following criteria is required for a project to qualify for Community Development Block Grant Funds: (1) a project must benefit low and moderate income families, (2) aid in the prevention or elimination of slum and blight and/or (3) have a particular urgency because existing conditions pose a serious threat to the health or welfare of the community where other financial resources are not available to meet such needs. HUD's regulations require that no less than 70% of a grantee's aggregate funds $318,250 (including the $80,000 contingency) are to be used to support activities that benefit persons of low and moderate income; resulting in $222,775 for low/mod activities. i 1992-93 CDBG Funds February 4, 1991 Page 2 5 LASER IMAGED n Staff is recommending that the 1992-93 CDBG funds of$238,250 and the $80,000 �n contingency (total $318,250) be allocated for the following projects. Housing Rehabilitation Project - $222,775 The City will offer assistance to low/moderate income homeowners for necessary home improvements. A maximum grant of $10,000 will be availa le per household. Last year's grant was in the amount of $7,500 per household. Because of the increased costs in housing maintenance, the Planning Department and the Housing Rehab administrator, Jordan Good, are recommending that the grant be increased to $10,000. Eligible improvements include, but are not limited to: exterior work to pres rve or protect structures, including painting, roofing and siding; repairs, restoration or replacement of important parts of structures such as heating, plumbing, electrical repairs, etc.; other improvements to correct code violations as authorized and interior work to make structures more livable, including, painting, plastering, new flooring and tile work. It is estimated that approximately 20 households will be assisted (this includes the cost of administering the program). 'Public Works Alley Improvement - North of Alta, South of Huntington - $8;,475 This project consists of the removal of existing asphalt concrete, constructio of aggregate base, construction of asphalt concrete or Portland cement concrete surface, reconstruction of concrete alley aprons and alley gutter, and appurtenant work in the first alley south of Huntington Drive between Santa Anita Avenue and First Avenue. The work will involve approximately 17,000 square feet f area. This project is located within the City's Redevelopment area (Census Tract 4307.21). The City's redevelopment plan states: "The Agency is authorized to install and construct or to cause to be installed and constructed the public improvements, public facilities and public utilities...necessary to carry out the Plan." Improvements include "(4) Installation, construction, or reconstruction of streets, utilities, and other public improvements." Improvement of the alley is consistent with the City's redevelopment plan and economic strategy for improving the area and the revitilization strategy adopted by the City Administration - $12,000 This money will be utilized for the administration of the CDBG funds. 1992-93 CDBG Funds February Li, 1991 Page 3 LASER IMA ED �' Attached for the Council's review is the proposed 1992-93 Cost Summary. This is a public hearing. The Council should open the hearing and receive testimony from the public as to the types of projects which they feel should be undertaken by the City. ACTION If the City Council determines that the City should proceed with these projects or any other project(s) the Council should: 1. Approve the allocation of funds as outlined in the attached Cost Summ y, or as modified by the City Council, and 2.
