Clark Knodle wants to open and operate a motor vehicle detailing and sales showroom at 118 La Porte Street, Unit B (see attached letter from Mr. Knodle, Attachment 1) . Mr. Knodle's request was reviewed and conditionally approved by the Planning Commission (see Planning Department staff report, Attachment 2) . Mr. Knodle will be required to comply with the Planning Commission's conditions. Used car sales are prohibited within the redevelopment project area by Resolution ARA-172, the Agency's Use and Design Requirements and Guidelines. The intent of Resolution ARA-172 is to prohibit outdoor used car lots. All cars will be detailed, displayed and stored inside the building. Mr. Knodle projects selling approximately six cars per month at a cost of $10, 000 - $12, 000 each. Total estimated annual sales are projected to be $720, 000 - $864, 000. This business could generate between $7, 200 and $8,640 per year in sales taxes to the City. Recommendation That the Arcadia Redevelopment Agency grant a variande to Resolution ARA-172 and approve Mr. Knodle's request to operate a motor vehicle detailing and sales showroom at 118 La Port Street, Unit B. NICHOLSON, SENIOR PLANNER SUBJECT: TO DETERMINE IF A PROPOSED SHOWROOM FOR MOTOR VEHICLE SALES WOULD BE AN APPROPRIATE USE AT 118 LA PORTE STREET, UNIT "B" Attached is a request from J. Clark Knodle who wishes to operate a motor vehicle sales business at 118 La Porte Street, Unit "B". The site is Industrial District) and is developed with a industrial building ocomplex, as shown on the attached site plan. The applicant has advised staff that the proposed business would consists of a 1,000 • sq.ft., retail showroom and office area. The vehicles would be detailed, stored and displayed only from within the building. Automotive detailing shops and vehicle storage buildings are permitted uses within the M-1 zone. The issue is the applicant's desire to sell motor vehicles. In accordance with Arcadia Municipal Code Section 9275.1.52.1., a motor vehicle sales business is only permitted in the CPD-1 and C-2 or any less restrictive commercial zone with an approved conditional use permit. Normally staff would not consider any proposal for a typical auto dealership within a M-1 zone. The parking, traffic circulation and outdoor vehicle storage demands that would be generated by such a business would likely be incompatible with the surrounding businesses. However, staff feels that the applicant's proposal would not conflict with the surrounding industrial development because the auto sales and storage would be done on a very small scale and conducted entirely within the building. It is staffs opinion that the applicant's request would be an appropriate use within the M-1 zone, provided that the business be subject to the following conditions: 1. That the proposed use shall not occupy more that 1,000 sq.ft., of gross floor area. 2. That the vehicles would be detailed, stored and displayed only from within the building. 3. No vehicles shall be parked on the outside of the building other than those of persons attending to business on the site. LASER IMAGED • Attachment 4.
