SUBJECT: RECOMMENDATION TO APPROVE THE CONCEPT FOR THE
LANDSCAPING AND 'IRRIGATION PLANS AND TWO (2) NEW
MONUMENT SIGNS FOR PARKING DISTRICTS ONE AND TWO.
SUMMARY
The Parking District Commission at its February 10, 2000 meeting approved a new
concept plan for the landscaping and irrigation for Parking Districts One and Two
designed by the landscape and architecture firm, Armstrong and Walker (Attachment
One). The new concept includes planting of new landscaping materials in Parking
District One, and the removal and replacement of the existing landscaping and
installation of a new irrigation system in Parking District Two. Armstrong and Walker
also designed two (2) new monument signs, one on the west side of Parking District
Two at the corner of Santa Anita and Wheeler and the other on the east side of Parking
District Two by the Post Office (Attachments 2 and 3). These concept signs were also
approved by the Parking District Commission. The proposed concept landscaping plan
was mailed to all property owners and delivered to all tenants in both Districts. All
owners and tenants were invited to a meeting with the consultant and staff. No owners
or tenants attended.
A colored rendering of the landscaping plans and monuments is available in the
Development Services Department and will be displayed at the Council Meeting.
Staff recommends the approval of the concept for the Landscaping revisions in Parking
District One and the Landscaping and Irrigation Plans for Parking District Two, including
the two monument signs, as presented by Armstrong and Walker and recommended by
the Parking District Commission, and the authorization to proceed with construction
plans.
DISCUSSION
In 1998, Public Works Services informed Development Services of a problem in Parking
Districts One and Two with the destructive landscaping and an aging irrigation system
(Parking District Two only). Public Works Services staff explained that the existing

landscaping (Ficus and Bottle Brush trees) in Parking Districts One and Two was
beginning to uplift irrigation lines, curbs, and pavement. If the existing trees were
allowed to grow larger, they would inevitably become more destructive, becoming an
ongoing maintenance problem and expense to the Parking District. Public Works
Services also explained that the irrigation system in Parking District Two was aging and
needed replacement. Based upon this information, and since sufficient funds were
available in each District to pay for the estimated cost, Development Services
suggested at their June 10, 1999 meeting that the Parking District Commission consider
the replacement of the existing landscaping in both Parking Districts and the irrigation
system in Parking District Two. The Commission concurred with staff's suggestion.
The landscape firm, Armstrong and Walker, which had done previous work for Public
Works Services, was retained to create the initial landscaping plan for Parking District
One and new landscaping and irrigation plan for Parking District Two.
Pursuant to the Commission's request, Armstrong and Walker created a new concept
landscaping plan for Parking District One and new landscaping and irrigation plan for
Parking District Two. This new conceptual plan was approved at the Parking District
Commission's February 10, 2000 meeting. The tentative plan coordinates the new
landscaping throughout Parking Districts One and Two with the Downtown 2000 project
landscaping on Huntington Drive and First Avenue. This new concept includes the
removal and replacement of the existing Ficus and Bottle Brush trees in Parking District
Two, with different types of new landscaping such as the Australian Willow, Crape
Myrtle, and Evergreen Pea. . These species are less destructive to irrigation lines,
curbs, and pavement and are tile same plants now in the planter areas on Huntington
Drive and First Avenue. Armstrong and Walker is also proposing the addition of new
walkways through the median aisles and a new irrigation system. They also suggested
that the City clear and re-landscape the island north of the medical center building on
North First Avenue to decrease the height of the mound and to rid the area of Bermuda
grass.
Staff researched the possibility of saving and relocating the trees. However, Armstrong
and Walker as well as City Public Works Services staff have advised that Ficus and
Bottle Brush trees are very common and grow quickly. It is much less expensive to
plant a smaller tree than to relocate a large one. Of more concern would be the added
cost of replacing damaged curb and asphalt caused during the removal of the root ball
of the trees.
In Parking District One east of First Avenue, Armstrong and Walker is proposing an
upgrade of the existing irrigation system with new low shrubs but no new trees. They
are also proposing turf only on the triangular area at the southeast corner of the eastern
lot.

The Parking District Commission also requested that Armstrong and Walker design two
(2) new monument signs for Parking District One and Two. The "western" sign would
be.constructed at the southeast corner of Santa Anita and Wheeler (Attachment 2) and
the smaller "eastern" sign would be constructed in the planter area immediately across
Wheeler from the Post Office (Attachment 3). On the "western" sign, the consultant is
proposing to incorporate elements from the Downtown 2000 Project as a curving wall
with a pilaster at each end. Recessed lettering, a pre-cast concrete cap, and low
flowering landscaping around the sign are incorporated into the design. The "eastern"
monument sign by the Post Office will have similar design elements but on a smaller
scale. Both signs will read "Arcadia Public Parking".
There will be ongoing maintenance costs to be paid by the respective districts.
However, these maintenance costs would be reduced with the installation of the new
landscaping and irrigation because there will be no need to replace curb, less need to
replace'broken sprinkler heads or to trim trees. Additionally, the new irrigation system
would use less water.
Pursuant to the request from the Parking District Commission to inform the business
and property owners of this proposed project, staff mailed and hand delivered a copy of
Armstrong and Walker's concept and letter inviting all business and property owners in
Parking District One and Two to attend a meeting to clarify any issues that they may
have had with the proposed project. The meeting was scheduled for April 26, 2000. No
one attended the meeting.
FISCAL IMPACT
The cost estimates for Parking Districts One and Two were prepared by Armstrong and
Walker. Costs include design/engineering, construction/installation, monuments
(Parking District Two only), and a 15% contingency.

Grand Total - $99,600
Funds are available in the respective Parking District accounts and have been approved
by the Council in the FY2000-2001 budget.

ENVIRONMENTAL FINDINGS
This project is categorically exempt form the requirement of the California
Environmental Quality Act (CEQA) per Section 3.16 Categorical Exemptions, Class 32:
In-Fill Development Projects of the 2000 CEQA Guidelines.
RECOMMENDATION
It is recommended that the City Council approve the landscaping and irrigation
plan concepts for Parking Districts One and Two and the design of the two (2)
monument signs, as set forth in the staff report, and authorize staff to proceed
with construction plans.

CONTRACT EXTENSION IN AN AMOUNT NOT TO EXCEED
$80,000.00 TO SCHLUMBERGER RESOURCE MANAGEMENT
SERVICES, INC. FOR WATER METERS
SUMMARY
It is recommended that the City Council approve a one -year contract extension for water
meter purchases. The original contract was a four -year contract and allows for three one-
year extensions.
DISCUSSION:
The City was the lead agency for a multi -city proposal requesting bids for water meters
for the 1996 -97 fiscal year and a contract awarded to Schlumberger Resource
Management, Inc. to provide water meters. The original contract was for a four -year
term and allows for 3 one -year extensions by mutual consent of all agencies involved.
Schlumberger Resource Management, Inc. has submitted a written offer to extend the
contract with no price increase for an additional year. This is the first requested
extension and, if approved, it will be effective from July 1, 2000 through June 30, 2001.
The contract extension is to provide new or replacement meters. All agencies involved
have mutually agreed to renew the contract at the existing prices, terms and conditions.
Schlumberger's delivery and service has been satisfactory.
Staff recommends that the City Council approve a one -year extension of the existing
contract with Schlumberger Resource Management, Inc. to provide water meters.
FISCAL IMPACT
Sufficient funds for these meters is provided in the 2000/01 Operating Budget. The total
amount of the contract is $80,000.00.

SUBJECT: Report and Recommendation to Approve Arcadia Transit's FY 01 -03
Short Range Transit Plan (SRTP)
SUMMARY
The Short Range Transit Plan (SRTP) is an annual document prepared by staff and
submitted to the Los Angeles County Metropolitan Transportation Authority (MTA),
Southern California Association of Governments (SCAG) and the Federal Transit
Administration (FTA) for review and approval. Preparation of the SRTP is required in order
to maintain eligibility for federal, state and local transit grants.
DISCUSSION
The SRTP is a two (2) year transit forecast prepared annually for Arcadia Transit. The FY
1999 data provided in the SRTP is used by the MTA to develop future federal, state, and
local transit funding levels as well as future non - financial projections. Similar to the City's
Bi- Annual Operating Budget for Arcadia Transit, the SRTP also provides a financial and
operating plan for the next two years. The first year of the SRTP is consistent with the
adopted FY 2000 -01 budget, and the out -year projects indicate Arcadia Transit's direction
for the future.
The SRTP includes operating budget projections estimating total federal, state and local
monies at $1,038,972 for FY 2000 -01. In addition, the SRTP includes a capital project
justification of $112,585 for FY 2000 -01 and $600,000 for FY 2002 -03. The capital projects
listed in the SRTP include:

The SRTP is technical in nature and the attached forms are mandated as to format. The
figures included in the SRTP are derived from projected revenues received by the City
from federal, state and local agencies. In addition, staff uses projections provided by the
FTA and MTA to determine the necessary Proposition A Local Return share to include into
the operating budget.
FISCAL IMPACT
The SRTP is completed for planning purposes only and does not obligate the City or other
government agencies to specific service or funding levels. The SRTP is a planning tool used
to develop both funding and operational models by appropriate federal and regional agencies.
RECOMMENDATION
It is recommended that the City Council approve Arcadia Transit's FY 2001 -2003 Short
Range Transit Plan.

ARCADIA TRANSIT
SHORT RANGE TRANSIT PLAN
FISCAL YEAR 2001 -2003
INTRODUCTION
The City of Arcadia is located in the foothills of the San Gabriel Mountains approximately 18
miles northeast of downtown Los Angeles. The City covers approximately 11 square miles and
has 52,500 residents. It is primarily a residential community that houses the Santa Anita
Racetrack, the Los Angeles County Arboretum, and the Westfield Shopping Town at Santa
Anita.
Geographic terrain is divided between highly populated hillsides at the base of the San Gabriel
Mountains in the northern portion of the City and the flatlands throughout the southern portion of
the City. Arcadia is primarily a middle to upper - middle income class community with a growing
diverse population.
Arcadia Transit began its operations on April 21, 1975. The program was started at the
direction of the Arcadia City Council with the intent of creating a demand - responsive system that
would provide the amount and type of public transportation needed by individuals traveling
within the City. The system was designed to provide specialized services for seniors, disabled,
and the general public whose individual transportation needs were not met by the then existing
fixed route services provided by the then Southern California Rapid Transit District (SCRTD),
now the Los Angeles County Metropolitan Transportation Authority (LACMTA).
GOALS AND OBJECTIVES
Since the start of Arcadia Transit, the objective of the City Council has been to provide demand -
responsive transportation services to as many passengers as efficiently possible. The primary
goals of the program are to provide a transportation system which:
Provides a convenient, comfortable, and realistic alternative to the automobile;
2. Is accessible to everyone in the City and provides for the special needs of the transit
dependent (i.e., the young, seniors, disabled, economically disadvantaged and other non-
drivers);
3. Reduces the vehicle miles, mobile source emissions and improves mobility within the City
which leads to the conservation of energy, improved air quality and reduces traffic and
parking problems within the City;
4. Is supportive of and consistent with the comprehensive land use goals and policies of the
City's General Plan, Metropolitan Transportation Authority (MTA) Long Range Plan and
Southern California Association of Government's (SCAG) Regional Transportation Plan;
5. Is consistent with regional, state, and federal transportation goals and policies;
6. Encourages local public participation in the transportation planning process including
senior and disabled participation;
7. Is capable of managed growth and effective and efficient operations;
8. Utilizes private sector services to the largest extent possible;
9. Is well maintained and safe; and
10. Has cost and funding sources that can be closely monitored and evaluated to ensure
proper and effective expenditures.
COORDINATION ACTIVITES
On May 6, 1975, the Arcadia City Council executed a Memorandum of Understanding (MOU)
between the City of Arcadia and the SCAG to establish a cooperative and mutually beneficial
working relationship between the Regional Transportation Planning Agency and the transit
system operators within the region. The purpose of this MOU was to help facilitate a
comprehensive, effective, and coordinated transit service within the region and the City. The
City of Arcadia has entered into similar agreements with the MTA since 1975. The City
continues to forward to the MTA and SCAG copies of its Federal Transit Administration (FTA)
National Transit Database Report for review.
The City also provides a vital service for those using Arcadia Transit to transfer to or from other
public transit systems. As gleaned through recent rider surveys, Arcadia Transit passengers
transfer to or from Monrovia Transit, Pasadena DAR, Temple City DAR, Sierra Madre DAR,
Foothill Transit and MTA services.
Arcadia Transit is also a member of the LACMTA's Bus Operator's Subcommittee. The City
plays an active role on this committee.
PUBLIC COMMENT ON FARE SERVICE CHANGES
Any fare or service change would be implemented through the annual Short Range Transit Plan
(SRTP) process. As such, public meetings would be held to discuss the change. Public
comments are welcome throughout the SRTP process and will be taken at each of the
meetings. The comments will be reflected in the minutes of the meeting and addressed in the
SRTP.
At this time, the City is not planning any fare changes.
PUBLIC PARTICIPATION DURING FY 2000
During FY 2001, the City is planning to hold several public meetings regarding its transportation
service. Similar to public meetings held throughout the late 90's, the Transportation Services
Officer will hold two meetings at the Arcadia Senior Citizens' Commission. The first of these
meetings was held on May 4, 2000. The purpose of each meeting will be to receive input from
the Senior Citizen passenger -type group that constitutes approximately 40% of the system's
patronage. In addition, the Transportation Services Officer will follow -up on issues regarding
system operations related to service levels, fares, privatization and vehicle maintenance as
discussed in FY 2000. Notices on meetings scheduled for later this year will be properly posted
in Arcadia Transit vehicles, the Senior Center and in the local newspapers in accordance with
City procedures for public hearings.
All public meetings will be held in ADA accessible facilities that complied with the accessibility
requirements set forth in the Americans with Disabilities Act of 1990.
The City will also continue to conduct annual surveys of the residents and the riding public
regarding perceived transit operations aboard Arcadia Transit. The residential survey will be
conducted randomly and will ask questions regarding the understanding and knowledge of the
general public of the Arcadia system. The ridership survey will ask specific questions to current
riders regarding the quality of services and possible improvements.
RIDE SHARE ORGANIZATION
The City and its contractor cooperate with Southern California Rideshare and LACMTA's
telephone information services by providing updated service information, coordinated marketing
programs and coordinated planning including dispatcher response to ride sharing inquiries. The
City maintains open communication with its surrounding cities regarding the potential for
coordinated services.
FTA, SCAG, AND LACMTA COMMENTS TO THE 2000 SHORT RANGE TRANSIT PLAN
No comments were received from FTA, SCAG, or LACMTA on the 2000 SRTP.
OVERVIEW OF EXISTING CONDITION
Service Description
Arcadia Transit provides demand - responsive, shared -ride service to any individual within the
legal geographical boundaries of the City of Arcadia.
There is no age or other types of passenger - related restrictions that determine eligible riders.
However, an adult or older sibling must accompany passengers under the age of five (5). The
service has the following general features:
Hours of service: 7:00 a.m. to 9:30 p.m. weekdays; 7:00 a.m. to 7:00 p.m.
weekends.
2. Response time: Average 30 minutes. Average vehicle traveling time is
approximately 15 minutes. Average trip length is approximately 3.1 miles.
3. Service area: Approximately eleven square miles.
4. Fare structure: $.75 full fare and $.25 for seniors, disabled, or anyone showing a
valid DMV ID or placard, Medicare card, or doctor's note describing their disability.
Full fare monthly pass can be purchased for $16.00 and a reduced fare pass for
$5.00.
Type of service offered: Curb -to -curb with pre- booked or on- demand service
available. No fixed route services are offered at this time.
6. Operations: The City of Arcadia administers Arcadia Transit. System dispatching,
vehicle operations, vehicle maintenance, personnel administration, driver training
and data collection is conducted by R & D Transportation Services LLC, located at
1705 South Mountain Avenue in Monrovia.
For FY 1999/2000 the City paid a rate of $29.96 for the first 26,000 vehicle service
hours and $18.04 for each hour thereafter up to 30,000 vehicle service hours for
services provided to at least 5.2 passengers per vehicle hour. The hourly rate is
reduced $1.00 for each tenth below the 5.2 target. In FY 2000/01 the City's rate for
Arcadia Transit operations will increase to $30.58 for the first 26,000 vehicle
service hours and $18.42 for each hour thereafter up to 30,000 vehicle service
hours. R & D Transportation will be in year two (2) year of a five (5) year contract.
Other paratransit services operating in the northern San Gabriel Valley include Monrovia
Transit, Pasadena Dial -a -Ride, Duarte Transit, Sierra Madre Dial -a -Ride and Temple
City Dial -a -Ride which are services developed and funded from the Proposition A
Incentive Programs as well as local funds. These services regularly bring riders to the
Arcadia City limits to be transported by Arcadia Transit. The LACMTA and Foothill
Transit operate fixed route service on major arterials within the City. The City assists the
LACMTA and Foothill Transit with its public information efforts and provides for
distribution of information materials at public facilities throughout the City.
The present relationship between Arcadia Transit and the two fixed route operators is a
complimentary one. The LACMTA and Foothill Transit's systems are primarily oriented
toward long haul or inter -city transportation needs while Arcadia Transit service connects
any two points within the City.
Fleet Inventory and Vehicle Maintenance
The current operating fleet of Arcadia Transit consists of 19 vehicles. The vehicle
inventory includes seven 1998 nine - passenger vans, three 1998 twelve - passenger vans,
eight 2000 twenty- passenger vans and one supervisor vehicle. With the recent
replacement of the 1995 vehicles during FY 1999/00 seating capacity has grown by 65%
to 272 seats. All vehicles are owned by the City of Arcadia and are maintained by the
City's contractor, R & D Transportation Services LLC.
Currently, the City monitors all vehicle breakdowns and repair forms. In addition, the
City's Agreement and Scope of Work with the contract operator sets forth standards for
vehicle maintenance.
Energy Contingency
The City does not have an energy contingency reserve fleet.
Spare Ratio Vehicles
The City's spare ratio consists of two vehicles or 11 % of the 19- vehicle fleet.
Privatization
The City is proud of the extent of private sector involvement relating to Arcadia Transit.
One hundred percent (100 %) of the operating budget and over seventy -five percent
(75 %) of the total budget of Arcadia Transit goes to the private sector provider under
contract with the City. In addition, the City consistently uses the private sector to provide
all capital projects.
EVALUATION OF SERVICE AND IMPROVEMENTS
Service Improvements
The transportation consulting firm of Booze Allen & Hamilton, Inc. was contracted with
by LACMTA to complete a Triennial Performance Audit of Arcadia Transit. The report
documents the audit findings, conclusions and recommendations in the areas of
progress against prior audit recommendations, TDA and TPM data reporting compliance
and trends, use of goals and objectives and functional area performance. For details on
the recommendations made on the audit, please see Table L -6.
The City continually evaluates the system through the utilization of performance
indicators that are collected by the system operator on a monthly basis. Paratransit
services are reviewed by hour of day to help analyze system demands and to identify
inefficient dispatching practices. Arcadia Transit peak hours range from 7:00 a.m. to
9:00 a.m. and 1:00 p.m. to 3:30 p.m. when seniors, students and shoppers utilize the
system for essential transportation needs. According to the City's service contract, the
contractor is to provide vehicle hours of service in response to system demands, thus
there are not guaranteed vehicle hour requirements. However, the contract operator
must provide service levels no less than 26,000 revenue hours per year. As a result, the
operator is available to dispatch vehicles on an as needed basis to meet system demand
and is allowed to remove vehicles when demand is at a low point but without a reduction
to current service levels.
System efficiency and dispatch monitoring is achieved through utilization of data which
details passengers per hour, passengers per mile, response time and review of
passenger complaints.
PERFORMANCE MEASURES
Arcadia Transit's performance measures include passengers per vehicle hour and miles
per passenger trip, subsidy per passenger, cost per passenger, cost per mile, percent no
loads, no -shows and total vehicle hour costs. All performance measures are developed
in a monthly report generated on the contract operator's computer system. In addition to
the performance measures, the City maintains accurate records related to daily vehicle
hours, vehicle mileage, orders received, no- loads, full fare passengers, senior and
disable passengers, fare revenue, maintenance costs and total gallons of gasoline.

detailed above. In addition, the City frequently receives feedback from system users in

are discovered through surveys and public meetings.
In recent years, Arcadia Transit unlinked passenger ridership has leveled off and is
beginning to rise. It has been assumed that the ridership deflection is the result of
changing demographics and the implementation of Los Angeles County's ADA
Complimentary Paratransit Program Access Services, Inc. Additional marketing and
improved operating /dispatch efficiencies have helped restore Arcadia Transit ridership to
old levels.
RECOMMENDED OPERATING AND CAPITAL PLAN
Ooeratina Plan
Arcadia Transit is planning no service decreases for FY 2000 or other years covered
under this plan unless reduction in available revenue force changes. Further, in order to
sustain an equal level of service the City has capped the number of hours the City's
Contractor may provide, at 30,000. This cap is roughly 4,000 hours higher than the past
two fiscal years' service levels. Staff analysis indicates that service is utilized during all
existing service hours and that the system operator is able to dispatch vehicles in an
efficient manner that coincides with system demands.
During FY 2000/01, City staff will be working with the Senior Citizens Commission and
it's contract operator, R & D Transportation, exploring the possibility of providing medical
trips outside the City for seniors and the disabled to nearby facilities. If this service is
approved by the City Council, it is assumed this service will be available through
advanced reservation and to a limited number of facilities.
City staff will also be formulating two new services to enhance and improve current
operations. The first will provide fixed scheduled shopping trips to local grocery stores
throughout the City. Service to grocery stores is currently provided but is provided like
other services and thus is demand responsive and occasionally ineffective. City staff
proposes to implement this service during the non -peak hours and have it available to
the general public five days a week rotating stores within the City.
The second new service will provide courtesy service to patrons of Arcadia's local
hotels. This proposed program titled, "Show Your Key and Ride for Free" provides
Arcadia Transit service to local hotel patrons at no cost provided they show a room key
(limit two passengers per key). It is assumed this service will have minimal impact on
the daily operations of the Arcadia Transit system. In addition to promoting the Arcadia
Transit system, it is also staff's intent with this program to promote Arcadia restaurants
and retail establishments as opposed to those in adjacent communities.
Capital Proiect Justification
The City's proposed capital program is intended to improve existing dispatching
capabilities. As a recipient of Congestion Mitigation and Air Quality Funds identified
through the Los Angeles County Metropolitan Transportation Authority's Regional
Transportation Alternative Analysis (RTAA), the City will appropriate roughly $112,585 to
procure an integrated radio communications system with GPS capabilities allowing
Arcadia Transit to operate with the highest level of technology available.
Currently, the City is sharing a vehicle dispatching system with two other operators.
Given the amount of data sent to and from the Arcadia Transit fleet, a separate and
dedicated system is being recommended by the City's contractor to improve data
transmission and ultimately service to the community.
Handicaooed Accessibilitv
In accordance to Section 504 of the Rehabilitation Act of 1973, Section 317© of the
Surface Transportation Assistance Act of 1982 and the Americans with Disabilities Act of
1990, Arcadia Transit has an approved Handicapped Accessibility Program. The
Program details the City's effort to maintain its current "fully accessible" status. For
more information on the plan, please see the "City of Arcadia Transit Handicapped
Accessibility Program."
Future Arcadia Transit Operational and Capital Plans
In FY 01 the Development Services Department in conjunction with its transit operations
contractor, R & D Transportation will continue the development of the City's first Arcadia
Transit Five Year Strategic Plan. The purpose of this Plan is to provide a future direction
in the areas of operations, finance, capital procurement, development/implementation of
new policies and procedures and the development/implementation of system goals and
objectives.
Specifically, the Five (5) Year Strategic Plan will incorporate the following:
• Revenue Forecasting (Farebox, local funds and FAP)
• New /Expanded Services (Medical trips, and shuttle services)
• Fare Policies (acceptance of other fare media)
• Sale of Passes and tokens (Evaluate monthly Arcadia Transit Passes)
• Operational goals and objectives (Patronage and farebox recovery ratios)
• Future capital procurements (Vehicles and technology)
• New policies and procedures (No shows and service outside the City limits)
• Transit system marketing (Show Your Key, Transit Talk and "Tell Us" Cards)
The Five (5) Year Strategic Plan will provide a significant level of input into the future
development of Short Range Transit Plans. The goal of the Strategic Plan is to identify
system opportunities and constraints and develop/ identify implementation strategies
with the goal of providing an effective and efficient transit operation.

SUMMARY
Tentative Maps and Final Maps are required for all subdivisions that result in five or
more parcels or condominiums. The City Council shall approve a final map if it conforms
to all the requirements of the subdivision regulations of the Municipal Code and the State
Subdivision Map Act.
It is recommended that the City Council approve Final Map No. 52745 for a 31 lot
residential planned development at 701 West Foothill Boulevard.
DISCUSSION
Final Map No. 52745 has been reviewed by the Los Angeles County Department of
Public Works and the appropriate City Departments. Said map has been found to be in
compliance with the vesting tentative pap as approved by the City Council on December
21, 1999 and is in compliance with the subdivision regulations of the Arcadia Municipal
Code and the State Subdivision Map Act.

SUBJECT: CONSIDERATION OF FINAL MAP NO. 52745 FOR THE ANOAKIA
RESIDENTIAL PLANNED DEVELOPMENT PROJECT AT 701 WEST
FOOTHILL BOULEVARD
SUMMARY
Tentative Maps and Final Maps are required for all subdivisions that result in five or
more parcels or condominiums. The City Council shall approve a final map if it conforms
to all the requirements of the subdivision regulations of the Municipal Code and the State
Subdivision Map Act.
It is recommended that the City Council approve Final Map No. 52745 for a 31 lot
residential planned development at 701 West Foothill Boulevard.
DISCUSSION
Final Map No. 52745 has been reviewed by the Los Angeles County Department of
Public Works and the appropriate City Departments. Said map has been found to be in
compliance with the vesting tentative pap as approved by the City Council on December
21, 1999 and is in compliance with the subdivision regulations of the Arcadia Municipal
Code and the State Subdivision Map Act.
RECOMMENDATION
The City Council should move to approve Final Map No. 52745.

SUBJECT: Consideration of Final Map No. 52745 for the Anoakia Residential
Planned Development project at 701 West Foothill Boulevard
SUMMARY
Tentative maps and final maps are required for all subdivisions that result in five or
more parcels or condominiums. The City Council shall approve a final map if it
conforms to all the requirements of the subdivision regulations of the Municipal
Code and the State Subdivision Map Act.
It is recommended that the City Council approve Final Map No. 52745 for a 31 lot
residential planned development at 701 West Foothill Boulevard.
DISCUSSION
Final Map No. 52745 has been reviewed by the Los Angeles County Department of
Public Works and the appropriate City Departments. Said map has been found to
be in substantial compliance with the vesting tentative map, as approved by the City
Council on December 21, 1999, and is in compliance with the subdivision
regulations of the Municipal Code and the State Subdivision Map Act.
RECOMMENDATION
The City Council should move to approve Final Map No. 52745 provided that
before the final map is recorded all outstanding conditions of approval shall
be complied with to the satisfaction of the City Engineer.

MADRE AND"SOUTH PASADENA TO FORM A CONSORTIUM
TO RECEIVE FUNDS UNDER THE WORKFORCE INVESAIENT
ACT OF 1998
•
SUMMARY
Since 1983 the City of Arcadia has participated in a Joint Powers Agreement with the
cities of Duarte, Monrovia, Pasadena, Sierra Madre and South Pasadena for the
purpose of forming a consortium that is eligible to receive funds to provide job training.
services. It is now necessary to revise the Joint Powers Agreement to reflect changes
required by the Workforce Investment Act of 1998.

On March. 21, 2000 the City Council took.the first step toward complying with the new
regulations by adopting a resolution authorizing the Foothill Private Industry Council to
act as the Workforce Investment Board. under the provisions of the Workforce.
Investment Act of 1998. Entering into a new Joint Powers Agreement is the next step in
this process.
BACKGROUND
In 1983 the cities of Arcadia, Duarte, Monrovia, Sierra Madre, South Pasadena and
Pasadena entered into a Joint Powers Agreement establishing the Foothill Employment
and Training Consortium ("FETC") for the purpose of developing and. implementing job
training programs as provided for by the Job Training Partnership Act ("JTPA"). The
Agreement created two oversight entities known as the Foothill Private Industry Council
and Policy Board. It also named the City of Pasadena as the agency responsible for
administering the Consortium on a daily basis.
In 1998, the Workforce Investment Act ("WIA") was signed into law and it supersedes
the JTPA effective July 1, 2000. This new legislation requires modifications in the local
governance, administration and service delivery of federally funded job training
programs.

DISCUSSION
Under JTPA, the Joint Powers Agreement established the referenced Consortium
known as the FETC and designated the Foothill Private Industry Council to act as the
body to provide, ongoing guidance and monitoring of JTPA. The original Joint Powers
Agreement also established a Policy Board (consisting of one elected official from each
of the six cities);to act as the Chief Elected Official.
WIA requires that local workforce areas be established to receive these federal funds.
The Act also establishes categories of entities that may qualify as local areas. One
category is single units of local government or consortiums of multiple units of local
government meeting the following requirements: a) having an aggregate population of
200,000 or more; b) be a current service delivery area under JTPA, and c) successful
program performance and fiscal integrity. FETC qualifies under this category.
WIA also requires that a Workforce Investment Board ("WIB") be established to each
local area to oversee and monitor the operation of WIA funds. The WIB is assigned
essentially the same role with similar membership requirements as the Private Industry
Council under JTPA. At its meeting of March 21, 2000, the City Council adopted a
resolution authorizing the Foothill Private Industry Council to act as the, Workforce
Investment Board in the conduct of WIA transition activities. In the staff report of March
21, staff informed the City Council that the resolution needed to be approved by the
other five cities in the Consortium and that following such approval, a revised Joint
Powers.Agreement would be brought before the Council for its. review and approval.
The other five cities have approved the resolution.
The attached Joint Powers Agreement contains minor changes from the Agreement
approved for the JTPA. The primary changes involve the substitution of WIA
terminology for JTPA_ language. The revised Agreement specifies the roles and
responsibilities of the Policy Board under WIA.
One important change to the Joint Powers Agreement is that the purpose of the
Agreement has been expanded to include the implementation of education, employment
and training programs other than WIA. The original Agreement applied only to JTPA
funds. Since the original Agreement was signed, FETC has been awarded funds for
other programs such as Welfare to Work. The revised Joint Powers Agreement will give
FETC clear authority to administer these additional funds.
Like the resolution, the revised JPA must be approved by all six cities in. the
Consortium.

FISCAL IMPACT
There is no fiscal impact to the City of Arcadia as WIA is federally funded. We expect
this action to enable the receipt of over $3 million in federal funds for job training
programs in the Foothill area.
RECOMMENDATION
It is recommended that the City Council authorize the Mayor to enter into a Joint
Powers Agreement between the cities of Arcadia, Duarte, Monrovia, Pasadena,
Sierra Madre and South Pasadena to form a Consortium to receive funds under
the Workforce Investment Act of 1998.

JOINT EXERCISE OF POWERS AGREEMENT NO. . 17,318
THIS JOINT EXERCISE OF POWERS AGREEMENT is among the cities of
Arcadia, Duarte, Monrovia, Sierra Madre, South Pasadena, and Pasadena, each of which
is a municipal corporation duly organized and existing under the laws of the State of
California, hereinafter collectively referred to as "the parties."
• RECITALS:
The following are the facts upon which this Agreement is based:
WHEREAS, the Workforce Investment Act of 1998, hereinafter referred to as the
"Act" (29 U.S.C. 2801 et seq., Public Law 105-220, 112 Stat. 936), authorizes the
expenditure of federal funds to provide workforce investment activities, through
statewide and local workforce investment systems, that increase the employment,
retention, and earnings of participants, and increase occupational skill attainment by
participants, and, as a result, improve the quality of the.workforce, reduce welfare •
• dependency, and enhance the productivity and competitiveness of the Nation; and,
WHEREAS, the parties to this Agreement are willing to accept the responsibilities
. and duties as may be prescribed by the Act, as said legislation may from time to time be
amended; and,

WHEREAS, the Act permits any consortium of units of local government with an
aggregate population of 200,000 or more to form a separate "local area" so long as it was
designated as a Service Delivery Area (hereafter"SDA") under the Job Training
Partnership Act of 1938 (hereafter "JTPA"), and had acceptable programmatic outcomes
and financial management; and, •
WHEREAS, the Cities of Arcadia,. Duarte, Monrovia, Sierra Madre, South
•Pasadena, and Pasadena are contiguous cities,located in the West San Gabriel Valley,
having an aggregate population in excess of 200,000, and comprising an SDA having
acceptable performance under the JTPA; and,
WHEREAS, said Cities desire to form a consortium for the purpose of becoming a
recognized local area under the Act, which-shall-be-known-as the Foothill Employment
and Training Consortium; and, . _ •
WHEREAS, the consortium would benefit the residents of the subject
communities by maintaining local autonomy and allowing public officials to better
respond to the needs of local business; and,
WHEREAS, the establishment of a consortium among said Cities would result in a
more cohesive, locally based Workforce Investment Board and provide for the
development of industry specific training based upon local labor market demands and -
characteristics of the eligible population; and,

WHEREAS, it is to the mutual benefit of the parties hereto and in the best public
interest of said parties to join together to establish this Joint Powers Agreement to
accomplish the purposes herein set forth; and,
•
WHEREAS, by this Agreement, the parties hereto intend to exercise their powers
•
jointly to accomplish common objectives;
NOW, THEREFORE, the parties agree as follows: .
SECTION 1. PURPOSE.
This Agreement is made pursuant to the provisions of Article 1, Chapter 5,
Division 7, Title I of the Government Code of the State of California (commencing with
Section 6500) relating to the joint exercise of powers common to the parties hereto. The
purpose of this Agreement is to exercise such powers jointly in the establishment of a
universally accessible workforce development system and in particular to develop,
coordinate, and implement the delivery of a locally based Workforce Investment Act
(hereafter "WIA") program in accordance with requirements of the Act. An additional
purpose of this Agreement is also to develop, coordinate, and implement the delivery of
other education, employment, and training programs that may benefit the parties and their
residents. •
SECTION.2. TERM. .
A. This Agreement shall become effective and binding upon the parties
hereto when each of the governing bodies of the parties has authorized the execution of
this Agreement and the same has been executed by the duly authorized representative of

each of such parties. This Agreement shall continue in effect until terminated.
Additional cities and the County of Los Angeles may by mutual consent of the parties
, become parties to this Agreement subject to the approval of the governing bodies of the
agencies participating in this'Agreement. Any-party to this Agreement may withdraw
from the consortium by giving 90 days written notice to the Administrator of its intent to
cease participation in the consortium. Provided, however, that the within Agreement
shall continue in full force and effect until all except one party have withdrawn and the
State has authorized,another entity to receive and administer WIA funding for the
residents of the parties to this Joint Powers Agreement.
B. For the purpose of this Agreement, the term "fiscal year" shall mean
the period from July 1 to and including June 30 of the following year.
SECTION 3. DESIGNATED ADMINISTRATOR -- CITY OF PASADENA
Pursuant to Section 6506 of the'Government Code, the City of Pasadena is
designated as the Grant Recipient, fiscal agent, and Administrator for the consortium of
general local governmental units participating in this Agreement and shall provide the
program administration necessary to implement the local Workforce Investment Area
WIA Program, under the supervision and direction of the Policy Board and the
Workforce Investment Board.
SECTION 4. POLICY BOARD.
A. This consortium shall be administered by a Policy Board made up of an
elected official of each participating public entity.

B. The legislative body of each of the participating public entities shall
appoint one policy board member and one alternate board member. Each member of the
Board, or subsequent replacement, shall serve a two-year term and each member shall
serve at the pleasure of the appointing authority. Vacancies during a term and successors
following expiration of the term of any member shall be filled in the same manner as the
original appointments. Members shall receive no compensation except reimbursement for
expenses incurred in conducting business on behalf of the consortium. Said expenses .
must be allowable under the Act, and reasonable and necessary as determined by the
Policy Board.
C. If'a board member cannot attend a meeting, the alternate attending shall
be fully-empowered to act as the board member for the meeting so attended.
SECTION 5. RESPONSIBILITIES OF THE POLICY BOARD.
It shall be the responsibility of the Policy Board to:
• A. • Appoint members to the Workforce Investment Board in accordance
with Section 117(c) of the Act; .
B. At its discretion, review the Workforce Investment Board's
appointment of Youth Council Members;
C. Determine general program policy;
D. Approve the job training plan in conjunction with the Workforce
Investment Board;

E. Review and approve memoranda of understanding entered into by
the Workforce Investment Board and required one-stop partners described in Section
1221(b)(1)(B);
F. •Approve the Workforce Investment Board's designation or
certification of one-stop operator(s);
G. With the Workforce Investment Board, conduct oversight with
respect to the local one-stop delivery system;
H. Ensure that services rendered are in the best interest of the local
Workforce Investment Area residents; and
I. Ensure that all activities are carried out in accordance with the Act
and any other related legislation.
J. The Chairperson of the Policy Board shall be designated as the
"chief elected official" as that term is used in Section 101 of the WIA.
SECTION 6. MEETINGS OF THE POLICY BOARD.
A. Regular Meetings.
The Policy Board shall provide for its regular, and special meetings, provided,
however, that it shall hold at least one regular meeting in each year and such further
meetings as the parties.may reasonably request depending upon the pressure of business.
The date, hour and place at which_any regular meeting shall be held shall be fixed by
resolution and a copy of such resolution shall be filed with each party. The place.of
the regular meetings shall be a public building or other facility

within the County of Los Angeles which complies with the requirements of the Ralph M.
Brown Act. The Policy Board shall adopt rules for conducting its meetings and other •
business.
B. The Ralph M. Brown Act.
All meetings of the Board including, without limitation, regular, adjourned regular,
and special meetings, shall be called, noticed, held and conducted in accordance with the
provisions of the Ralph M. Brown Act (commencing with §54950 of the Government
Code).-
C. Minutes.
The secretary of the Policy. Board shall cause to be kept minutes of regular,
adjourned regular, and special meetings, and shall, as soon as possible after each meeting,
cause a copy of the minutes to be forwarded to each member of the Board and to the
parties hereto.
D. Quorum - Action.
A majority of members of the Policy Board present at a meeting shall constitute a
quorum for the transaction of business, except that a lesser number may adjourn for lack
of quorum. No action at a meeting shall be valid unless it receives the affirmative vote of
a majority of those present.
SECTION 7. OFFICERS OF THE CONSORTIUM.
The Policy Board shall elect a Chairperson and Vice-Chairperson at its first
meeting and, thereafter, at the first meeting in each succeeding fiscal year, the.Policy

Board shall elect or re-elect its Chairperson and Vice-Chairperson. In the event that the
Chairperson or Vice-Chairperson elected ceases to be a Board Member, the resulting
vacancy shall be filled at the next regular meeting of the Policy Board held after such
vacancy occurs. In the absence or inability of the Chairperson to act, the Vice-
Chairperson shall act as Chairperson. The Chairperson, or in his absence the Vice-
.
Chairperson, shall preside at and conduct all meetings,of the Policy Board. The
Executive Director shall be, and act as, the Secretary of the Policy Board. The Executive
Director shall be appointed by the administrator of the consortium, the City of Pasadena.
The Director of Finance of the City of Pasadena shall be, and act as, the Treasurer of
consortium, and as, Controller of the consortium pursuant to Government Code §6505.5.
SECTION 8. POWERS.
A. The City of Pasadena shall have the power to operate a local Workforce
Investment Area under the Act in the geographical areas comprising the incorporated
Cities of Arcadia, Duarte, Monrovia, Sierra Madre, South Pasadena, and Pasadena, and
such other communities as the governing legislative bodies of said communities, by
resolution or contract, shall prescribe and the Policy Board shall consent to.
B. The City of Pasadena is,authorized to do all acts necessary for the •
exercise of said common powers for the common benefit of the parties to this Agreement
and the citizens thereof and consistent with such federal and state funding provided under
the Act, to acquire by lease buildings or sites, and to maintain, operate, or lease the same
for public purposes and to purchase general liability insurance; the City of Pasadena is

authorized to do all acts necessary for the exercise of said common powers for said
purposes, including, but not limited to, any or all of the following: to make and enter into
contracts, to employ agents and employees; to manage, maintain, or operate any
. buildings, facilities, works or improvements above enumerated; to acquire property by
lease; to hold or dispose of property by lease or sale; to incur debts, liabilities or
obligations required by the exercise of these powers; and to sue and be sued in its own
.name. Said powers shall be exercised in the manner provided in said Act, and, except as
expressly set forth herein, subject only to such restrictions upon the manner of exercising
such powers as are imposed upon the parties in the exercise of similar powers.
SECTION 9. DISPOSITION OF ASSETS.
At the end of the term hereof or upon the earlier termination of this
Agreement, all property of the consortium shall automatically vest in the party hereto
which;=has heretofore transferred said property to the consortium and shall thereafter
remain the sole property of said party. All other property of the consortium shall be
returned to the parties in proportion to their respective contribution to the cost of
acquisition of such property or as the Policy Board may direct.
SECTION 10. DISPOSITION OF FUNDS UPON TERMINATION
Upon termination of this Agreement, any money in possession of the
consortium after the payment of all costs, expenses and charges validly incurred under
this Agreement, shall be returned to the parties in proportion to their contribution
determined as of the time of termination.

SECTION .11. ASSISTANCE TO ADMINISTRATOR.
The parties may, in appropriate circumstances:
A. make contributions from their treasuries for the purposes set forth
herein;
-B. make advances of public funds for such purposes set forth in this
Agreement on such terms of repayment as.may be agreed to between the Administrator
and the.party making the advance; and,
C. use their personnel, equipment or property in lieu of other contributions
or advances.
Sums so contributed or obtained shall be paid to and disbursed by the Treasurer. The
provisions of Government Code Section 6513 are hereby incorporated into this
Agreement by reference.
SECTION 12. DISALLOWED COSTS.
A. Each party to this Agreement shall pay its fair share of any disallowed
costs which is finally determined by the State of California or the Federal Government to
be due and owing to the State or Federal Government.
B. The apportionment of disallowed costs incurred by the consortium, and
payable by the parties to this Agreement involving funds disallowed under the Act, shall
be based upon the allocation formula which the State of California is obligated to use in
distributing funds to local Workforce Investment Areas as stated in the WIA.

SECTION 13. ACCOUNTS AND.REPORTS.
A. The Controller of the consortium shall establish and maintain such
funds and accounts as may be required by good accounting practice. The books and
records of the consortium in the hands of the Controller shall be open to inspection at all.
reasonable times by representatives of the parties. The Controller of the consortium,
within 90 days after the close of each fiscal year, shall give a complete written report of
all financial activities for such fiscal year to the Executive Director of the WIB and the
parties. The Controller furthermore shall either make or contract with a certified public
accountant to make audits of the accounts and records of the consortium as required by
the Act. Said report shall be filed within twelve months of the end of the fiscal year
under examination. The audit shall comply with Section 6505 of the Government Code.
B. Any costs of such audits, including contracts with or employment of
certified public accountants or public accountants in making an audit pursuant to this
section, shall be borne by the consortium and shall be a charge against any unencumbered
funds of the consortium available for such purpose.
C. The Treasurer of the consortium shall assume the duties described in
California Government Code Section 6505.5 including to. wit:
(1) Receive and receipt for all money of consortium and place it in
the City of Pasadena treasury to the credit of consortium;

(2) Be responsible upon his official bond for the safekeeping and
disbursement of all consortium money so held by him/her;
(3) Pay sums due from consortium from consortium money, only
upon warrants of the Controller of consortium; and,
(4) Verify and report, in writing, to consortium and to the parties
to this Agreement at the Policy Board's regular meetings, the amount
of money held for the consortium, the amount of receipts since the
last report, and the amount paid out since the last report.
SECTION 14. INSURANCE.
The Administrator shall maintain in force at all times during the terms of
this Agreement, policies of insurance covering the operation of the consortium. Such
insurance shall be primary and carriers shall be required to waive any right of
contribution from other insurance which may be available to the parties of this
Agreement.
SECTION 15. FUNDS AND PROPERTY. •
A. The Treasurer of the consortium shall have the custody of and disburse
consortium funds pursuant to the accounting procedures developed in accordance with
the provisions hereinabove, and as nearly as possible in accordance with normal City of
Pasadena procedures. _

B. The Treasurer herein designated as the person responsible for all monies
of the consortium, is also designated hereby as responsible for all other property of the
consortium.
SECTION 16. AMENDMENTS.
All amendments to this Agreement shall require an affirmative vote of not
less than five (5) of the parties. All amendments to this Agreement shall be in writing
•
and signed by the parties agreeing thereto.
SECTION 17. NOTICES.
Notices hereunder shall be sufficient if delivered to the City Clerk of each
of the member cities, and the Clerk of the legislative body of any other participating
public,entities.
:SECTION 18. MISCELLANEOUS.
A. The section headings herein are for convenience of reference only and
are not to be construed as modifying or governing the language or meaning referred to in
the section.
B. Whenever in this Agreement any consent or approval is required, the
same shall not be unreasonably withheld.
C. This Agreement is made in the State of California under the
Constitution and laws of such State and is to be construed in accordance with those laws. •

SECTION 19. SEVERABILITY.
Should any part, term or provision of this Agreement, or the application thereof to
any person or circumstances, be held to be illegal or in conflict with any law of the State
of California, or otherwise be rendered unenforceable or ineffectual, the validity of the
remaining parts, terms, or provisions, or the application thereof to other persons or
circumstances, shall be deemed severable and shall not be affected thereby, provided such
remaining portions or provisions can be construed in substance to continue to constitute
the Agreement that the parties intended to enter into in the first instance.

BACKGROUND
•
During March of this year the Arcadia Chapel of Remembrance, Inc. proposed to
add a crematory to their existing mortuary business located at 500 S. First
Avenue. Staff advised the applicant that the Arcadia Municipal code does not
address "crematories" as a permitted use in any zone. Mortuaries are permitted,
but only with an approved Conditional Use Permit and based on the definition of
mortuary, as set forth in the American Heritage College Dictionary, a mortuary is
a place "where dead bodies are kept before burial or cremation". The City's
Code prohibits uses that are not listed as "permitted".

Staff explained to the applicant that although the funeral service business has
changed over the years, in order to have a crematory use within the City, a text
amendment would be required to change the code to allow such a use to be
permitted.
PROPOSAL AND ANALYSIS
The Arcadia Chapel of Remembrance, Inc. is proposing a Text Amendment to
permit crematories to be used in conjunction with mortuaries with an approved
Conditional Use Permit.
According to information provided by the applicant the number of people
requesting to be cremated has grown over the last 25 years, from 30% in recent
years to a projected 50% within the next ten years.
Staff believes the applicant's request will allow mortuaries to better serve the
needs of the community and to ensure that mortuary businesses will continue to
thrive in a changing mortuary industry, where people are requesting to be
cremated and where family members and friends are requesting to witness and/
or participate in the cremation process.
It is staff's recommendation that crematories be permitted subject to the
Conditional Use Permit process. This would allow the Planning Commission an
opportunity to review a proposal based on the adequacy of the site to
accommodate such a use and its affect on adjoining properties and the
neighborhood.
PLANNING COMMISSION RECOMMENDATION
The Planning Commission at its Judy 11, 2000 meeting voted 5-0 to recommend
approval of the text amendment to permit crematories in the C-O or any less
restrictive commercial or industrial zone with an approved Conditional Use
Permit.
CEQA
Pursuant to the provisions of the California Environmental Quality Act, the
Development Services Department has prepared an initial study for the proposed
text amendment. Said initial study did not disclose any substantial or potentially
substantial adverse change in any of the physical conditions within the area
affected by the project including land, air, water, minerals, flora, fauna, ambient
noise and objects of historical or aesthetic significance. When considering the
record as a whole, there is no evidence that the proposed project will have any
potential for adverse effect on wildlife resources or the habitat upon which the

wildlife depends. Therefore, a Negative Declaration has been prepared for this
text amendment.
As a matter of environmental concerns a crematory equipment system is safe to
operate and does not emit pollutants that would be considered harmful by the
various local, state, and Federal environmental agencies. Base on the Emission
Comparison Table (Table 1) a crematory equipment system does not emit more
pollutants than your standard residential fireplace, diesel truck, or restaurant
cooking 100 hamburgers per hour.

RECOMMENDATION
The Development Services Department recommends that the following be added
to the Conditional Use Permit Division of the Arcadia Municipal Code:
9275.1.51. MORTUARIES AND CREMATORIES. C-O or any less
restrictive commercial or industrial zone.
If the City Council concurs with staffs recommendation the City Council
should:
1. Move to approve the Negative Declaration and direct staff to file the
Notice of Determination with the County Recorder; and
2. Introduce Ordinance 2128 — An Ordinance of the City of Arcadia
amending Section 9275.1.51 of the Arcadia Municipal Code to permit
crematories in C-O or any less restrictive commercial or industrial zone
with an approved Conditional Use Permit.

WHEREAS, a public hearing was held on July 11, 2000 before the Planning Commission
at which time all interested persons were given full opportunity to be heard and to present
evidence; and
WHEREAS, the Planning Commission of the City of Arcadia recommended approval of
this text amendment; and •
WHEREAS, a public hearing was held before the City Council on August 15, 2000, at
which time all interested persons were given full opportunity to be heard and to present evidence;
and
WHEREAS, pursuant to the provisions of the California Environmental Quality Act, an
Initial Study was conducted for this project, and said Initial Study did not disclose any individual
or cumulative adverse effect on wildlife resources, and therefore a Negative declaration was
prepared for this project; and
WHEREAS, the City Council determines that based upon the evidence presented, the
public necessity, convenience and general welfare justifies the proposed text changes.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES
ORDAIN AS FOLLOWS:

CUP.
The staff report was presented.
Staff explained this text amendment and the Planning Commission's recommendation would be
forwarded to the City Council who would make the final decision. After the ordinance is adopted,
the applicant can file for a CUP.
The public hearing was opened.

Terry Harmon, owner of Chapel of Remembrance, was present.
Ken Robinson, Orlando Florida, representing the company that manufactures the equipment was
present. They have a branch, which is approximately 40 miles from Arcadia. His company is the
largest company that manufactures cremation equipment. Various local, State and federal agencies
inspect every installation. Their equipment is safe to operate and does not emit pollutants and would
not be a noise nuisance. Most crematories are located in residential areas and serve that community.
They provide extensive training for the technicians who would operate the equipment.
He went on to say that he was confident that the applicants would do a nice job of tying this in to the
rest of their facility. All of their plans would be submitted to the city for approval. The equipment
has numerous fail safe features. He explained how the unit would be placed and how it operates.
No one else spoke in favor of or in opposition,to this item.

Chairman Bruckner closed the public hearing.
Commissioner Sleeter thought that this would be good for the community. He felt they should send
a strong message to City Council to approve this request .

It was moved by Commissioner Sleeter , seconded by Commissioner Murphy to recommend
approval ofTA 00-002 to the City Council.

Much has changed in both Arcadia and Funeral service since our business founders built the
• new funeral home in-1939°—Through the years several additions have been built to the original
structure to meet community needs and additional property was purchased to expand parking.
In order to better serve the changed needs of the community and to insure the continued viability
of our firm into the next century, we are requesting peg nission to construct a crematory with a
family witnessing room.
Over the last 25 years cremation has grown from a small percentage of our business to where
it is requested by 30% of our families, and it is projected to grow to over 50% in the next 10
years. This request is consistent with natiofial, state and local usage. Nationally over 70% of all
crematories in the U.S.A. are located in funeral homes in residential neighborhoods. The State -
of California regulates both-embalming rooms and crematories with the same state agency and
_ both are defined by state law as facilities where human remains are prepared for final disposition.
This site in Arcadia is actually zoned for business and has been used for this purpose for over 60
years. Our business predates all other businesses and residences in the immediate area. The two
closest residences are in habited by ourselves, as the two owners live on premise. This is
evidence of our desire to give "old fashioned"personal service 24 hours a day, and our
remodeling is evidence of our desire to offer the finest services possible.

Death and funerals are not something anyone wants to think ot...an .most people don't until they
are forced to. At that time they are concerned with who they entrust and where the work will
take place. While some traditional funeral families inquire and appreciate that our staff performs
all preparation work on site, not in some distant"central embalming facility", almost all
cremation families inquire about where this is to be done. Some express concern and some are
upset by what is available to them, but the important thing to realize now, is that at that time, all
families would prefer and feel more secure in knowing that this would be taken care of locally
by the same person they are dealing with for everything else.
In addition,please consider that Arcadia's population is now 30% Asian and in many Asian
cultures it is traditional for the family to accompany the deceased to the crematory and for the
family to witness and/or participate in the cremation. The current cremation facilities in this area
are distant, old, industrial type installations and are very un-desirable for this.
There may be someone who objects to this request because they have an irrational fear of
death, but probably this type of person would not have moved into a residence close to a funeral
home. Most people who object will do so because it is normal to have reservations about
anything new and people are resistant to change. However, the leaders of the city are responsible
for determining what the needs of the total community are and to make sure that those needs are
met. With an open mind it is readily apparent that po difference in our businesses operation will
be noticed.
To further document this, enclosed are letters from neighbors of a funeral home that is located
in Creston, Iowa where Jim Larkin installed a crematory. In 1985, the city council passed, over
the recommendation of the planning and zoning commission, our request for a crematory
addition. This was in a congested, older neighborhood where the nearest house was a mere 10'
away. Of the neighbors who protested, they have since changed their minds and are now willing --
to admit that they were wrong to have opposed this progress. Also, we have enclosed
information in regards to the retort (Crematory unit) itself, and to give you an understanding on
how"State of the Art"the system is, and in furthering your knowledge so that all-questions can
be eased. •

EVALUATION OF ENVIRONMENTAL IMPACTS:
1) A brief explanation is required for all answers except"No Impact" answers that are
adequately supported by the information sources a lead agency cites in the parentheses following
each question. A"No Impact" answer is adequately supported if the referenced information
sources show that the impact simply does not apply to projects like the one involved(e.g. the
project falls outside a fault rupture zone). A"No Impact" answer should be explained where it is

ENVIRONMENTAL SETTING QUESTION # 31
The entire site. is level and this combinded with irrigated landscaping
provides for total soil stability. There are no plants or animals that would
be affected by this project in any manner; and there are no cultural, scenic
or historical aspects that would be impacted in anyway.
The exsisting structures on this site include the funeral home building
that was originally constructed in 1939. There have been four additions over
the years to meet community needs including an owner occupied apartment. The
other structure on the property is a home built by the original mortuary owner
and it is currently occupied by an owner of the mortuary also. The other
exsisting structure on the property is a 20' x 32' garage with an enclosed
fenced area. This would be torn down to make room for the new building. We
have previously removed a covered car port and a portable building.
Since we would also be relocating the exsisting north driveway slightly
to the east, and re-opening a corresponding southern driveway onto the south
m
alley, we would actually have improved traffic flow and create 8-9 additional
parking spaces. The driveway that we recently constructed directly from
• First Ave. onto our property to the back parking area, has greatly increased
public use of this parking area and reduced the incidence of on-street parking.
In addition, we have an agreement with Elloco drive-inn to utilize their
parking as needed. . .this agreement did not exsistiin the past.

Starting across the street north of the funeral home in Elloco drive-inn.
Moving eastward is a multi-family home. Crossing Eldorado Street to the south,
the three homes directly east of the funeral home are of the same vintage and on
each of these lots, additional small houses or garage/apartments have been con-
structed on the back of the lots.
Across the alley to the southeast are several large multi-unit apartment
buildings. West of this is a parking lot for the businesses that face on to
First Ave. directly south of Mr. Harmon's home and these are sall small office
and retail shops. Across First Ave. on the west side of the street, diagonally
from Mr. Harmon's home at 506 S. First Ave. is a small house that has had a
commercial sign shop constructed on the front of it. The building directly to
the north houses an insurance office and the Arcadia Mailbox. The building
directly west of the funeral home is a small office building.
Finally, diagonally across from the funeral home in the northwest corner
of the intersection is a chiropractic center and a liquor store. All of these
properties have little or no landscaping and our facility is the only one in
the area landscapped to community standards. There are no cultural, historic,
or scenic aspects to any of these locations except for the view of the San
Gabriel Mountains to the north, which would not be affected for any of these
surrounding property owners by the construction of our building.
