Subject: PERSONNEL TITLE CHANGE - ORDINANCE NO. 1991
& RECOMMENDATION TO ESTABLISH NEW CLASSIFICATION
In recent months there has been discussion regarding changing the name of the
Personnel Board and the Personnel Department to the Human Resources Commission
and Human Resources Department respectively.
These actions are being proposed in an effort to emphasize the organization's
dedication to a caring, "user friendly" environment for both the citizen /customer and
our employees. As the City Manager indicated in his budget message to the City
Council, the "Personnel" designation is perhaps a bit "antiseptic ", referring to an
organizational contact for hiring, discipline and firing. The "Human Resources" title
"...advocates a full range of people support to create a business environment in which
the highest order of individual and team accomplishment is stimulated."
Due in part to fiscal constraints, the City must seek ways to improve operations and
make them more efficient and effective. One such effort is a developing partnership
between the City Council, management and employees, which may enable the
organization to achieve personal and professional goals that would otherwise be
unattainable. Human resources emphasizes training, support services, and a
"resource" for employees and the community, and should assist in this endeavor.
The Personnel Board and the Personnel Department are referenced in the City Charter,
Personnel Rules and Regulations, and the Fringe Benefit Resolution. The City Attorney
has prepared a memorandum regarding the legalities and the ordinances required to
implement the proposed changes, and it is attached for the City Council's
consideration.
At their June 10, 1993 meeting, the Personnel Board approved the proposed title
changes and forwards its recommendation for approval to the City Council.

In conjunction with that proposed title change of Personnel Department to Human
Resources Department, it is recommended that the Administrative Assistant in the
Human Resources Department be reclassified to Human Resources Manager.
Over the past several years, the duties and responsibilities of the Administrative
Assistant assigned to the Personnel Department have grown beyond that of his
classification. The incumbent has taken the lead role in a wide spectrum of human
resource related functions including: recruitment and selection, benefit administration,
classification, compensation, labor relations, safety administration, discipline and
grievance handling, supervisory and general employee training, performance
evaluation, policy development and implementation, and administration of the City's
Personnel Rules and Regulations.
As a result of the additional responsibilities and leadership required, the degree of
independent action and consequence of error are at a higher level than that of
Administrative Assistant. Accordingly, it is recommended that the Administrative
Assistant be reclassified to Human Resources Manager. A position classification has
been prepared and is attached for your review and consideration.
Also attached is a proposed new organizational chart of the Human Resources
Department. The Human Resources Manager will supervise and administer the
activities of the Human Resources Department and report directly to the City Manager.
The Assistant to the City Manager will provide additional support as needed for
special projects. Department staffing is "rounded out" with a Personnel Technician,
a Typist Clerk and an Administrative Intern.
The proposed Human Resources Manager position is a management classification.
Based upon market survey, the proposed salary range for the position is $4301 -5228
per month. It is proposed that the salary range adjustment become effective the first
pay period of 1994, or December 26, 1993. The new salary level would provide the
incumbent in the Administrative Assistant position a 7% salary increase. The total
increased cost in the FY 93 -94 budget in salary and benefits is $ 1,994.
At its July 8, 1993 meeting, the Personnel Board approved the Human Resources
Manager classification and forwards its recommendation for approval to the City
Council.

Recommendation
It is recommended that the City Council take the following actions:
1) Introduce and adopt ordinance #1991 changing the designation of the
Personnel Board to Human Resources Commission and the title of the Personnel
Department to Human Resources Department; and
2) Establish the classification of Human Resources Manager (Class #1500), salary
range $4301 - 5228 per month, and request staff to make the necessary
changes to the classification and compensation plans.

SUBJECT: Directional Signs (proposed)
Per request of the City Manager, in the absense of the Public Works
Director, I have put together some background information regarding
the attached request. This can be supplemented by the Public Woirks
Department (Mohammad Mostahkami) at the meeting of September 114 .
Basically, the new and expanded directional sign plan is subjlect
to the granting of encroachment permits from the Public Works
Department. They review the proposal to assure compliance with
directional sign guidelines, and police department concerns. The
permit process is required because the signs are in the right of-
way. Insurance requirements to protect the City are part of the
permit process.
I have been advised that the proposed signs are consistent with
required guidelines, and that the Police Department favors Ithe
revised expanded directional sign plan. It is my understanding that
the signs will be described at the meeting.

Honorable City Council Members:
We at Santa Anita are asking your assistance in our endeavor
to improve the Santa Anita image. As I am sure you are aware
the last Santa Anita meet, which included a disastrous opening
day and an extremely wet spring, was less than a perfect
meeting.
However, it is our goal to have "Santa Anita rebound for an .
excellent upcoming Oak Tree meeting. One way we intend to
accomplish. this is to give a total face lift that will reflect
the charm and brightness of the Santa Anita we all love.
Additionally, it is our plan to brighten the path to Santa
Anita with a new distinctive directional sign that will
contain our logo. We also feel that to properly direct
patrons to Santa Anita it will take additional signage within
the City of Arcadia. •
Attached is . a list of current directional signs and a list of
new signs that we would like to place for the convenience of
our patrons, new and old. We feel that these new distinctive
signs will not only assist our patrons but will also add the
Santa Anita feeling throughout the City of Arcadia.
A copy of this proposed sign program has been submitted to the
Arcadia Public Works Department for their review and comment

Directional Sign Proposal - City of Arcadia
In an effort to enhance and encourage old and new patrons to visit
Santa Anita Park and the City of Arcadia we have committed to a
total beautification effort. A part of this effort includes a
directional signage program to ensure that patrons can easily find
Santa Anita.
Our goal is to develop an attractive logo type sign to replace our
current directional sign. In addition to our existing signage we
would like to place new signs at the listed locations. Hopefully we
will have this project completed by the upcoming Oak Tree race meet.
