ADJOURN to Closed Session then to 5:30 p.m., May 11, 1993 Schedule Constitution Team presentation for May 18 - Cindy Report regarding auto repair /detailing in public parking areas - Miller Approved Mayor's Proclamation for a smoke free Santa Anita Fashion Park - 3 - AGENDA 5/4/93 Approved the Following Budget Recommendations: Revenue Enhancements Require Business License for horse trainers $ 6,000 Reimburse General Fund for fire hydrant maintenance $ 60,000 - Provide fire dispatch for Monrovia $ 60,000 - Increase in Transient Occupancy Tax from 8%- to 10%- $140,000 EXnenditure Reduction Voluntary salary deferrals $446,600 Eliminate temporary summer help in Public Works $ 15,500 (5 workers) Reduce current street sweeping schedule in $ 60,000 commercial areas Reduction of staff in Redevelopment Agency $ 62,000 - Reduction in Race Track traffic control budget in $ 82,000 Capital Outlay Fund Further study will be undertaken regarding elimination of the City switchboard position and the PERS funding extension. NICHOLSON, SENIOR PLANNER SUBJECT: THE SANTA ANITA FASHION PARK MALL EXPANSION -- A DESIGN REVIEW OF THE PROPOSED TWO-STORY ADDITION TO THE EXISTING ROBINSONS-MAY BUILDING AT 400 SOUTH BALDWIN AVENUE The architectural firm of Abrahamian Pagliassotti & Tanaka has submitted for your review and approval the proposed building elevations for the expansion of the Robinsons-May department store at 400 South Baldwin Avenue. There will be exhibits displayed at the meeting, which will consist of a site plan; exterior elevations and section drawings. Also, colored photographs of the existing facility will be displayed, because the proposed addition will duplicate the existing building's design, color, materials and landscaping. Although the addition will extend approximately 77'-0" to the east, as shown on the'attached site plan, the new easterly elevation will be identical to what is currently existing. The City Council may approve, conditionally approve or disapprove the applicant's design concept plans. Staff believes that the applicant's proposal meets the intent of the design criteria set forth in the City's Architectural Design Review Regulations. The building will be harmonious with the surrounding commercial buildings; and its design 'elements will enhance the Santa Anita Fashion Park Mall. FINDINGS Approval If the City Council intends to take action to approve the exterior elevations, the Council should find that the proposal is in compliance with the ADR criteria, and move for approval. Denial If the City Council intends to take action to deny the exterior elevations, the Council should make specific findings based on the evidence presented, and move to deny the proposal. The City Council may wish to consider the following motions and findings which must be expanded upon with specific reasons for denial: 1 LASER IMAGED ea I 4. D.1. Find that the location and configuration of the structure is not visually _.harmonious with the site and with surrounding sites and structures, -. and that the structure dominates its surroundings to an extent inappropriate to its use. 1 D.2. Find that the architectural design of the structure and its materials and colors are not visually harmonious with surrounding development. D.3. Find that the design and location of signs and their materials and colors are not consistent with the character and scale of the building to which they are attached or which are located on the same site, and that the signs are not visually harmonious with surrounding development. D.4. Find that the architectural design does not enhance the visual environment of the city, preserve and protect property values and mitigate against degradation and depreciation. D.5. Find that the proposal does not promote and protect the health, safety, comfort and general welfare of the community and does not promote the standards of appearance in the community or encourages the appropriate use of land within the City. LOPEZ, DIRECTOR OF PUBLIC WORK/ SUBJECT: VACATION OF PORTIONS OF GREENFIELD AVEN E (PARCELS 1 AND 2) NORTH OF LIVE OAK AVENUE RESOLUTION NO. 5724 PUBLIC HEARING BACKGROUND The City Council on April 6, 1993, adopted Resolution No. 5718 declaring the City's intention to vacate and abandon Parcels One (1) and Two (2) , portions of Greenfield Avenue north of Live Oak Avenue and setting May 4, 1993 as the date for public hearing. Pursuant to Section 15305 Class 5 (a) of the California Environmental Quality Act, a Notice of Exemption was prepared for the proposed street vacation. The required notices of the proposed street vacation were published and posted in accordance with Part 3 of Division 9 of the California Streets and Highways Code. The appropriate utility companies were notified of the intent to vacate. None of the utility companies required any Reservations of Easements. RECOMMENDATIONS: It is recommended that the City Council : 1. Open the Public Hearing and receive any comments or objections to the City's intent to vacate Parcels One (1) and Two (2), Portions of Greenfield Avenue North of Live Oak Avenue. 2. Adopt the attached Resolution No. 5724 Ordering the Vacation and Abandonment of Parcels One (1) and Two (2) , Portions of Greenfield Avenue, North of Live Oak Avenue if the City Council desires to prof ,ed w' h t e proposed vacation.
