TO: ARCADIA CITY COUNCIL
FROM: PUBLIC WORKS DEPARTMENT ,
JOSEPH R. LOPEZ, DIRECTOR OF PUBLIC WORKS
SUBJECT: RECOMMENDATION REGARDING PROPOSED SOUNDWALL PROJECT ON
THE WESTBOUND ROUTE 210 FREEWAY IN ARCADIA FROM SECOND
AVENUE TO FIFTH AVENUE
Background
Attached for the City Council's consideration is a draft of a
letter to Jerry Baxter, the District Director of Caltrans,
requesting that the subject soundwall project be accelerated and
included in the next (1994) State Transportation Improvement
Program (STIP) in accordance with Senate Bill 511 (C. Green of
1991.
S.B. 511 added Section 215. 6 to the Streets and Highways Code and
requires that any soundwall project, included for the first time in
the STIP for which a City contributes at least 33% of the estimated
cost, be given priority over all other soundwall projects included
in that STIP for the first time. Thirty three percent (33%) of the
estimated cost for the subject soundwall would be approxim tely
$230, 000.
Recommendation
Should the City Council decide to request acceleration of the
subject project and to contribute 33% of the estimated cost, it is
recommended that the City Council direct staff to:
1. Send the attached letter to the Caltrans District
Director
2 . Include the subject project in the 94-95 fiscal year
Capi 1 '.•rovement Program.

We now again find ourselves asking for your help. We need
