ARCADIA
SUMMARY
Attached for the City Council's consideration is Resolution No. 6037 authorizing the Office of
Procurement, Department of General Services of the State of California to procure certain
materials, supplies. and equipment on behalf of the City of Arcadia. Specifically, the City
intends to request that the State of California procure replacement vehicles for Arcadia Transit
through the State's vehicle purchase contract, resulting in a direct cost-savings to the City from
lower vehicle price, an earlier vehicle delivery date, and a savings in City staff time by
eliminating a specific competitive procurement for Arcadia Transit vehicles.
DISCUSSION •
Replacement of six (6), 1992 sedan-type Arcadia Transit vehicles has been projected within
the Short Range Transit Plan previously adopted by the City Council. Additionally, a seventh
vehicle must be procured to replace a vehicle which was destroyed in an October 1997
accident in which the Arcadia Transit vehicle was rear-ended while parked.
In order to provide Arcadia Transit with sufficient passenger capacity to accommodate potential
future transportation needs identified through such efforts as the Youth Master Plan, it is the
intent of staff to procure larger transit vehicles which are able to transport individuals who
utilize wheelchairs and other mobility devices and up to 8 ambulatory passengers.
City Staff has determined that vehicles fulfilling the requirements of Arcadia Transit can be
procured through the State of California's blanket vehicle purchase program at a quoted price
of $41,913.47 per vehicle. Procurement through the State vehicle program will result in the
following benefits to the City:

1. Direct cost savings of up to $3,000 per vehicle over cost of the same or similar vehicles
through competitive-bidding if conducted by the City;
2. Earlier vehicle delivery by approximately three months as compared to competitive-bidding
conducted by the City; and
3. Savings in City staff time by eliminating the requirement for a specific competitive
procurement for these vehicles.
This procurement of seven vehicles through the State vehicle program will carry, a total cost of
approximately $293,391. The purchase of these replacement vehicles will be funded through a
combination of existing Proposition A transit funds and Federal Capital Assistance.
FISCAL IMPACT
As indicated above, the procurement of these seven replacement vehicles for Arcadia Transit
will cost the City a total of approximately $293,391. This cost will be funded through Federal
Section 9 Capital Assistance of$196,000 and City Proposition A funds of$97,391.
RECOMMENDATION
THAT THE CITY COUNCIL MOVE TO ADOPT RESOLUTION NO. 6037 AUTHORIZING THE
OFFICE OF PROCUREMENT, DEPARTMENT OF GENERAL SERVICES OF THE STATE OF

CODE, AND OTHER FEDERAL STATUTES ADMINISTERED BY THE
FEDERAL TRANSIT ADMINISTRATION.
SUMMARY
Attached for the City Council's consideration is Resolution No. 6035 authorizing the City Manager to
submit applications to the Federal Transit Administration for capital assistance for replacement of
Arcadia Transit vehicles. These capital assistance applications have been prepared by Staff and will
be submitted to the Regional Office of the Federal Transit Administration and the Southern California
Association of Governments. Under these applications, the City will receive $316,000 in capital
assistance.
DISCUSSION
As an Included Municipal Operator within Los Angeles County, the City is annually allocated a
portion of funds available under the Federal Section 9 Transit Assistance Program. This allocation
among the seventeen transit operators in the county is made on the basis of number of transit
vehicles and miles operated, passengers carried and passenger fares collected. The Section 9 fund
allocations available to the City for the current and prior fiscal years are as follows:

Although these assistance funds may be used for either operating or capital purposes, the City has
previously made a decision to utilize these funds only for acquisition and replacement of Arcadia
Transit capital equipment [principally vehicles].
City Staff are presently preparing Assistance Applications for the replacement of three (3) 10-
passenger transit buses and seven (7) 5-passenger vehicles. The total cost of the ten replacement
vehicles (including associated equipment, taxes and delivery) is presently estimated at $428,000.
Under these applications, the City will receive a total of $316,000 in Federal Assistance. The City's
share of these procurements will total approximately $112,000, which is available from Proposition A
funds presently held in the City's.Transit Fund. The Arcadia Transit fleet will continue operating a
total of 18 vehicles, all of which will be ADA fully-accessible following this procurement.
• FISCAL IMPACT
As indicated above, the City will receive $316,000 in Federal Transit Assistance under these
Applications for replacement of ten Arcadia Transit vehicles. This amount represents approximately
74% of the cost of these replacement vehicles.

SUBJECT: Consideration of a Time Extension for Conditional Use Permit 92-003 the
Rodeffer Inert Landfill
SUMMARY
The City received the attached letter from Phyllis Rodeffer, requesting a time extension
for Conditional Use Permit 92-003, the proposed inert landfill at 12321 Lower Azusa
Road, which was approved by the City Council on April 5, 1994.
The Development Services Department is recommending approval of a one year time
extension to April 5, 1999.
DISCUSSION
Since the original approval of C.U.P. 92-003 (Resolution 5785) approving Condition.
Use Permit 92-003, the City Council has granted three time extensions; one on May 2
1995, the second on April 5, 1996 and the third on February 4, 1997.
Section 9275.2.14 of the Arcadia Municipal Code states that an extension for a
conditional use permit may be granted upon written request filed prior to the expiration cfr
the C.U.P. The request should set forth reasons supported by factual data why the C.U.P.
has been unused, abandoned or discontinued or compliance with the conditions has not
been achieved. No extension shall be granted unless the Council finds justifiable cau e
for such extension.
As set forth in Mrs. Rodeffer's letter, the reason for requesting the extension is 0 e
litigation proceedings with the City of El Monte which have prevented them fro
proceeding with the project.

of 24th Year CDBG Funds
SUMMARY
The Community Development Commission (CDC) has advised staff that the City will
receive $405,975 in Community Development Block Grant (CDBG) Funds for fiscal year
1998-99.
DISCUSSION
Any one of the following criteria is required for a project to qualify for Community
Development Block Grant Funds: (1) a project must benefit low and moderate income
families, (2) aid in the prevention or elimination of slum and blight and/or (3) have a
particular urgency because existing conditions pose a serious threat to the health or welfare •
of the community where other financial resources are not available to meet such needs. '
Federal regulations require that no less than 70% of a grantee's aggregate funds ($405,975)
are to be used to support activities that benefit persons of low and moderated income;
resulting in a minimum of$284,182 to be spent for low/mod activities.
The following is a summary of the proposed projects for fiscal year 98-99 as well as this
year's projects (fiscal year 97-98):

RECOMMENDED PROGRAMS - 1998-99 (24th YEAR1
Due to the success of the fiscal year 1997-98 programs, staff has selected to continue the
programs into fiscal year 1998-99. Staff is recommending the following programs in fiscal
• year 1998-99:
Housing Rehabilitation Project- $315,975
This is an ongoing program and as in previous years, the City will continue to offer a
maximum grant of $10,000 to low/moderate income homeowners for necessary home
improvements. This program also meets the City's General Plan goal, as stated in
Section CD-23, of providing housing programs to meet the needs for new housing,
housing rehabilitation, and housing conservation for all economic segments of the City.
Eligible improvements include exterior work such as painting, roofing and siding;
repairs, restoration or replacement of important parts of structures such as heating,
plumbing, electrical, etc.; other improvements to correct code violations as authorized
and interior work to make structures more livable, including, painting, plastering, new
flooring and tile work. In addition, home improvement funds may be utilized for
exterior yard maintenance including tree trimming or removal, if it is determined that
said tree created an unsafe condition. It is estimated that approximately 28 households
will be assisted (this includes the estimated cost for administering the program of$1,0'00
per household). The reduced number of participants projected for fiscal year 98-99; is
due to the addition of the ADA retrofitting of City Hall.
Congregate Meals Programs - $15,000
This is an ongoing program. The Congregate Meals Program provides senior citizens
with a nutrition program that features hot noonday meals, Monday through Friday at the
Arcadia Community Center. The City will continue to contract with the school district
and CDBG funding will be utilized to subsidize the cost of the meal. It is estimated that
35 to 40 senior citizens would participate daily, resulting in 10,000 to 15,000 meals
served annually. This program is administered by the Recreation Department's Senior
Citizen's Division.
Information and Referral Services - $35,000 •
This is an ongoing program. The program provides senior citizens with essential
information to maintain independent living and healthy lifestyles. Assistance and
information services provided include: government benefits assistance (Medicare, social
security, income tax, medical, SSI), housing, transportation, legal assistance, in-ho'me
services, health services and educational opportunities. The number of unduplicated
persons to be assisted is projected to be approximately 8,000. The majority of

PROJECT SUMMARY
his is continuing project providing senior citizens, 62 years of age or older, with essential information to
iaintain independent living and healthy life styles. The service will be provided at the Senior Citizens Center
y the City of Arcadia. Services to be provided include: government benefits assistance, housing,
ansportation, and legal assistance.
:DBG funds will be used to purchase office supplies,to advertise the program,to obtain reference materials

Phis program provides funding to purchase all the necessary equipment, materials, and City labor, to retrofit
:,ity Hall to bring it into ADATtIe 24 compliance. Retrofitting will include, but not be limited to the installation
�f.handrailings, accessible parking, entrance signs, gaurdrailings, platform lifts and sanitary facilities.
',DBG funds will be used to pay for installation of the materials. Work shall be performed by City staff.
