Recommendation to Adopt Ordinance No. 2111, - 4/5 approval required — an Ordinance of the City Council of the City of Arcadia, California, calling a special municipal bond election in the City of Arcadia for the purpose of submitting to the electors of said city the measure of incurring a bonded indebtedness of said city for the construction and completion of the following municipal improvement to wit: police station; declaring the estimated cost of said municipal improvement, the amount of the principal of said indebtedness to be incurred therefor, and the maximum rate of interest to be paid thereon; making provision for the levy and collection of taxes; fixing the date of said election and the manner of holding the same; consolidating said special municipal bond election with school district elections to be held in Los Angeles County on Tuesday, November 2, 1999; and providing for notice thereof. Summary It is recommended that the City Council award a one year contract extension in the amount of $30,000 to Willdan Associates, for the performance of traffic engineering services for fiscal year 1999/2000 and direct the City Manager to execute a contract with Willdan subject to City Attorney approval as to form. Discussion The City traffic engineering services are the responsibilities of the Development Services Department and includes traffic signal design and /or modification, traffic speed surveys, traffic counts, review of traffic impact reports for proposed development, review of circulation studies for General and Specific Plans, development of the Traffic and Transportation Master Plan, recommend policies and procedures on traffic related matters involving risk management, technical advise to other department of the City, assist the City Attorney's office on traffic related matters involving claims and litigation against City, and assist the City Engineer with conditions on proposed development for appropriate public works improvements. Willdan Associates has submitted a proposal to renew the contract for traffic engineering services with no change in cost or conditions of the existing agreement. Staff concludes that extending the existing agreement will ensure that the City will continue to receive superior quality traffic engineering service from Willdan Associates through next fiscal year. The traffic engineer's workload is not sufficient to justify a full time position, so the contract arrangement is a very cost- effective method of addressing this very important need within the City. Casalou, Managem nt Analyst Jn4, SUBJECT: REPORT AND RECOMMENDATION TO AWARD A CONTRACT TO NIDA COMPANIES IN THE AMOUNT NOT TO EXCEED $100,000.00 TO PROVIDE EQUIPMENT, INSTALLATION AND TRAINING INVOLVED IN THE FIRE DEPARTMENT'S TRANSITION TO VERDUGO FIRE COMMUNICATIONS CENTER Summary On May 18, 1999, the City Council authorized an appropriation of $128,769.00 for capital expenditures required by the Fire Department to transition to Verdugo Fire Communications Center. Given the complexities involved with this project, staff is recommending the retention of a contractor to provide a "Turn -Key" operation. It is anticipated the contractor will provide all required equipment including mobile and portable radios, M.D.T.'s and other needed communications equipment, installation and training. It is therefore recommended by staff to award a contract to Nida Companies in the amount not to exceed $100,000.00. Discussion The transition to Verdugo Fire Communications Center involves the purchase and installation of various communications equipment as well as extensive staff training for proper utilization of this equipment. Due to the highly technical aspects of this public safety project, both Fire Department and Verdugo staff members agree that it is in the best interest of the City to retain one vendor to provide a "Turn -Key" operation. Additionally, familiarity with the existing communication infrastructure of the City, the Fire Department and of the Verdugo system is essential for a successful and expedited transition. Given the unique nature of these requirements, staff is recommending the purchase of the required equipment, installation and training be made from the Nida Companies of La Crescenta, California. Nida Companies is the only company staff found that would provide both equipment and training in the desired time frame agreed upon by both Arcadia and Verdugo. Nida is intimately familiar with the infrastructures of all three LASER IMAGED Mayor and City Council August 3, 1999 cm systems and was also retained by the cities of San Marino and Monrovia in their successful transitions to Verdugo. Additionally, Nida Companies is headquarted only twenty minutes away from the City of Arcadia and can provide rapid field service in the event that an equipment problem arises. This purchase qualifies as a sole source purchase due to the unique nature of the product and services required. Fiscal Impact Nida Companies provided a bid in the amount of $90,979.99 to fulfil the requirements of this project. The breakdown of the costs are as follows: Station Alerting $15,362.50 Mobile Radios $28,933.60 Mobile Data Terminals $17,753.00 Portable Radios $28,930.89 Total $90,979.99 Staff has included a 10% contingency for unforeseen costs in addition to the $90,979.99 making the total request not to exceed $100,000.00. Funding for this phase of the project in the amount of $128,769.00 from the Equipment Replacement Fund has already been appropriated by the City Council. Recommendation It is recommended that the City Council: Dispense with the competitive bid process, sole source a contract and make an award of such contract to Nida Companies in the amount not to exceed $100,000.00 to provide equipment, installation and training involved in the Fire Department's transition to Verdugo Fire Communications Center. SUMMARY The Planning Commission on October 13, 1998 approved TPM 98-020 for a five-•arcel commercial-industrial development on Lower Azusa Road. In order to develop the s bject property, it is necessary to provide an easement for sanitary sewer connections. Als , the development has raised the elevation of the site to be level with Lower Azusa Road, th reby eliminating the need for two existing slope abutment easements. Per Sections 66463(a) and 66477.1(a) of the State Subdivision Map Act, the City Council must accept dedications of real property, and per Section 66499.20Y2, the City Council must abandon publicly held easements. The required dedication and abandonments are sho n on the Final Parcel Map No. 25314. It is recommended that the City Council accept the sewer easement dedication and abandon the two slope easements for Parcel Map No. 25314 for the five-parcel "Riverview" commercial- industrial development on Lower Azusa Road. - DISCUSSION Parcel Map No.•25314 has been reviewed by the Los Angeles County Department of ublic Works and the appropriate City Departments, and has been found to be in subs antial conformance with the Tentative Parcel Map approved by the Planning Commission on October 13, 1998 and is in compliance with the subdivision regulations__of the Arcadia Municipal Code and the State Subdivision Map Act. RECOMMENDATION The Development Services Department recommends acceptance of the sewer easement dedication and abandonment of the two slope easements for Parcel Map No. 25314 on Lower Azusa Road.
