SUBJECT: Approval of additional services and contract amendments for
Agajanian& Associates and LSA Associates, Inc. regarding
Santa Anita Commercial Entertainment Development
SUMMARY
LSA Associates, Inc. and Agajanian& Associates are the consultants hired by the City to
prepare the environmental impact report and related studies for the Santa Anita
Entertainment Center (SAEC) project. The scope of work for both consultants has
changed as a result of project changes. The additional work is described below.
The Development Services Department is recommending that the City Council authorize
the additional work required to complete the Environmental Impact Report and related
studies in the amount of $27,000 for Agajanian & Associates and $25,000 for LSA
Associates, Inc. and further authorize the City Manager to execute the required contract
amendments.
DISCUSSION
On November 27, Santa Anita Realty Enterprises formally requested that the analysis
within the SAEC Environmental Impact Report be expanded to include a 975,000 square
foot alternative. In order to meet the requirements of the California Environmental
Quality Act (CEQA), Santa Anita's request requires that LSA and Agajanian &
Associates expand both the EIR and the economic impact analysis to analyze this
additional alternative at the same level of detail as the 1,504000 square foot project.
In addition, it is necessary for Agajanian & Associates to prepare a market feasibility
study to determine the regional market demand for the project uses to make a finding
regarding the project's market feasibility. The current market research completed by
Agajanian& Associates focused on local businesses with the expectation that Santa Anita
would provide regional market studies for use in this analysis, however, this information

was not available from Santa Anita. As a result, Agajanian & Associates was required to
expand their market research efforts to cover the project's regionally competitive uses.
The City Attorney has advised that this additional work is within the scope of the existing
contracts with LSA Associates, Inc. and Agajanian & Associates and is subject to
Council Approval.
The additional work described above includes $27,000 for Agajanian & Associates and
$25,000 for LSA Associates and is subject to reimbursement from the Project Applicant
pursuant to their Reimbursement Agreement with the City.
CITY COUNCIL ACTION
The City Council should approve the additional work described above for Agajanian &
Associates and LSA Associates, Inc. and authorize the City Manager to execute die
required contract amendments prepared and approved by the City Attorney.

SANTA ANITA ENTERTAINMENT CENTER(SAEC) ENVIRONMENTAL
IMPACT REPORT (EIR)
Dear Ms. Butler:
This letter serves to formally request that the analysis within the SAEC EIR be expanded to
include a 975,000 square foot alternative. The impact analysis of this additional alternative
should be in equal detail to the analysis conducted for the 1,500,000 square foot project. It is our
understanding that this request will require an augment to the Reimbursement Agreement by
approximately $35,000 which includes $25,000 for LSA and approximately $10,000 for
Agajanian Associates. A check for$25,000 was mailed to you on November 21, 1995. In the
interest of time, this letter will serve as authorization to amend the Reimbursement Agreement.
Since Mr. Agajanian had not prepared a detailed cost estimate, we would request an opportunity
to review and discuss his additional work effort prior to the execution of the amended
Reimbursement Agreement.
As we discussed at our November 21, 1995, meeting, Santa Anita Realty Enterprises (SARE) has
been working on refinements to the 975,000 square feet alternative. The refinements generally
encompass land use minor circulation and linkage issues. We will be discussing these chan ges
with staff and the City consultants between now and the December 4 meeting.

Also, SARE is willing to assist the City in addressing the budget shortfall created by LSA in
updating the General Plan. To this end, SARE mailed a check to you for$19,803 on November
21, 1995.
In closing, we look forward to the opportunity to collaborate with the City on this exciting
project, and please don't hesitate to contact me if there is anything SARE can do to expedite this
process.
