Report and recommendation to renew the existing contract with the Arcadia Unified School District to provide luncheon meals for senior citizens at the Arcadia Community Center from July 1, 1996 through June 30, 1997. c. Report and recommendation to award a contract to Perry C. Thomas Construction, Inc. in the amount of $99,251.00 for the construction of a 12" water line on Colorado Boulevard and fire hydrant installations at various locations. d. ORDINANCE NO. 2052 - ADOPTION - An Ordinance of the City _ Council of the City of Arcadia, California, amending the Business License section of the Arcadia Municipal Code relating to new processing procedures for parking lot promotional events, game machines and sidewalk sales; establishing new fees for some uses such as daily vendor fees, advertising and distributing fees and commercial and entertainment fees; and requirement of business license fees for garage sales, holiday boutiques, tipping fees and family care facilities for seven or more children and/or adults. (Text Amendment 96-002) b. RESOLUTION NO. 5918 A Resolution of the City Council of the City of Arcadia, California appointing specific representatives to the Independent Cities Risk Management Authority. c. RESOLUTION NO. 5919 A Resolution of the City Council of the City of Arcadia, California, amending resolution No. 5795 designating an Arcadia City Council Member and Alternate Member to the Governing Board of the San Gabriel Valley Council of Governments. 11. ADJOURNED at 8:50 p.m. -3- Ord ,, O`ONAT i STAFF] REPORT June . 1996 DEVELOPMENT SERVICES DEP' RTMENT TO: Mayor And City Council FROM: Donna Butler, Community Development Administrator L SUBJECT: Request for approval to execute a three (3) year Cooperation Agreement (1997-2000) to participate in the Los Angeles County Community Development Block Grant (CDBG) Program SUMMARY On May 1, the City received a letter from the County of Los Angeles Community Development Commission inviting the City to continue participation with the Community Development Commission in the Community Development Block Grant (CDBG) Funds. The Development Services Department is recommending that the City Council enter into a three (3) year Cooperation Agreement to participate in the Los Angeles Urban County Community Development Block Grant Program and authorize the Mayor to execute said Agreement. . DISCUSSION The City's current three (3) year cooperation agreement with the County expires on June 30, 1997. A new agreement must be executed to continue participation with the Courty from 1997 through 2000. Cities with populations of less than 50,000 people participate in the HUD sponsored program and receive CDBG funds through the County of Los Angeles Community Development Commission. Arcadia has participated in the CDBG program with the os Angeles Community Development Commission since 1976. Currently there are 48 cit es with populations under 50,000 that participate with the County in this Program. During the past twenty (20) years the City has funded the following projects utilizi g CDBG funds: • Land acquisition for the 100 unit Naomi Gardens Senior Citizen Housing project. LA � ER 1M AGED 1� �Y Ei�e'i + <+ 0 ON d, FISCAL IMPACT Administration of the CDBG funds and all necessary reporting is paid with CDBG funds. The City does not incur any cost for participation in this program. RECOMMENDATION The Development Services Department recommends that the City continue it participation with the County for the next three years (1997-2000). If the City elects tb participate with the County, the City may not drop out of the Urban County Program during this three (3) year period. ACTION In order to continue participation in the Los Angeles Urban County Community Development Block Grant (CDBG) Program, the City Council should: "Approve participation in the Urban County 1997-2000 Community Development Block Grant Program and authorize the Mayor to execute the three (3) year cooperation agreement between the City of Arcadia and the County of Los Angeles."
