SUMMARY Adoption of Resolution No. 6146 and Ordinance No. 2115 is required by the Government Code. This resolution and ordinance allows the City to contract with the Public Employees Retirement System to permit police employees to purchase service credit for military service. DISCUSSION On September 21, 1999, Resolution No. 6146 was passed which established compensation and related benefits for employees represented by the Arcadia Police Officer Association for fiscal years 1999/2000 and 2000/2001. One of the agreements that was included in Resolution No. 6146 was a provision to contract with the Public Employees Retirement System to permit employees to purchase service credit for military service. Under this resolution, an employee may purchase up to four years of service credit for any continuous active military or merchant marine service prior to employment. FISCAL IMPACT There are no fiscal impacts associated with Resolution No. 6146 and Ordinance No. 2115. LOUD FORD (MIRACLE FORD) FOR THE AMOUNT OF $48,822.96 Staff is recommending that the City Council award a purchase for two (2) 2000 Ford F- 250 pickup trucks in the amount of $48,822.96 to Robert H. Loud Ford. These units will replace two (2) Public Works Services trucks currently being used in the Building Maintenance and Water Sections. Robert H. Loud Ford has agreed to extend their March 30, 1999 bid for the 1999 model Ford F -250 trucks toward the purchase of two (2) new 2000 model Ford F -250 trucks. Therefore, these trucks will be purchased through the March 30, 1999 bid received from Robert H. Loud Ford. Funds in the amount of $60,000.00 have been budgeted in the Equipment Replacement Fund in Fiscal Year 1999/2000 for the purchase of these trucks. DISCUSSION: The 1999/2000 Equipment Replacement Budget provided for the replacement of two (2) Public Works Services pickup trucks. These two (2) new Ford F -250 pickup trucks will replace one (1) 1990 Ford pickup truck and one (1) 1984 Chevrolet pickup truck. The trucks being replaced have high mileage and have been in service nine (9) and fifteen (15) years respectively. The existing trucks are in marginal condition and require frequent service and repair work. Current maintenance costs for these vehicles are excessive and merit replacement. LASER IMAGED (�a/v. if -/ 111✓' Mayor and City Council November 16, 1999 Page 2 Staff investigated the possibility of a cooperative. purchase (commonly known as piggybacking) with another larger municipality for vehicles with specifications equal or greater than the City of Arcadia's. The City of Pasadena, in cooperation with the Robert H. Loud Ford Dealership has authorized Arcadia to piggyback on Pasadena's purchase order. Robert H. Loud Ford has agreed to freeze the purchase price for eight (8) months for the pickup trucks. The purchase of these trucks from Robert H. Loud Ford allows the City of Arcadia to purchase brand new 2000 trucks at the 1999 model price. Public agencies often utilize other agencies formal bidding results to effect cooperative purchases when the agreement between the agency and the vendor meets the specifications of the using agency. Staff has determined that Robert H. Loud Ford is qualified to meet the City's specifications. FISCAL IMPACT: The total cost for the purchase of two (2) 2000 Ford F -250 pickup trucks is $48,822.96. Funds in the amount of $60,000 have been budgeted in the Equipment Replacement Fund for Fiscal Year 1999/2000 for this acquisition. RECOMMENDATIONS: It is recommended that the City Council: 1) Award a contract for the purchase of two (2) 2000 Ford F -250 Pickup Trucks to Robert H. Loud Ford (Miracle Ford) in the amount of $48,822.96. 2) Waive the formal bidding process and authorize a cooperative purchase using the bid of the City of Pasadena (City of Arcadia PO# 68111). 3) Authorize the City Manager to execute a contract in a form approved by the City Attorney. DBA: ARCADIA WEEKLY SUMMARY It is recommended that the City Council award a contract to Core Media Group, Inc. DBA: Arcadia Weekly for legal advertising for the remainder of the 1999 -2000 fiscal year. DISCUSSION The City requested proposals from the only two adjudicated newspapers of general circulation for the City of Arcadia in conformance with City Charter Section 420, which states that each fiscal year bids must be solicited and a contract awarded by the City Council. A notice requesting proposals was advertised in the adjudicated newspaper and sealed bids were opened and read on October 20, 1999. The results of the proposal are as follows: Arcadia Weekly Pasadena Star News Approx. number of total - Circulation's 25,000 18,201 Cost $1.00 per line $ .54 per line x 2- column width or $9.00 per inch $7.56 per inch x 2- column width The publication of these two publications is similar within the City of Arcadia, however the legal notices in the Pasadena Star News are also included in papers distributed in Monrovia, Duarte and Temple City. The Pasadena Star News fees are determined using the width of a standard classified ad and our notices are printed two columns in width. The Arcadia weekly bases their cost as one column width of print. Although there is a difference in pricing methods, Arcadia Weekly is the lowest responsive bidder. The proposals were reviewed by the Administrative Services Director and the Purchasing Officer and found to be satisfactory. LASER i "WAGED c0ti. 9 ,6, FISCAL IMPACT Legal Advertising is budgeted in the General Fund. from the City Clerk's operating budget, with $17,000 appropriated for FY 99/00. Special projects pay for any advertising requirements separately. RECOMMENDATION It is recommended that the City Council award a contract for legal advertising to Core Media Group, Inc. FOR THE CITY'S BLACK & WHITE 6" PIXEL AERIAL DIGITAL ORTHOPHOTOGRAPHY SUMMARY: This contract includes preparation of aerial digital orthophotography for the entire area of the City. Landata Airborne Systems, Inc. submitted the successful proposal for the project. Staff has reviewed their qualifications and found the project team experienced and capable of performing digital orthophotography services. Staff recommends that the City Council award a contract in the amount of $69,800.00 to Landata Airborne Systems, Inc. for preparation of the aerial digital orthophotography. DISCUSSION: Digital orthophotography is computerized aerial photography that has been corrected in a manner that places all visible ground features in their true map position. It is based on a set of photos taken from an airplane or a satellite. Unlike conventional aerial photography, digital orthophotography may be used to make precise measurements, and is an accurate backdrop over which other positionally correct information (e.g. design, parcel or zoning data) may be overlaid. The finished product is a set of digital files (similar to pictures from new digital cameras) showing land features bordered by the City boundary. The images that are produced using this process depict items such as building footprints, fire hydrants, manholes, curbs etc. that are located in their true geographic coordinates, including their elevation information. The files may be displayed on a computer screen and used in various programs such as AutoCAD (Computer Aided Design), ArcView, or Microsoft PowerPoint for Engineering, Planning presentations, or for printing on the new high - resolution printers. LASER IMAGED Mayor and City Coun67 November 16, 1999 Page 2 n The Engineering and Planning departments of many local governments commonly have aerial photographs taken every five years. These photographs are used to identify changes in land use, that may, or may not have been permitted. The City's current set is dated 1985 and new pictures are well overdue. The subject contract will provide for a greatly superior product with many more applications for the City than are presently available. With today's higher capacity computers, digital orthophotography is more cost effective than older conventional mapping media. Digital orthophotography databases can be updated quickly and selectively at a much lower cost than the conventional mapping process. In other municipalities, digital orthophotography is used for many different applications and by many departments such as public works, engineering, traffic, planning, building, police, and fire. Digital orthophotography is created by using a five (5) step process: 1. Surveyor will establish ground control points 2. Photography is conducted by using precision cameras placed on aircraft 3. Aerial photos are converted into computer files through scanning 4. Digital terrain models are digitized from scanned files 5. Warping digital aerial photo images, to exactly fit the digital terrain model, creates the final product City staff requested proposals from four (4) qualified aerial photogrametry companies. Four proposals were received, evaluated, and ranked by staff in accordance with Chapter 10 of the California Government Code, Sections 4525 -4529 (qualification based selection process) with the following results: FIRM LOCATION 1. Landata Airborne Systems Irvine 2. Digital Map Products Costa Mesa 3. HJW Irvine 4. Arrow Engineering / GDMS Lancaster Staff reviewed each proposal and ranked the firms according to the following categories: 1. Firm experience 2. Education and experience of proposed team 3. Understanding of the project objectives and requirements 4. Quality of work 5. Staff investigation of the consultant's background and recent projects' history The three highest - ranking firms were Landata, Digital Map and HJW. These firms were invited for an oral interview. Landata Airborne Systems was the most qualified firm based on their successfy i completion of projects of similar size with similar requirements and the project team's superior comprehension of the needs of Arcadia. Mayor and City Council *80' November 16, 1999 Page 3 M Staff then reviewed the cost proposal and found Landata Airborne Systems to be within the original engineering estimate for this project. Staff has determined that Landata Airborne Systems can satisfactorily perform the work required. FISCAL IMPACT: Landata Airborne Systems has proposed the provision of black and white 6 -inch pixel aerial digital orthophotography for the entire area of the City for $69,800.00. Funds in the amount of $75,000.00 were budgeted in the 1999 -2000 Capital Improvement Program to cover the cost of the contract. RECOMMENDATION: It is recommended that the City Council: 1) Award a Professional Services Agreement in the amount of $69,800.00 to Landata Airborne Systems for black and white 6 -inch pixel aerial digital orthophotography for the entire area of the City. 2) Authorize the City Manager and City Clerk to execute a contract in a form approved by the City Attorney. Kelly, City Manager r �wr' STAFF REPORT DEVELOPMENT SERVICES DEPARTMENT November 16, 1999 TO: Mayor and City Council FROM: fgDon Penman, Assistant City Manager /Development Services Director SUBJECT: RECOMMENDATION TO APROVE A REQUEST FROM PARAMOUNT PICTURES TO CLOSE PORTIONS OF HUNTINGTON DRIVE ON AN INTERMITTENT BASIS BETWEEN SANTA CLARA STREET AND SANTA ANITA AVENUE FOR A FILM PRODUCTION SUMMARY City staff has received a request to close portions of Huntington Drive, between Santa Clara Street and Santa Anita Avenue, for a film production (see Attachment 1). The filming of the feature movie "Numbers" will primarily take place on the Foulger Ford property between December 8 and December 17, 1999. Some of the scenes need to take place on Huntington Drive, necessitating closure of the street at night and intermittently during the day. Staff is recommending City Council approval of this request subject to the conditions in this report. DISCUSSION The City of Arcadia receives frequent requests for filming within our corporate limits. Some venues, such as the County Arboretum and Anoakia have production companies on their properties on a regular basis. Staff has established a Film Permit process where film permit applications are reviewed, processed and conditionally approved at the staff level. However, closure of a public street for a prolonged period, such as is the case with this film, requires City Council approval. The movie "Numbers" will be filmed in parts of Arcadia over eight days from December 8 to December 17 (excluding weekends). December 8, 9, and 10 will be day scenes and December 13 through 17 will be night sequences. Most of the filming will take place on the Foulger Ford property, though a few driving scenes require having controlled traffic. During these nights, the production company is requesting closure of Huntington Drive between Santa Clara Street and Santa Anita Avenue between the hours of 9:00 p.m. and 6:00 a.m. Originally the company requested closure at 6:00 p.m., but staff told them it was too early in the evening and too busy with commuter traffic. LASER !N1 GED Mayor and City Council November 16, 1999 Page 2 Daytime closure of Huntington Drive is requested to be intermittent, perhaps for intervals of 10 to 15 minutes. This becomes somewhat more problematic particularly for the businesses on Huntington Drive between Morlan Place and Santa Anita Avenue. During both the intermittent closures (daytime) and the prolonged closures (evenings) traffic would be re- routed along Santa Anita Avenue north of Huntington Drive to Santa Clara Street. From a traffic control standpoint, this can be accomplished with the use of Police staffing (paid for by the film company). Again, the primary issue would be the impact to the businesses, particularly the two restaurants, Rod's Grill and Maverick's. As the condition of approval of the closure of Huntington Drive, staff has told the film company to meet with all affected businesses along Huntington Drive. It is typically the film company's responsibility to secure the approval of the affected businesses. Generally some arrangement is reached so the businesses are not negatively impacted financially as a result of the filming. The conditions staff would recommend for a closure of Huntington Drive include the following: 1. Secure the approval of the businesses between Morlan Place and Santa Anita Avenue; 2. Permit closure of Huntington Drive between 9:00 p.m. to 6:00 a.m. and intermittently during the day; 3. Authorize the City Manager or his designee to reduce these hours if unforeseen and unresolved problems occur; 4. The film company shall pay for all City staff time for safety (both Police and Fire), and other staff involved in coordinating with the filming (Public Works). At the time this report was written, staff was not aware of whether all businesses had approved of the street closure. It is recommended that the City Council authorize the City Manager, as a fifth (5th) condition, to determine, should an affected business not approve of the closure, that the film company made a reasonable attempt to reach agreement with the business. If so, the City Manager can provide final approval of the street closure. As you are aware, Paramount pictures is interested in filming scenes for a Feature motion picture entitled, "Numbers" in Arcadia. The film is a comedy starring Job a Travolta and Lisa Kudrow with Nara Ephron ("Sleepless in Seattle ", "You've Got Mail ") directing. Our production has ante d into an agreement with Bill Adkins, the prope ty owner of 55 E. Huntington Drive t use his facility as a key filming location. We have eight days of filming scheduled between December S and December 17,1999, excludinj . weekends. December 8, 9, and 10 are day scenes with our filming hours to be from approximately Gam to 8pm. Our remaining five days (December 13 —17 ) are night sequ races, requiring us to film entirely at night from approximately Spm to 6am. Tl ie majority of our scenes occur exclusively on the premises. Initial conversations at our meeting indicated the possibility of rerouting i; , estbound traffic onto Santa Anita Avenue and then Santa Clara Avenue and directir ; eastbound traffic on Santa Clara Avenue and then onto Santa Anita Avenue. A segn ent ofMorlan Place would be left open to allow access to the Elks Lodge and Rod's Gri' 1 during their hours of operation. For our daytime filming, we are requesting intermittent traffic control on 7 iuntington Drive between the hours of 9am and 4pra. First Avenue. They are requesting assistance so they can purchase a building within the downtown to relocate their business. The current Downtown Business Attraction and Expansion Program guidelines (Attachment B) do not provide for relocation assistance for businesses within the City. Staff believes the request has merit but in order to approve it the Agency needs to amend the Guidelines. Staff is recommending that the Agency Board amend the Guidelines to allow for relocation assistance within Arcadia (into or within the Project area). BACKGROUND Pok A Dots is a business that has been in Arcadia for over fifteen (15) years, the last five in the downtown, but just outside the Redevelopment Project area. This business primarily involves the sale and rental of costumes and other related items. They are currently occupying leased space. As noted in their attached letter, they indicate that their rent has increased dramatically recently to the point that they need to relocate. They have discussed possible relocation to other communities but would prefer to remain in Arcadia. They have an opportunity to purchase a building in the downtown to relocate their business within the Project area. However, the cost to purchase, renovate and relocate is very high and they have requested $15,000 in financial assistance from the Redevelopment Agency. DISCUSSION The Redevelopment Agency Board adopted a Business Assistance Program on March 3, 1996 which provides financial assistance to new and expanding businesses in the Central Business District (Attachment B). The purpose of the program, as described in the attachment, is to encourage exciting restaurants and specialty retail stores to locate in the City's downtown. There are a number of forms of financial assistance that can be offered, tailored to the specific needs of the business. If a business qualifies for the assistance, an agreement is prepared and executed and recorded on the property. / /Qf ire c// /9.0) 16 r . Arcadia Redevelopment■-. _'icy Board of Directors November 16, 1999 Page 2 The request from Pok A Dots has been reviewed by staff for eligibility for this assistance. Staff believes this business qualifies under a number of criteria, including the following: • Demonstrated applicant performance and experience in that business (15 years in Arcadia) • Applicant reputation for integrity, quality and professionalism • Employment of Arcadia residents (owner resides in Arcadia) • Unique nature of retail business desirable in downtown core (costumes) • Demonstrated market for the use, not in conflict with other nearby uses The one potential conflict with the Pok A Dots request and the Guidelines is criterion No. 7 (Attachment B), which reads in part "Business must be new to Arcadia, relocating from another City or expanding". In this particular instance, Pok A Dots is relocating from another site in the downtown (though just outside the Project area). Staff believes that the Guidelines should be amended to permit relocation in certain cases such as with Pok A Dots. The intent of the relocation.restriction is to prevent the Agency from assisting businesses from relocating from one part of the City to another, thus potentially negatively impacting one portion of the community for another. In this particular case, this business is moving just a couple blocks, thus remaining in the same immediate area. Additionally, through the purchase of a building, the likelihood of their remaining in the downtown is enhanced. In total,'I've been in Arcadia about 15 years. When I moved here I thought I could buy my building if it ever went up for sale. Well, I was wrong. Subsequently, the building owner sold the entire block to a management company We have tried to get a rent quote out of the owners for one year but they haven't responded until September 1999. Our lease is up November 1, 1999. Our rent has been $1,300 per month and they•want to raise it to $2,000 and then cap it at • $2,600 per month. Needless to say we cannot afford this amount and will have . to move. In fact, we understand that everyone on the block will be moving. We would like to stay in Arcadia, as this has been our home for many years, though other cities have been talking to us. We have identified another building • in downtown Arcadia that we have the opportunity to purchase, but the cost to purchase, renovate and relocate is very high and will be difficult for us. We would like to know if the City or Redevelopment Agency has any funding that can assist us in relocating within Arcadia. Please consider this request as soon as possible as we are faced with the likelihood of continuing on a month-to-month lease at our current location which is quite difficult both from a financial and business standpoint.
