BUTLER, ASSISTANT PLANNING DIRECTOR SUBJECT: 1993-1994 STATEMENT OF OBJECTIVES AND PROJECTED USE OF 19th YEAR CDBG FUNDS The Community Development Commission (CDC) has advised Arcadia that we will be receiving approximately $259,520 in Community Development Block Grant (CDBG) Funds for fiscal year 1993-94. In addition, the City currently has $14,20 in contingency funds (monies left over from previous projects) which should be reallocated. The CDC has notified staff that cost and project summaries must be submitted to the County no later than February 19, 1993. Current Project Status - 1992-93 (18th year funds) ' The City is currently participating in the following projects: Housing Rehabilitation Program - Budgeted Amount: $244,045 This project offers assistance to low/moderate income homeowners for nec ssary home improvements. Maximum grants of $10,000 are available per household. As of this date 22 households are receiving assistance. The project expires on June 30, 1993 Public Works Lighting Program #4 - Budgeted Amount: $29,120 This project involves the conversion of 63 lights from series to multiple ci cuit lights on First Avenue from Huntington Drive north to Colorado Bouleva d and along Huntington Drive between Santa Anita Avenue and Second A enue. A contractor has been awarded the contract and work will begin after the racing season. The project expires June 30, 1993 Public Works Lighting Program #5 - Budgeted Amount: $34,900 1993-94 CDBG Funds February 2, 1993 Page 1 LASER IMAGED 26 i l -- This project involved the installation of 5 energy efficient lamps on Cobra o Place from Huntington Drive (lower Y) to Colorado Boulevard (upper Y). he work has been completed. The project expired December 31, 1992 Administration - Budgeted Amount: $12,000 This money is utilized for the administration of the CDBG funds. The project expires June 30, 1993 Proposed Projects 1993-94 (19th Year) The following criteria is required for a project to qualify for Community Development Block Grant Funds: (1) a project must benefit low and moderate income families, (2) aid in the prevention or elimination of slum and blight a d/or (3) have a particular urgency because existing conditions pose a serious threat t o the health or welfare of the community where other financial resources are not available to meet such needs. HUD's regulations require that no less than 70% of a grantee's aggregate funds $273,721 (including the $14,201 contingency) are to be used to support activities hat benefit persons of low and moderate income; resulting in a minimum of $191,:05 for low/mod activities. Staff is recommending that the 1993-94 CDBG funds of $273,721 be allocated for the following projects. Housing Rehabilitation Project - $198,865 The City will offer assistance to low/moderate income homeowners for necessary home improvements. A maximum grant of $10,000 will be avail.ble per household. Eligible improvements include, but are not limited to: exterior work to pre erve or protect structures, including painting, roofing and siding; repairs, restora ion or replacement of important parts of structures such as heating, plumbing, electrical repairs, etc.; other improvements to correct code violations as authorized and interior work to make structures more livable, including, painting, plastering, new flooring and tile work. It is estimated that approximately 18 households will be assisted (this includes the cost of administering the program $725/household). 1993-94 CDBG unds LP SER Page 2 2.9 Contingency - $62,856 This money is being set aside to establish new programs. Administration - $12,000 This money will be utilized for the administration of the CDBG funds. Attached for the Council's review is the proposed 1993-94 Cost Summary. This is a public hearing. The Council should open the hearing and receive testimony from the public as to the types of projects which they feel should be undertaken by the City. ACTION If the City Council determines that the City should proceed with these projects o: any other project(s) the Council should: 1. Approve the allocation of funds as outlined in the attached Cost Summary , or as modified by the City Council, and 2. Authorize the Director of Planning to execute the Memos of Understanding which are submitted to the County after a specific project is formally approved by the City. Planryirgg Department 7 onna L.
