Connors,,Redevelopment Project Manager RE: _ Report and recommendation. to,approve the Design• Review for Matt • Denny's Ale House:(14-3.E. Huntington Drive) _ . SUMMARY Messrs. Matthew McSweeny and Dennis Hartman recently acquired the property at • 143 E. Huntington Drive (Location Map, Attachment No.=.1). This property was formerly the Better Homes and Gardens Nursery. They propose to renovate the building and grounds, and open a 5,852 square foot, -204 seat restaurant. - The Redevelopment Plan,requireS that major.improvements of this type must,be,reviewed for design- consistency with_:the _Plan. . That is the purpose of this report.; Staff recommends approval.. BACKGROUND ' • Existing Land Use: - Vacant storefront (Formerly Better Homes and Gardens) • Existing Zoning:. : CBD-1 (Central Business_District) - •• General Plan -. , Designation: Commercial - • Redevelopment Plan Designation: CG (Commercial General) Surrounding Land Uses: North: Public (Parking District No. 1) South: Commercial/Retail (Outback Steakhouse and Pro Bikes) East: Commercial (Vacant storefront and Drinker's Hall of Fame) West: Commercial (Smart Draperies) LASER IMAGED Site Area: 10,875 Square Feet Frontage: 75 feet on Huntington and the alley (Parking District No. 1) Parking: 10 spaces provided on-site 5 standard 4 compact 1 accessible 1' space allocated in the Parking District The City Code requires 59 parking spaces for this use. On November' 25, 1997; the Planning Commission considered and approved this Parking Modification. Approval was also granted to allow 36% of the spaces to be compact in lieu of the 20% allowed by Code. PURPOSE OF DESIGN REVIEW: The Agency's'°actions do not supersede Building or Zoning Regulations. Such regulations must be complied with unless.modified in accordance with the procedures set forth in the Arcadia Municipal Code and need not be considered by the Agency in this review. The purpose of the Agency's review is as follows: 1. To give the Agency the opportunity to determine if new private projects are in conflict with any Agency projects which are being considered or developed in the same area. 2. To provide the opportunity to incorporate the private project with the Agency project and/or to eliminate or to mitigate any conflicts at the earliest stage of the design process. 3. To afford the Agency an opportunity to review the preliminary architectural plans of private projects to insure that these projects are not so out of character with the area as to be a hindrance to future development. ANALYSIS: A. Design Features: (See Plans, Attachment No. 2) • The building footprint of the site will remain unchanged.' The building is located on the eastern portion of the site. The-patio will be located to the west of the • structure near Huntington Drive. The northern portion of the prop erty will be devoted to parking. The plans for the primary elevation on Huntington Drive take advantage of the existing structural columns of the building. A brick veneer will be applied to these columns at street level while the balance will be refinished in stucco with a natural stained wood trim. 'Also at street level across the entire building front will be a series of functional French doors opening out 'onto the sidewalk. Extending the entire length of the building front will be a canvas awning. The upper parapet will be sheathed with two bands Of wood stained veneer (Superior Green and Midnight Green) with red trim (Sassy Miss). • The Applicant proposes `two signs for the business. The first sign will be installed within the existing internally illuminated' metal sign frame which projects perpendicular from the building facade. The second sign will be affixed to the parapet. This will be made of stained.wood and have orange (Teresa) painted raised foam channel letters. The other elevations (west and north) will be a smooth stucco finish painted terra-cotta red (Peppery). A red brick cap will run the length of the upper edge of the building. . Landscaping (vines) along the base of the patio wall will be allowed to grow up the walls. Over time the impact of the red will become muted by the foliage. Breaking up the building facades will be glass block windows in the restaurant work areas. The western face will have two sets of • doors opening out onto the patio area. The patio area will be separated from both Huntington Drive and the parking area to the rear by a raised planter. This planter will be similar in style to the • building's Huntington elevation (stuccoed with a brick at the base and as a cap). The patio itself will be paved and planted with three Sycamore trees similar to those in the public right-of-way on Huntington. Renederings of the proposed restaurant are available in Economic Development • for review and will be on display at the December 2 meeting. • • B. Departmental Comments: Community Development Division - In addition to- the Modifications granted for parking (outlined above), the • • Planning Commission:also approved the following Modifications:. • • allowing a 4'-0" landscape buffer in the lieu of the 5'-0" required between the parking area and adjacent alley, and • allowing the rear wall and front facade sign to extend 2'-0'= above the top of• the parapet. . Finally, the. Planning.Commission placed several conditions o f approval on the project. They.include: • changing the proposed blue color of the front awning. The Applicant and • staff will select a color which is more compatible with the color scheme of the building. • • The screening device for the rear storage shall be a solid , stucco or decorative masonry_wall. • _ The rear parking area shall have.continuous landscaped planters with curbs in lieu of the proposed wheel stops. • The Applicant agreed to these conditions at the November 25 Planning Commission meeting. . Economic Development Division (Redevelopment Agency Comments) - • Any, Design Review approved by the Agency is valid for a- period of one year consistent with the provisions of Resolution No: ARA-126. The Business Incentive component of the Downtown 2000 program encourages the- development of public accessways in. the downtown linking Huntington Drive to the parking and alleys behind the shops. Staff considers the proposed patio to be a key ingredient in providing public access from the public parking lot to Huntington Drive. Staff recommends that the Applicant, to. the extent feasible, should maintain this as a public accessway during normal business operating hours and that this should . be a condition of Agency approval of a restaurant. • 41. RECOMMENDATION: That the Arcadia Redevelopment Agency approve this Design Review subject to the departmental conditions above. Approved: William R.
