SUBJECT: Audit of Electricity Charges
SUMMARY
In our on -going effort to reduce costs and identify savings where possible, staff employed
the services of a consultant to evaluate the City's electrical utility costs. The consultant
reviewed the City's electrical consumption and identified cost effective rate schedules
which could reduce the City's cost on electricity.
In March 1995, an audit was completed on the City's electricity charges paid to Southern
California Edison. A report from Jerry Parker, Financial Services Manager/Treasurer and
Eldon Davidson, Acting City Engineer/Water Manager, summarizing the results of this
audit is attached along with the report from Cost Control Associates, the Consultants, who
conducted the audit.
Payment to Cost Associates for the audit is now due and payable and staff is requesting
the City Council authorize a payment schedule as discussed below.
DISCUSSION
As determined in the audit by Cost Control Associates and implementation of the
Consultant's recommendations by the City, savings of approximately $90,000 annually will
be realized in reduced electricity charges paid to Southern California Edison as follows:
Water Fund - $86,500
General Fund - $ 3,500
Based upon the terms of the original agreement, Cost Associates is entitled to 50% of the
savings realized for a three (3) year period after which the continuing annual savings will
remain with the City.

In March 1995, we hired a company to conduct an audit of the City's electricity charges by
Southern California Edison. Cost Associates was to examine the records of Edison to
determine if the most cost effective rate schedules were being applied, the charges were
computed correctly and make recommendations to City operations which would result in the
lowest electrical cost to the City.
In the event that savings could be realized by the City based on Cost Associates findings and
recommendations, Cost Associates would be entitled to a 50% fee of the savings realized for
a 3 year period after which the continuing annual savings will remain with the City.
There is no fee or cost to the City if Cost Associates finds that everything is in order, that the
City is being charged correctly and that no savings can be realized by changing our
operations.
The following is the result of the audit Cost Associates conducted for the City:

The majority of the cost savings apply to the City's Water System.
Under Option 1 the City need only submit the proper rate schedule application, to Edison to
effect the new rate changes. Option 2 includes the rate changes in Option 1 but in addition
includes restricting operations, at selected sites, to certain hours in the day, thus realizing an
additional $143,000 in savings over Option 1. Option 3 is the most aggressive option where
certain sites would be committed to mandatory restrictions in operations in addition to the rate
changes realized in Option 1. Total savings to be realized under Option 3 would approximate
$370,000 annually as compared to the current year.

Cost Associate's indicated that Bud Holcomb, Production Supervisor, was extremely helpful
with the information he provided and his knowledge of Water operations. His assistance
resulted in a larger savings to the City.
In summary, the rate changes in Option 1 are currently being implemented, so in Fiscal Year
1995 -96 we expect a savings of about $110,000 in power costs paid to Edison. The
Production Supervisor, working with Edison personnel, is in the process of identifying those
sites which may qualify under Options 2 & 3. Since these options require changes in
operations, and possible Water System improvements, no changes will be made which will
adversely effect the City's Water operations. If changes are possible, up to $236,000 in
additional savings may be possible.

There are several options that will save the city money on its electric bills:
Option #1 -Rate Changes Only. No cost. No changes in operations required.
Estimated annual savings: $134,971 .
Option #2- Easiest Operational Changes. No cost. Some operational changes
required. Estimated annual savings: $278,557.
Option #3- Maximum Savings. Optional costs. Some operational changes
required. Estimated annual savings: $370,407.
AP -I (Interruptible) Option. Independent of the other options. Cost of $3,490
per account. No operational changes. Estimated additional annual savings:
$62,399 to $129,372.
We have been in contact with Southern California Edison (SCE), and with Jerry Parker and Bud
Holcomb of the City of Arcadia to see how to save money on the cost of electricity for its facilities.
We have found no evidence of billing errors on the part of SCE.
We have found that Arcadia could save money at several of its facilities by choosing between one of
three different options for each account (not all accounts listed have all 3 options available to them).
All estimates of savings are based on current rates and on usage from March of 1994 through
February of 1995.
Option #1- Rate Changes On1T: There are no costs and no operational changes necessary to realize
the savings under this option. All that would be required is that the city submit the paperwork to
SCE requesting the rate changes described in Table 1.
Option #2- Easiest Operational Changes: TOU -PA -4B rate. There are no costs involved in realizing
the savings under this option. The city would realize savings by making the recommended rate
changes and by restricting where feasible operations at these facilities during weekdays between the
hours of noon and 4 P. M., 1 and 5 P.M., or 2 and 6 P.M. (still leaving for pumping 148 out of a total
of the 168 hours in an entire week). From June through the first week in October, SCE charges a
penalty for violating this time window, but it is less severe than the penalty involved in the PA -SOP
rate in option #3. See Table 2.
Option #3- Maximum Savings: TOU -PA -SOP rate. There are no costs required in realizing the
savings under this option. The city would realize savings by making the recommended rate changes
and by restricting operations at these facilities during weekdays between the hours of 1 P.M. and 5
P.M. (still leaving for pumping 148 out of a total of the 168 hours in an entire week). Note that from
July through the first week in October, SCE charges a heavy penalty for violating this time window.
This penalty can be insured against by having SCE place a "load controller" online; installation of this
device costs $1,770 per account. See Table 3.

If Arcadia signs up any qualified account for SCE's "interruptible option," it gets an additional
discount of up to 1.27 cents per kilowatt hour. Coupled with the options #1 or 3, this would save ttie
city an additional $129,372 annually; coupled with option #2, this would save the city an additional
$62,399 annually. See Table 4.
Edison has had an excess power supply situation for over 10 years. This excess supply situation is
likely to continue for many years. On those rare occasions in the past when there had been excessive
demand, Edison had to interrupt some of its electricity supply. Edison last interrupted its electricity
supply due to excessive demand over 7 years ago (1987), for 11 mitt utes. The time before (1983) was for 30
minutes. These have been the only such interruptions in over 13 years. It is likely to be many years -- if ever- -
before Edison again interrupts power due to excessive demand.
By signing up for this option, Arcadia allows Edison to interrupt its supply of electricity in the
unlikely event that there is ever again such an excessive demand situation. There is a fee of $3490* per
account that covers the installation of special equipment for each account under this program.Those in
this program have enjoyed large discounts in their electric bills for over 13 years while "suffering" a total of 41
minutes of interrupted electricity -- with no interruptions for over 7 years.
Pacific Gas & Electric had no difficulty selling off its remaining interruptible options in an auction in
1993. PG &E has since closed their interruptible program to all standing accounts.
Edison still allows anyone who qualifies to sign up for their interruptible option. They have refrained
from restricting access to this program -- so far.

fill the seat on the San Gabriel Basin Water Quality Authority (WQA) Board of Directors
which was vacated as a result of Bob Margett's election to the State Assembly. Cities with
pumping rights must now cast their votes by resolution before 5:00 p.m. on October 16,
1995. The City Council should select one of the nominated candidates and approve
Resolution No. 5880 which will commit Arcadia's allocation of five (5) votes for that
candidate.
The WQA was established by the State Legislature to develop, finance and implement
groundwater treatment programs in the San Gabriel Valley. The Authority is under the
direction and leadership of a 5- member Board, with one member from each of the overlying
municipal water districts, one from a city with water pumping rights and one from a city
without water pumping rights. Bob Margett was elected to a seat on the Board of the WQA
as the representative of cities with pumping rights and his subsequent election to the State
Assembly necessitated his resignation from the Board.

The WQA has requested that the City of Arcadia vote for one of the nominated candidates
to fill the vacant seat on the WQA Board. The City of Arcadia has five (5) votes to cast and
those votes may not be split among the candidates. In order to vote for a candidate, the
City must select a candidate by majority vote and approve a resolution naming that
candidate for the vacant seat. This resolution must be received by the WQA on or before
5:00 p.m. on October 16, 1995.

SUBJECT: Televising Adjourned and/or Special City Council Meetings
BACKGROUND
Pursuant to City Council direction, the following information has been prepared for
your consideration. Traditionally, Adjourned City Council Meetings (Study Sessions)
have been held in the City Council Chamber's Conference Room to provide an informal
atmosphere, an opportunity for free-flowing discussion and the ability to view maps,
site plans, charts, etc., in detail. Most often no action is taken. The sessions are
used for briefings and general discussions. All meetings, other than Closed Sessions,
are agendized and open to the public no matter where the meeting is held. Attached
for your information is a list of meetings held between September 1994 and
September 1995 to give you an idea of the number and scope.
DISCUSSION
Related to the issue of televising meetings is the cost issue concerning the actual
costs to produce a "live" production. The current contract with Studio Spectrum
requires 14 business days' written advance notice for televising a meeting, with a .
minimum 5 hours payment at $75 per hour. This provides for a two-hour meeting
time; the remaining time is pre-meeting graphic building and post-meeting follow-up.
Obviously, in an emergency situation (Special City Council Meeting), advance notice
is not possible. However, it might be possible to schedule Adjourned Meetings far
enough in advance to meet the noticing provision of our contract. Another alternative
might be to negotiate the notice time with Studio Spectrum as part of their contract
renewal which should come before the City Council in October. Preliminary

discussions with Studio Spectrum indicate the notice time will be substantially less
in the new contract and that in an emergency situation, they could assist us with 24-
hours advance notice.
The ability to televise live from the conference room is not currently possible. If the
City Council wants to continue the informal Adjourned Meetings in the conference
room, but have them shown on cable Channel 20, a three-man crew from Studio
Spectrum with portable broadcast equipment could tape the meeting for later playback
at a cost of approximately $2,000. (As a side note, this availability would apply to
any City event we would like to have taped). To purchase a camera for the
conference room which would be compatible with the existing equipment and allow
live broadcast capabilities would cost in excess of $35,000, plus installation.
Additional costs would also be incurred to upgrade the sound system to complement
the video. A staff member could use our videocamera to tape meetings in the
conference room, but the result would not be the quality production of our regular
City Council Meetings.
As you can see from the attached list, in the past year 14 Adjourned City Council
Meetings were called for special discussion purposes. One of those was to interview
applicants for Planning Commission and two meetings were held regarding the City
Council vacancy. Of the remaining 11, action was taken twice. One Special City
Council Meeting was called and action was taken at that meeting.
FISCAL IMPACT
As noted above, $375 per two-hour meeting would be the minimum cost involved in
televising Adjourned and/or Special City Council Meetings. Any meeting which lasts
more than two hours is an additional $75 per hour. Costs to videotape Adjourned
Meetings in the conference room would depend on the frequency, and with portable
studio equipment, would cost approximately $2,000 each. Indirect costs for staff
time to tape meetings, coordinate taping arrangements with Studio Spectrum and/or
program tape playback would result, but have not been determined at this time.
No funding for additional City Council meeting televising has been budgeted.

RECOMMENDATION
Staff will proceed as the City Council directs. Following are several options:
1 . Continue current policy of televising only Regular City
Council meetings.
2. Televise Regular and Special City Council meetings and authorize
staff to negotiate an emergency notice provision in the contract
with Studio Spectrum.
3. Televise all meetings of the City Council, authorize staff to
negotiate a shorter advance notice provision in the contract with
Studio Spectrum, and authorize any increase in related expenditures
to come from the General Fund.

SUMMARY
The California Arboretum Foundation is requesting permission to
install approximately twenty (W double sided temporary banners on
City-owned street light poles on Huntington Drive (Fifth Avenue to
Old Ranch Road) and Baldwin Avenue (Colorado Street to Hunti gton
Drive) from September 25, 1995 to October 23, 1995 . Staff is
recommending approval of this request and has attached the permit
application package for City Council ' s consideration.
BACKGROUND
In accordance with City Ordinance No. 2004 which stipulates the
City' s conditions of approval for the installation of temporary
• special event signs/banners, the applicant is required to do the
following:
1 . Submit permit application.
2 . Pay for all the fees and inspection charges associated
with this permit. •
3 . Provide insurance and hold harmless protection to the
City.
4 . Submit an installation and removal plan subject to
approval by the Development Services Director.
5 . Provide any other information as deemed necessary by the
Development Services Director consistent with the ne6d to
review the request of the applicant.
The Ordinance also requires that staff transmit for City Council ' s
consideration the completed application with the necessary report
and recommendation.

DISCUSSION
The California Arboretum Foundation, in their letter dated
September 8, 1995, (Exhibit "A" ) , has requested approval to display
banners (Exhibit "B" ) on street light poles on Huntington Drive
(Fifth Avenue to Old Ranch Road) and Baldwin Avenue (Colorado
Street to Huntington Drive) on the median islands (Exhibit "C" ) .
The California Arboretum Foundation would like to display the
banners from September 25, 1995 to October 23 , 1995 for the purpose
of publicizing the Los Angeles Garden Show which will be held at
the Arboretum October 18 through 22 .
The Development Services Department and the City Attorney have
reviewed all of the required submittals and hereby transmit the
complete permit application (Exhibit "D" ) for City Council ' s
consideration.
The installation and removal will be handled by the applicant.
Portions of work is within Downtown 2000 project area, which will
be coordinated with the City' s contractor.
RECOMMENDATION
Staff recommends that the City Council approve the California
Arboretum Foundation' s request to install banners from September
25, 1995 to October 23 , 1995, and direct the Development Services
Department to approve the Encroachment Permit (Exhibit "D" ) subject
to compliance with the provisions in Ordinance No. 2004 .

California Arboretum Foundation, we want to express our

this event benefiting the California Arboretum Foundation a
success .
Enclosed is our application for the display of street banners for
the Garden Show, along with the appropriate fee. We have
requested from the Foundation's insurance company a Certificate
of Insurance naming the City of Arcadia as additionally insured
in the amount of $1 million. This Certificate will be received
next week.
Also attached is the proposed artwork for the banners, as wel as
a diagram of the general location of the poles we request on
Baldwin Avenue and along Huntington Drive. As you can note, we
are requesting five poles on Baldwin Avenue south of Colorado
Drive, two poles on Baldwin Avenue adjacent to the main entry of
the Arboretum, two poles on Baldwin Avenue adjacent to the Gate 8
entry to Santa Anita Fashion Park/Track, and four poles on
Baldwin Avenue north of Huntington Drive, three poles on
Huntington Drive west of and in close proximity to the 210
Freeway and two poles on Huntington Drive east of Baldwin Ave ue
and two poles on Huntington Drive west of Baldwin Avenue for
total of 20 poles . The banners will be double sided, thus fa ing
each direction, and will be two per pole, with the artwork
divided on either side of the pole as indicated in the attached
sketch. As required, Foley Advertising & Display 14660 Armin�ita
Street, Van Nuys California 91402 will install and remove the
banners .

SUBJECT: Consideration of Ordinance 2040, an Ordinance of the City Council
adding a new Division 6 to Article 9, Chapter 2 Part 9 of the Arcadia
Municipal Code to include procedures to adopt and amend specific
plans
SUMMARY
The Planning Commission at its August 22, 1995 meeting voted 6 to 1 to
recommend to the City Council approval of zoning text amendment 95-003 adding
procedures to the Arcadia Municipal Code for adopting and amending specific plans
and authorizing the City to prepare or cause to be prepared Specific Plans to
implement the General Plan.
The Development Services Department is recommending approval of the Specific
Plan procedures set forth in the attached Ordinance 2040.
DISCUSSION
Specific Plans provide a planning tool which offer the opportunity to combine
typical zoning standards with detailed site development standards and design
guidelines along with other regulatory requirements into one document tailored to
a particular development program and site. Specific plans are often used in the
following situations:
1. Where unique results or treatments are desired such as in a downtown plan
or in a sensitive hillside area.
2. Where there is a complicated mixture of development conditions such as
new development, deteriorated structures, underutilized land, mixed uses,
multiple ownership and vacant parcels.
3. Where it is essential to establish a comprehensive phasing plan, tying
together the staging of development with public facilities and improvements.

4. Where it is cost effective to accompany a plan with a Master Environment
Impact Report so that subsequent development projects would require no
further environmental documentation, or only focused environmental
reports for subsequent projects.
Proposal And Analysis
Staff is proposing to add Division 6 "Specific Plans" to Article IX (Division and Use
of Land), Chapter 2 (Zoning Regulations), Part 9 (Variances, Modifications,
Amendments, Zone Changes, Annexations, Architectural Design Review) to the
Arcadia Municipal Code (see attached Ordinance 2040). The proposed ordinance
includes the following:
• Procedures whereby the City Council upon majority consensus, may initiate a
Specific Plan or an application may be filed from a property owner(s) or his/her
authorized agent(s).
• Procedures for specific plans/amendments for unincorporated territory.
• Applications shall be for a minimum size site of five (5) or more acres. The City
Council based upon size, types of uses, environmental uses, economic issues or
other factors may determine that a smaller site should be considered.
• A preapplication review procedure with the Deputy City Manager/ Development
Services Director and sets the information required for preliminary consultation.
• Procedures for: (1) Planning Commission review and recommendation to the
City Council and (2) City Council review and action.
•
• Required findings for approval of specific plans/amendments, including:
• That the plan/amendment is consistent with the General Plan
• That the plan/amendment will not adversely affect the public health,
safety and welfare or result in an illogical land use pattern.
• That the plan/amendment is a desirable planning tool to implement the
provisions of the General Plan.
• That the amendment will not create internal inconsistencies within the
Specific Plan and is consistent with the purpose and intent of the Specific
Plan it is amending.
• In Unincorporated areas, the plan/amendment shall be consistent with
the planning and prezoning designation provided for the Specific Plan

area or alternatively functions as prezoning for the unincorporated
territory.
The ordinance requires that Specific Plans be adopted by ordinance and allows
Specific Plans to be amended as often as deemed necessary by the City Council.
Because the City currently does not have any regulations relating to specific plans,
the City must rely on the Government Code regulations. The Government Code
provides only minimum standards and findings for submittal and approval of
specific plans.
The attached ordinance is proposed to be applicable to any Specific Plan application
filed and accepted as complete by the City of Arcadia on or after January 1, 1995.
Making the ordinance retroactive provides the Planning Commission and City
Council with explicit findings, adopted by the City, which must be made prior to
approving a specific plan.
Planning Commission Action
The Planning Commission voted 6 to 1 to recommend approval of text amendment
95-003. The Commissioner voting in opposition thought the ordinance was
redundant and he did not see a need for it. The other Commissioners thought this
ordinance provided another planning tool that could be useful for future
development of the City.
ENVIRONMENTAL ANALYSIS
Pursuant to the provisions of the California Environmental Quality Act, the
Community Development Division has prepared an initial study for the proposed
zoning text amendment. There is no substantial evidence in light of the whole
record before the Lead Agency that the text amendment may have a significant effect
on the environment. Said initial study did not disclose any substantial or
potentially substantial adverse change in any of the physical conditions within the
area affected by the text amendment including land, air, water, minerals, flora,
fauna, ambient noise and objects of historical or aesthetic significance. Therefore, a
Negative Declaration has been prepared for this project.
FISCAL IMPACT
In order to cover the cost of processing a Specific Plan, the Development Services
Department is proposing that the fee for Specific Plans be based on time and
material and that a minimum deposit of $1,500 be filed with the City at the time the
application is submitted. A fee based on time and materials will guarantee that the
City recovers all its cost in the processing of a Specific Plan application.

RECOMMEND-.TION
The Development Services Department recommends the Specific Plan regulations
as set forth in attached Ordinance 2040.
FINDINGS AND MOTION
Approval
If the City Council intends to take action to approve this zoning text amendment,
the Council should Ordinance 2040 as written or as amended by the City Council:
An ordinance of the City Council of the City of Arcadia, California, amending
the Arcadia Municipal Code by adding a new Division 6 to Artcle IX, Chapter
2, Part 9, to Include procedures to adopt and amend specific plans.
Denial
If the City Council intends to take action to deny this zoning text amendment, the
Council need only to move for denial (no ordinance is necessary).
