SUBJECT: Request from Arcadia High School to Conduct a Public Fireworks
Display
Pursuant to Municipal Code, Section 3115.2.6, Arcadia High
School is requesting that the City Council approve the
issuance of a permit to conduct a public fireworks display.
The fireworks display is proposed as part of the annual half-
time festivities at the Homecoming Football Game on
October 29, 1993. The high school has conducted a similar
fireworks display over the past several years without incident.
Fire Department staff has reviewed the application and recomm-
ends that a permit may be granted subject to the following
conditions:
1. Display to be conducted by licensed pyrotechnic operator.
2. Site plan of firing area to be approved by the Fire
Department.
3. Insurance Certificate on file.
4. Aerial shells and pyrotechnics be delivered to the site on
October 29, 1993.
5. All pyrotechnics be removed immediately following the display.
6. A City Fire Inspector be present at the site during the
display; personnel cost to be reimbursed by the pyrotechnic
operator.
Recommendation
It is recommended that the Council approve the issuance of a
permit for a public fireworks display at Arcadia High School
subj''ect to the conditions listed in the staff report.

Subject: Recommendation to Retain Consultant Services - Cable TV
Attached you will find a copy of a submittal from John Risk of
Communications Support Group (CSG) . His firm would be able to provide
expert advise on the upgrade of our City Council Chambers for
cablecasting the meetings. His expertise includes engineering,
acoustics, lighting and equipment purchase and installation.
The scope of his work related to the Council Chambers would be
1. Review documents, interview staff/council and assess the
needs for acquiring teleproduction, audio, acoustical and
lighting materials and equipment;
2 . Develop bid specifications. Conduct a bidder's meeting;
3 . Assist the City in reviewing and evaluating bids;
4. Act as project manager for installation; and
5. Develop a report assessing staffing and budget implication
arising from the cablecasts of Council meetings.
The total costs for his services would be $8,710 which would be
apportioned over the five tasks above. There are sufficient funds
available in the General Fund reserve to fund this project. Where
possible, staff suggests that we maximize the use of our own personnel
to reduce the overall cost of the consulting agreement.
The services of CSG ,come highly recommended from cities who have
recently completed similar projects including Cerritos, Dana Point,
Monrovia, Mission Viejo, Beverly Hills, Santa Ana, San Clemente,
Garden Grove and Yorba Linda. Each has been contacted and has
provided positive references.
CableVision may not be fully supportive of the City's desire to retain
independent expertise in this area, however, in light of the City's
pending franchise renewal, it' s staff's opinion that all parties will
benefit as a result of these services. The results of CSG's work will
also likely play a significant role in the franchise renegotiation
process due to begin in 1993-94. Staff anticipates that any

improvements to the Council Chambers could be paid for through the
existing and future franchises.
CSG would also be able to provide future services concerning the
establishment of the local origination channel as well as franchise
renegotiation.
Recommendation
It is recommended that the City retain the services of CSG to provide
consulting services on the upgrade of the City Council Chambers for
the purpose of cablecasting our meetings. The contract cost shall be
an amount not to exceed $8, 800 to be appropriated from the General
Fund reserve.

1.0 GENERAL OVERVIEW OF PROPOSED WORK
Communications Support Group (CSG) proposes to provide professional consulting services to
the City of Arcadia in two key task areas: 1) Council Chamber A/V and Video Production
and 2) Public Access Planning. This proposal provides six primary areas related to Council
Chamber A/V and Video and three primary areas related to public access planning. Specific

2.0 PROPOSED DETAILED WORKSCOPE: TASK I
Phase I - Document Review and Feasibility Evaluation:
Review lists of equipment currently used by the City and Cable company to televise
City Council meetings. Review lists of equipment and related reports provided by
preerious City consultants (if any) for feasibility and compatibility existing City

equipment and resources. Analyze appropriateness and feasibility of previous options
made known to the City by the current producer of Council meetings. Draft a report
which reviews recommendations for: 1) improving overall quality and cost
effectiveness of televising Council meetings; 2) maximizing compatibility to existing
equipment; 3) improving audio and other A/V resources; 4) conduit and electrical
concerns as documented by meetings with City maintenance staff; 5) capacity of air
conditioning to meet needs of teleproduction equipment; 6) improved City Council
chamber lighting based on meetings with City staff to discuss lighting methods for
television equipment currently in use; and 7) comparisons to other cities.
CSG will submit findings in a written report to the City within 21 days from notice to
proceed.
Phase II - Bid Specification Preparation
Prepare detailed specifications for use by the City purchasing department. Draft
technical sections of "Request for Proposals" as they pertain to general requirements
for ordering equipment, installation, and maintenance service contracts for new
teleproduction and audio systems. Specifications will include general parameters for
make, model, dimensions, locations, approximate cable lengths, conduit
requirements, connectorization, types of cables, electrical powering concerns, etc.,.
All specifications will be provided in both hard and data formats, so as to minimize
the work of the City to incorporate into the City's purchasing process. CSG will
complete the RFP specifications within 30 days of notice to proceed.
Please note: Bid specifications will require that the successful vendor be responsible
for final system design and integrity rather than CSG:
Phase HI - Bidder's Meeting, Review, and Evaluation
CSG will attend and lead a bidder's meeting for the purpose of reviewing bid terms,
touring the building and addressing any questions which may arise on the part of
interested vendors.
Phase IV - Project Management and Acceptance Test
CSG will assist the City in reviewing bids, ranking the top three vendors, and in
selecting a final vendor. CSG will conduct periodic work-in progress inspections to
assure that installation is occuring on schedule and in conformance with City terms.
CSG will also conduct final performance checks.
Phase V - Budget and Staffing Implications

CSG will prepare a brief report assessing the implications the new facilities will have
on staffing and budget for the next fiscal year.
PROPOSED PERSONNEL:
John Risk will serve as Project Manager and will handle matters of scheduling, reporting,
and workscope supervision. Dan Booth will provide general technical information
pertaining to equipment, system design, and compatibility issues. On-site field inspections
may also be conducted by Mr. Marc Jaffe. Mr. Risk's time is clocked at $85.00 per hour.
Mr. Booth's time is clocked at $50.00 per hour. Mr. Jaffe's time is clocked at $45.00 per
hour. Details of these individuals qualifications can be found in the attached biography.
ESTIMATED COSTS TASK I:
With open ended projects such as this, CSG agrees to work on an hourly plus materials basis
with initial not-to-exceed ceilings placed on each of proposed areas of workscope. CSG will
invoice monthly for "work-in-progress." In the event actual costs are higher, CSG will seek
City's permission prior to exceeding the respective ceilings. Initial price ceilings proposed
are as follows:

workscope is specifically tailored to consider action options tied to specific provisions and
timelines relative to the current franchise. Primary to these options is the matter of
determining the future responsibilities of Cablevision or the City related to public,
educational, and government access television.
We have particular expertise consulting negotiations related to public access television. We
are currently under contract with the City of Los Angeles concerning operator performance
and contract compliance related to public access at twelve cable companies in greater Los
Angeles. We have completed audits of access centers in Austin Texas, Santa Barbara, San
Fernando, and Mission Viejo.
Our proposal introduces Mr. William Marticorena and Ms. Kathleen Schuler to assist in
developing action plans, strategies, and models for public access and other cable television
franchise performance provisions. Ms. Schuler is a national expert in public access planning
and has extensive experience in facilitating public access operations in California. Mr.
Marticorena, partner with the law firm of Rutan and Tucker, is widely recognized as a cable
television attorney in California.
As in Task I above Communications Support Group proposes to provide services to the City
on a time and materials basis. We propose to divide this task into three phases:
Phase I Education and Strategy Development
Phase II Needs Ascertainment
Phase III Negotiation Support
For each workscope area, CSG provides a description of services; an estimation of hours
required to complete the respective tasks; and an identification of team member(s) responsible
for the phase.. Fees are stated in Section 4.0 - Schedule of Fees and Terms.

Communications Support Group (CSG) is a multi-skilled team of professionals specializing in
comprehensive and unbiased operating evaluations of cable television systems. We provide
consultant services related to compliance audits, franchise administration, enforcement, and
renewal proceedings. CSG also provides high quality and cost effective management services
related to public, educational, and government programming development and operations.

The CSG team:
Mr. John Risk, President, holds a Bachelors Degree (with High Honors) in Social Research from the Uni-
versity of Michigan. A Boardmember of the National Association of Telecommunications Officers and
Advisors (NATOA), and an active member of the National Academy of Cable Programming, and the Na-
tional Federation of Local Cable Programmers (NFLCP), Mr. Risk has held a variety of private and public
sector management positions encompassing cable television production, programming, and franchise
administration. His broad range of experience and expertise strengthens CSG's ability to respond to the
ever-changing needs of municipalities and public agencies. Mr. Risk has been nationally recognized for
his contributions in the field of municipal management of cable television systems, and municipal and
private cable programming. His work has earned his operations 5"ACE"awards, 6 "Hometown"awards,
8 NATOA awards, and finalist honors in the California League of Cities' "Helen Putnam" and the Los
Angeles Academy of Television Arts and Sciences'"Emmy"competitions. In his capacity as contract Cable
Television Manager for the cities of Beverly Hills and Santa Ana, Mr. Risk's studio facilities and
programming concepts have served as models for other communities seeking to utilize cable as a means
for disseminating public information. Mr. Risk is Chair of NATOA's Municipal Programming Committee.
Ms.Katherine Risk,CSG's Vice President,is an accomplished video services manager. Ms.Risk currently
supervises video services operations for CSG at the City of Beverly Hills. Ms. Risk holds a Bachelors
Degree (with Honors) in Speech Communications from the University of Arkansas. An active
producer/director, Ms. Risk is familiar with both sides of the camera and has hosted over 300 hours of
cable television programming. Ms. Risk was formerly Public Access Coordinator in Seal Beach and
Fullerton where she developed community television centers in these cities during a five year period for
Group W Cable (Westinghouse Broadcasting and Cable). Ms. Risk's news programming has been
recognized by the Southern California Cable Association (SCCA) and NATOA.
Communications Support Group engages the services of several associates to perform specialty tasks.
These firms and individuals include:
Mr. Marc Jaffe has been affiliated with CSG since 1988. Mr. Jaffe specializes in areas of cable
communications policy and franchise management. Mr.Jaffe's formal education includes a Master's of Arts
Degree in Telecommunications Management from the Annenberg School of Communications at the
University of Southern California (1988,with Distinction). Before joining CSG, Mr. Jaffe has interned at the
National League of Cities headquarters in Washington, D.C.and performed cable television policy research
for the City Manager's Office and Cable Television Advisory Board at the City of Lakewood. Mr. Jaffe
provides on site services for CSG's Beverly Hills and San Bernardino County clients.
Mr. Perry Daniel is also a graduate from the Annenberg School of Communications at the University of
Southern California. Mr. Daniel has been affiliated with CSG since 1989 and provides a variety of research
services for CSG including the handling of administrative duties and cable TV complaints at the City of
Beverly Hills and the County of San Bernardino. Mr. Daniel has a keen interest in cable television policy
and legislative affairs. Mr. Daniel has co-authored several CSG bulletins regarding state and federal laws.
Ms. Emily Brubaker is also a graduate from the Annenberg School of Communications at the University
of Southern Califoia and holds a Master's of Arts Degree in Telecommunications Management (1991).
Ms. Brubaker provides a variety of research services and is the Office Manager for CSG.
Mr. Dan Booth is a broadcast video engineer. His experience ranges from bench work and system design
to live multicamera remote production engineering. Mr. Booth is fully knowledgeable with Betacam, 1" C
format, and 3/4"U-Matic tape operations. Mr. Booth is also widely versed in Grass Valley and Sony main-
tenance training. He has provided engineering services to the cities of Santa Ana and Beverly Hills.
Ms. Kathleen Schuler, the President of Schuler and Associates, has over 15 years experience as an
organizational development consultant with a special emphasis in cable television and telecommunications.
Her recent clients include the State of Hawaii,'Olelo:the Corporation for Community Television,the League
of California Cities, Thousand Oaks, Los Angeles and Mountain View. She has worked on CSG projects
in Austin, Berkeley, Cerritos and Santa Barbara. Between 1979 and 1988, Ms. Schuler was the Executive
Director of the California Foundation for Community Service Cable Television (FCSCT)where she worked
with more than 300 California community access centers, cities and schools to develop PEG access plans.
Mr. Michael Milligan handles all technical oriented projects, such as electrical performance tests, CLI
audits, construction evaluations, and effective competition off-air reception measurements. Mr. Milligan is
located in Garden Grove and is a recognized cable television engineer with broad practical as well as
theoretical experience.Mr.Milligan's expertise includes satellite, microwave, local origination, headend and
system construction, and maintenance, franchise compliance, telephony, audio design, digital design, and
radio communications.
Mr. William Marticorena is with the law firm of Rutan and Tucker where he has been a partner with the
firm since 1983. His specialty is the practice of cable communications law. A Harvard Law School
graduate (1977, cum laude), Mr. Marticorena has represented a variety of municipalities in franchise,
renewal,and cable regulatory issues. He has taught law at Western States College of Law(1978-85)and
published a variety of articles on cable communications. Mr. Marticorena has participated in cable
franchise transfers and renewal negotiations on behalf of a number of CSG municipal clients.
Ms. Christie Kupicek,a partner and CPA with the Pasadena office of the nationally recognized accounting
firm of McGladrey and Pullen, specializes in cable television financial accounting and return on investment
reporting. Ms. Kupicek joined McGladrey in June 1981. Ms. Kupicek currently performs financial audits
for Communications Support Group on behalf of our client, the City of Beverly Hills.
