Proposition 156 is the second of the three ballot measures. Los Angeles County is slated to receive approximately $500 million or half of the rail bond measure and an additional $500 if the 1994 measure is approved. Failure of Proposition 156 would also result in the loss of additional State funds since existing and anticipated revenues would have . to be reprogrammed. One local example of this type of situation would be the Metro Blue Line Extension to Pasadena. Approximately $316,million or 50% of the cost to build the Pasadena extension is scheduled to receive funding from the proceeds of the Proposition. If these funds are not received, funds programmed for future rail extensions, like the Blue Line extension from Pasadena to Irwindale, would probably be taken. There would also be a multiplier effect for the local economy if the bonds are approved. It is estimated that an additional 170, 000 jobs would be created in Southern California involving rail construction, engineering and related manufacturing. Recommendation It is recommended that the City Council approve Resolution No,. 5701, supporting the passage of Proposition 156, the Passenger Rail and Clean Air Bond Act. • 4 Approved: -" T Donald R. LASER IMAGED 20 s ve PURPOSE OF DESIGN REVIEW • Actions by the Arcadia Redevelopment Agency do not supersede Building or Zoning regulations. These regulations must be complied with unless they are modified in accordance with the procedures set forth in the Arcadia Municipal Code. The purpose of the Agency Design Review is as follows: 1. To give the Agency the opportunity to determine if the use and design elements of new private projects are in conflict with those of any Agency projects which are either being considered or already developed in the same area. 2. To give the Agency the opportunity to incorporate the design elements of private projects with those of Agency projects and/or to eliminate or to mitigate any design conflicts at the earliest stage of the design process. 3. To give the Agency the opportunity to review the preliminary architectural plans of private projects to insure that they are not out of character with the area and a hinderance to future development. ANALYSIS A. Design Features: The applicant proposes to extensively remodel the exterior of the building. (A colored rendering of this building and color board are available for viewing in the Economic Development Department and will be in the City Council Chambers Conference Room at the Redevelopment Agency Meeting. ) The new facade features "Miami Peach" stucco with columns and archways framing the south facing windows and door. Two "Hunter Green" mansard-style awnings add contrast to the lighter colored exterior finish; the awning on the south facade will run the width of the building; the awning on the north facade will be placed above the rear door. New metal-grid windows will be installed on the south facade, while all windows on the rear (north) facade will be closed off, patched and covered with stucco. Both south and north exterior doors will be replaced; the south door will feature a beveled wood design with a semi-circular leaded glass window. Two decorative-concrete planter pots 20 inches in diameter will be placed under each of the south facing windows. 2 LASER IMAM y - V B. Department Requirements: • Planning . All miscellaneous features must be finished/painted to match the building (e.g. , the metal coping on top of the parapet and the utility boxes) to the satisfaction of the Planning Department. . Signs are subject to a separate Architectural Design Review. Building Department . The awning on the south building facade must be affixed in such a way so that it does not extend more that 7 feet from the face of the building to the face of the nearest curb line measured horizontally. Public Works . An encroachment permit is required for any work within the public right-of-way. (The parkway width on Huntington Drive is twelve feet. ) . Changes in the number of fixture units in the restrooms or installation of a new fire sprinkler system require prior approval from the Water Division. - C. Proposed Commercial Revitalization Program=- Mr. Ercolani has received Agency authorization to apply for the proposed Commercial Revitalization Program, if and when the Program is adopted. RECOMMENDATION: That the Arcadia Redevelopment Agency approve this Design Review under the following conditions: 1. That the project comply with all Zoning and Building Codes, as established or modified by the City; 2. Duckworth, Executive Director SUBJECT: Urban Design and District Revitalization Workshop At last week's priority planning session, the City Council established a high priority around the goal of economic development, including the possibility that some new planning efforts in the downtown might be undertaken to stimulate economic activity. We discussed the possibility of having someone like Michael Freedman appear before the Council to share some of his thoughts about pursuing efforts the Council might undertake in this regard. We have contacted Mr. Freedman. He has submitted the attached proposal and would like to share some ideas in a joint meeting with the City Council, Planning Commission and staff. This type of presentation might help in determining the type of direction we want to go, customized for Arcadia's particular interests. Following Mr. Freedman's presentation, I would suggest we consider other alternatives before evaluating how the different ideas we have been exposed to can best be used to meet Arcadia's needs. RECOMMENDATION That the Redevelopment Agency invite Michael Freedman to conduct an Urban Design and District Revitalization workshop at a joint meeting of the Agency/City Council, Planning Commission and staff. and appropriate up to $2, 000 in the Redevelopment Fund to cover attendant expenses, and authorize the Executive Director to execute any necessary contracts. As we discussed in our telephone conversation, I would suggest that the most effective immediate assistance we can provide would be a presentation on urban design and commercial district revitalization tailored specifically to issues currently under discussion in Arcadia (This venue also enables City Staff and Council to get to know us without having to commit to a full- blown project right off the bat.). Based on our conversations thus far, presentation/discussion topics might include the following: • Preparing an effective downtown commercial revitalization program: developing a revitalization strategy that integrates economic, design and policy elements; developing a program that assists the City to market downtown to prospective investors; striking the right balance between flexibility and commitment to specific objectives; balancing public and private investment; overall, what has worked and what has not in comparable situations. • Achieving the maximum benefit from new public facilities (city halls,fire stations, libraries, etc.): how to use public facilities to effectively catalyze new and continued private investment; matching the right type of facility with the right site and district; creating public facilities that the community is proud of. 47 Kearny Street Suite 500 San Francisco,CA 94108-5522 415.291.9455 LASER IMAGED i • Designing shopping street improvements that improve business - shopping • street design basics; when and where to use landmarks; why some street design projects succeed and others fail. • Gaining control of change: elements of a policy framework that insures that new or renovated buildings, sites, and/or signage add to rather than detract from the character of the community, while allowing the community to reap the benefits of new and continued investment. In order for you to get the maximum benefit from this service, we have learned to recommend the following itinerary: First Day: • Late morning/lunch/early afternoon: tour of study areas with City Manager, Planning director and/or Redevelopment Director; informal discussion of City's needs, current issues, Council concerns, etc. • Late afternoon: I revise presentation materials to achieve better fit based on what I have seen and heard on the tour. • Early evening: presentation and discussion with City Council and/or community at large (roughly 3 hours). Second Day: • Morning: meeting(s) with City Staff and/or community groups: free- ranging discussion, question/answer (perhaps one hour per meeting).
