SUBJECT: Additional Funding for the Preliminary Planning
Study of the Northern San Gabriel Valley - San
Bernardino County Transportation Corridor
Last October, the City Council approved the expenditure of
$12, 000 Proposition A dollars to participate in the funding of
the Preliminary Planning Study of the Northern San Gabriel
Valley - San Bernardino County Transportation Corridor.
Background
Two years ago, the cities of Arcadia, Azusa, Duarte, Glendora,
Irwindale and Monrovia formed a group named the Foothill Cities
Transportation Task Force (FCTTF) . The FCTTF has met on a
regular basis with the goal to extend the planned Pasadena to
Los Angeles light rail project along the AT&SF right-of-way to
an end point in Irwindale.
The FCTTF has made tremendous headway during the past year to
extend the Pasadena project. One goal of the group was to
complete a study of the AT&SF corridor running through the
cities to better access the need for the light rail project. As
a result, the FCTTF asked the Los Angeles County Transportation
Commission (LACTC) , the Agency in charge of rail planning in
Los Angeles County, to conduct a preliminary planning study of
the corridor.
The FCTTF and LACTC hired a consultant (Korve Engineering) who
is finalizing the analysis of the engineering, planning, and
environmental issues associated with alternative transportation
uses for the AT&SF right-of-way plus other potential route
segments from Pasadena to Claremont and into San Bernardino
County. The study should be completed in two weeks.
Specifically, the City will benefit by identifying possible
station locations, to better plan local land uses in the
vicinity of the stations, to determine the costs needed to
implement a rail transit project in the future, to coordinate
with other transit development in the area, to anticipate,
negotiate or share needed rights-of-way, and to avoid adverse
effects or identify possible mitigations within budgeting
constraints.

Analysis
LACTC has organized the study with the understanding that the
affected cities would contribute 50% or $75, 000 of the $150, 000
cost of the Los Angeles County portion of the project.
Originally, the FCTTF decided to pay $12,000 per city toward
the study and ask the cities of Claremont, La Verne, Pomona and
San Dimas to consider contributing $1,000 each. After all the
contributions had been made, these approximations came up
$4, 000 short. Because the cities of Arcadia, Duarte and
Monrovia are the clear leaders of the FCTTF and have utilized
the consultants more than the other cities, it was decided by
the group that we should divide the additional $4, 000 among the
three cities equally for an amount of $1,333 . 33 each. The
Duarte and Monrovia City Councils' have already approved the
additional amount.
The $1,333 .33 is an eligible Proposition A expense. Sufficient
reserves are available in the Proposition A Local Return fund
to finance the City's additional contribution of the study.
Recommendation
It is recommended that the City Council agree to- fund an
additional $1,333 . 33 from Proposition A Local Return Fund
reserves to complete the Preliminary Rail Transit Study for the
Northern San Gabriel Valley-San Bernardino County
Transportation Corridor.

SUBJECT: NOTICE OF EQUALIZATION OF ASSESSMENT
300 EAST SYCAMORE AVENUE
On June 5, 1992 the City contracted with Interstate Field Services, Inc. to do general
clean up of the property and fencing of the property at 300 East Sycamore Avenue,
including landscape maintenance, pool clean-up, pool fencing, boarding a window,
removal of debris and hauling of debris to the dump. This was done in accordance
with Resolution No. 5657 "declaring a public nuisance and ordering the
rehabilitation of real property located at 300 East Sycamore Avenue, Arcadia,
California, owned by Huei Lee (B & S Pacific and North American Investment), at
City's expense and placing a lien against the property pursuant to the provisions of
the Arcadia Municipal Code."
On June 22, 1992, a "Notice of Equalization of Assessment for General Property
Clean Up" (copy attached) was mailed (certified and regular mail) to Huei Lee and B
& S Pacific and North American Investment the current owner and responsible
party of 300 East Sycamore advising them that a hearing has been scheduled for
tonight's meeting for the purpose of "correcting, modifying or confirming" the costs
of the property clean up in the amount of $875.00 and assessing this costs against the
property.
As per the attached statement, Interstate Field Services, Inc., cut the weeds in the
front and side yard, removed dry tree branches from the front yard, raked and
removed dry leaves in the planter areas, cleaned the inside of the pool, removed
and stockpiled masonry block wall, installed a 6'-0" high chain link fence on the
south side of the property around the pool, boarded one window and installed
padlocks on gates and garage.
The City Council sitting as a Board of Equalization may modify or correct any
assessment which, in its opinion, is excessive or otherwise incorrect. If no
corrections or modifications are made, the assessment shall be deemed confirmed,
and the Council's decision shall be final and conclusive and the assessmenC shall
become a lien against the property and shall remain a lien until the assessment is
paid., or may be added to the tax rolls and the amount collected at the same time and
in the same manner as ordinary municipal taxes.

ACTION
The City Council should direct the Director of Finance to send a bill to the property
owner for the assessment as set forth in this report ($875.00) or as modified by the
City Council. Any bills unpaid at the end of thirty (30) days should be referred to the
Director of Finance for collection per Sections 9406.5., 9406.6 and/or 9406.9 of the
Arcadia Municipal Code.

Proposed Arcadia Redevelopment Agency Concept for a
Commercial Revitalization Program in Downtown Arcadia
As per your direction at the June 24, 1992 Study Session,
attached is the proposed "Arcadia Redevelopment Agency Concept
for a Commercial Revitalization Program in Downtown Arcadia" .
This Concept has been modeled in part on the City's Commercial
Rehabilitation Program of 1987, and on successful programs in
other cities.
If this Concept is acceptable, staff will forward copies to the
Arcadia Chamber of Commerce and the Arcadia Business Association
(ABA) for their review and comment. Staff will encourage the ABA
to include its membership in the review process.
After ABA and Chamber of Commerce review, their comments will be
incorporated into the Concept. Staff will then develop detailed
program guidelines and a marketing strategy for the program. The
guidelines and marketing strategy will subsequently be brought
before the Agency for approval.
It is important to note that, THIS PROGRAM CAN ONLY BE MADE
AVAILABLE WITHIN THE REDEVELOPMENT PROJECT AREA. Staff will
continue to research possible avenues of funding for the City's
other business districts.
Recommendation
That if the Agency concurs, it should direct staff to obtain
comments on the proposed "Arcadia Redevelopment Agency Concept
for a Commercial Revitalization Program in Downtown Arcadia" from
the Arcadia Chamber of Commerce and the Arcadia Business -
Association.

DRAFT 1. ELIGIBILITY
A. Applicant Eligibility
1. Applicant must be either the owner of commercial
property or the owner of a business (business owners must
receive written permission to participate in this program
from the property owner) located in the City of Arcadia's
Central Redevelopment Project Area.
B. Property Eligibility
To qualify for the program, a property must comply with the
following:
1. The property must be zoned and used for commercial
purposes, and
2 . The property must be located between Santa Clara
Street on the north, Alta Street on the south, Second
Avenue on the east, and at the intersection of Santa
Clara Street and Huntington Drive on the west.
Priority will be given to projects where the buildings do not
conform to the Rehabilitation Standards for this program.
2 . PROPERTY REHABILITATION STANDARDS
The Property Rehabilitation Standards for this program consist
of the following:
1. The City of Arcadia Building, Electrical, Mechanical,
Fire and Plumbing Codes,
2 . The City of Arcadia Zoning Ordinance, and
3 . The City of Arcadia's Planning Department and
Redevelopment Agency design standards for Downtown
Arcadia.
3 . PROGRAM COMPONENTS
A. Architectural Design Services
1. Free architectural design services up to $1, 000 will
be provided by an architectural firm under contract with
the Arcadia Redevelopment Agency.
2 . If an applicant prefers to utilize an alternate

f architectural firm, the cost of services may not be
included in this section, but instead be included for
consideration under "Facade Improvement, " "C, " below.
B. Sign Replacement (Rebate)
1. Rebates will be offered for removal of obsolete,
inappropriate and unused signs, and sign supports, and
also for the cost and installation of new signs.
2 . Cash Rebates will be made in the amount of 75%, up to
a maximum of $3 , 000 of the removal and replacement costs
of a sign(s) .
C. Exterior Facade Improvements (Rebate)
1. Rebates will be offered for front, rear and side
facade improvements. Rear facade rebates will be limited
to buildings located on the north and south sides of
Huntington Drive, between Santa Anita Avenue to the west,
and Second Avenue to the east.
2 . Rebates will be offered for the removal of obsolete,
or inappropriate facade appurtenances, and also for the
following facade improvements.
a. Necessary structural work directly related to
facade improvement.
b. Facade treatments (i.e. , plastering, stucco
work, painting, brick work, wood treatment, etc. ) .
c. Awnings/canopies/shutters.
d. Entrances and storefronts.
e. Windows.
f. Exterior lighting.
g. Landscaping and irrigation.
h. Such other architectural costs, fees and
exterior improvements as approved by the Economic
Development Department.
3 . Rebates will be made as follows:
