PURPOSE OF DESIGN REVIEW
The Agency's actions do not supersede Building or Zoning
Regulations. Such regulations must be complied with unless
modified in accordance with the procedures set forth in the
Arcadia Municipal Code and need not be considered by the Agency
in this review.
The purpose of the Agency's review is as follows:
1. To give the Agency the opportunity to determine if new
private projects are in conflict with any Agency projects
which are being considered or developed in the same area.
2. To provide the opportunity to incorporate the private
project with the Agency project and/or to eliminate or to
mitigate any conflicts at the earliest stage of the design
process.
3 . To afford the Agency an opportunity to review the
preliminary architectural plans of private projects to
insure that these projects are not so out of character with
the area as to be a hinderance to future development.
ANALYSIS
A. Design Features: (Applicant's Plans, Attachment No. 2)
The Applicant proposes to rehabilitate pre-existing
corrugated metal buildings on the site by applying a stucco
finish, composition shingle roof, new roll-up doors as
necessary and framing window openings with wood plant-ons.
The stucco and roll-up doors are proposed to be a "Pure
Ivory Base" color while the shingles are a medium brown
color. The wood accents around the window openings will be
a darker brown than the stucco finish (perhaps "Santa Fe, "
"San Simeon" or "Adobe" colored) . Color and material
samples have been provided by the Applicant and will be
available at the meeting.
The Applicant also is planning to improve the landscaped
median strip along La Porte and provide a new landscape
planter and pedestal sign on Santa Anita.
The proposed sign is not part of this design review. Any
sign plans will have to be addressed separately.

Finally, the Applicant has proposed inserting new wooden slats
into the existing chain link fence which secures his property.
The existing fence is partially slatted, however, portions of the
fence screening are in disrepair and others do not have any
screening material at all.
B. Departmental Comments:
Planning Department -
If the Applicant elects to store materials outside,
then a conditional use permit will be required (Note -
At this time, the Applicant does not contemplate
outside storage. ) . Staff will recommend the following
as part of any conditional use permit for this project:
1. a 6'-0" high decorative block wall as
screening for the outside storage area,
2. the parking must comply with Section 9269 of
the Arcadia Municipal Code, and
3 . that a 5'-0" landscape buffer be supplied
between the parking area and the street as well as
the building and the front property line.
Public Works Department ** -
1. Remove and replace deficient or damaged curb,
gutter, sidewalk and/or pavement to the satisfaction of
the City Engineer, and
2 . Plant two (2) parkway trees on La Porte per City
Standard at locations indicated by the Director of
Public Works.
** NOTE: Additional comments/requirements of a routine
nature were submitted by Public Works. Copies of these
conditions were transmitted to the Applicant.
Fire Department -
1. Applicant must install a central fire alarm system.
2 . Applicant must provide a Knox Box.

Police Department -
The Police Department has no policing concerns with
respect to this proposed project.
Economic Development Department -
Any Design Review approved by the Agency is valid for a
period of one year consistent with the provisions of
Resolution No. ARA-126.
A copy of this report has been transmitted to the Applicant.
RECOMMENDATION:
That the Arcadia Redevelopment Agency approve this Design
Review subject to the departmental conditions above.

Request for Approval of Sixth Modification Agreement
SUBJECT: for Southside (Gribble) Project
The developer of the Southside Project (Stanley W. Gribble) would
like to modify the provisions of his loan with First Interstate
Bank (a copy of the Southside Project map is attached for your
information) .
As we have been asked to do in the past, and as a condition for
approval of Mr. Gribble's current loan modification, First
Interstate requires that the Agency reaffirm its second position
to the First Interstate Deed of Trust and consent to this Sixth
Modification Agreement.
The Agreement has been reviewed by Agency Special Counsel and by
the Agency Attorney. All parties including First Interstate
Bank, Mr. Gribble, and Agency Special Counsel and the City
Attorney accept the Agreement.
The Sixth Modification Agreement is available for review in the
Economic Development Department.
Recommendation
That the Arcadia Redevelopment Agency approve the Sixth
Modification Agreement between First Interstate Bank and Arcadia
Gateway Center ss sates, Ltd. and. authorize the Executive
Director to ex uit 11 documents, subject to minor modifications
as to form by i y ttorney.
