SUBJECT: Report and Recommendation to Approve Design Review for the
Property at 25 East Huntington Drive (Arcadia Executive Suites)
SUMMARY
The Applicant proposes to remodel the existing front and rear facades at 25 East
Huntington Drive (Arcadia Executive Suites — Location Map, Attachment No. 1).
The parking area will also be altered.
Staff recommends approval of this Design Review with conditions.
BACKGROUND
WORK
PROPOSED: The Applicant has proposed to make substantial modifications
to the existing structure and parking area at 25 E. Huntington
for aesthetic and business reasons. The exterior will be
refinished with different materials and/or colors (see Elevations,
Attachment No. 2). The exterior remodeling is the focus of this
Design Review and will be discussed in detail below.

PARKING REQUIRED: 16 spaces (including 1 handicapped)
The existing use is "grandfathered" so no additional
spaces are required.
PURPOSE OF USE AND DESIGN REVIEW
The purpose of the Agency's Design Review is to ensure that proposed projects
meet adopted City and Agency standards and design guidelines based upon the
following criteria:
1. The general use and design considerations, including the character, scale,
and quality of design are consistent with the Redevelopment Plan, the
Zoning Ordinance, and adopted use and design guidelines;
2. The use and architectural design of structures and their materials and colors
are visually compatible with surrounding development and improvements on
the site, and design elements (i.e., screening of equipment, exterior lighting,
signs, awnings, etc.) have been incorporated to further ensure the
compatibility of the structures with the character and uses of adjacent
development;
3. The location and configuration of structures are compatible with their site
and with surrounding sites and structures, and do not dominate their
surroundings to an extent inappropriate to their use; and
4. The use, design and layout of the proposed project will not unreasonably
interfere with the use and enjoyment of neighboring existing or future
development, and will not result in vehicular and/or pedestrian hazards.

ANALYSIS
•
A. DESIGN FEATURES
The Applicant has prepared and provided plans, a Color Board, as well as
colored elevation of the building. The plans are included as Attachment
No. 2. The elevations and Color Board are available for review in the
Economic Development Office and will be on display at the Agency meeting
of October 5.
The Applicant proposes to retain the existing brick facade on the front.
Above the brick in the front and in place of the brick on the rear will be
"French Vanilla" stucco with "Crystal White" color on the new coping. Three
"Forest Green" awnings will be installed above the front windows and two
will be installed above the two rear doors. A new sign "REMAX" in channel
letters with the street address will be mounted on the front facade and the
street address numbers will be mounted at the rear. Four additional trees
will be planted in the rear and the parking lot will be restriped. The
Applicant is also applying for the Agency's Commercial Facade
Rehabilitation Program.
B. STAFF CONDITIONS OF APPROVAL
The building colors and materials shall conform to the exhibits as presented
to the Agency Board and as set forth on Attachment No. 2.
ENVIRONMENTAL FINDINGS
This project is ministerial in nature and not subject to CEQA review.
RECOMMENDATION
It is recommended THAT THE ARCADIA REDEVELOPMENT AGENCY
APPROVE THE DESIGN REVIEW FOR 25 EAST HUNTINGTON DRIVE
