SUBJECT: APPOINTMENT OF AD HOC SUB-COMMITTEE OF THE CITY
COUNCIL REGARDING THE "IMMINENT" APPLICATION BY
SANTA ANITA PARK
As the City Council is aware, Santa Anita Park filed an application for a commercial
development, which was deemed incomplete by City staff and returned. Much ofl the
information requested deals with specific details as required by the City Code and the
General Plan. Because of the significance of this project to the community, anid to
ensure that the issues related to the General Plan, environmental analysis and all
impacts of the project are carefully reviewed, I am suggesting that a City Council sub-
committee meet with Mr. Stronach (the property owner) to ensure he is aware of City
and community concerns. Accordingly, it is suggested that the Mayor and Mayor Pro
Tern serve on this sub-committee to meet with the project applicant.

SUBJECT: Direction Regarding the Development of a Skateboard Park
BACKGROUND
The Recreation and Parks Commission considers it a top priority to construct a
Skateboard Park in the City of Arcadia. In an effort to address this priority, an
informal, no-cost assessment was performed by Steve Rose, of Purkiss Rose and
Associates, to determine if we had a site compatible for such a use. Mr. Rose is a
licensed Landscape Architect who has constructed more than 70 skateboard parks
in California,.Oregon and Washington. Of several park sites visited (Newcastle,
Eisenhower and Bonita), he finally identified Bonita Park as a feasible location.
The City Council has not formally considered such a project, nor have funds been
budgeted, but because of the growing interest in the sport, and due to the interest
by the Recreation and Parks Commission, staff has conducted some preliminary
research on the subject in the event it is something the City Council would like to
pursue.
DISCUSSION
According to research information provided by Purkiss.Rose-RSI, "skateboarding
first surfaced in the 1950s and has developed into the 6th largest participant sport
in the United States. It is estimated the nation has over ten million skateboarders:
75.2% male, 24.8% female, with an average age of 13.8 years." Due to property
damage and potential hazards to pedestrians, there has been a trend nation-wide
(including Arcadia) to ban skateboards in public spaces and commercial areas,
prompting many communities to provide appropriate facilities similar to those
provided for tennis, basketball, baseball and soccer.

The decision to design and construct a skateboard park involves considerably more
than location, size and funding. In discussions with other cities, issues such as
fenced vs. open, staffed vs. unsupervised, portable ramps vs. permanent, fee vs.
free, skateboard vs. in-line, BMX, etc., on-going maintenance concerns,
enforcement of equipment regulations, liability issues, and impacts on adjacent
neighbors had to be addressed.
In most all cities contacted, it was apparent that input from the skaters themselves
was critical throughout the design, planning and construction process. This was
echoed by Steve Rose during his visit to Arcadia. Some communities continue this
involvement by having the skaters monitor and "police" their own facility. Other
communities have experienced some problems with enforcement and either City
staff is assigned to monitor the facility, or the Police Departments have
incorporated periodic drive-bys into their patrol schedules. Location, design and
related issues are crucial to success or failure.
Staff has compiled volumes of information from other communities, however, the
City of Monrovia recently completed a comprehensive study, tour and analysis of
skateboard parks in the cities of Huntington Beach, San Dimas, Claremont, La
Verne, and Glendora. Their committee was comprised of elected and appointed
officials, and a summary of their findings has been attached for your review.
Other communities studied vary from inexpensive portable ramps in an unfenced
area of a park, to very sophisticated skate centers in the $2 million range. We
have also attached similar studies done by other communities to provide a broader
base upon which to make comparisons. As,in any project, the expense of a facility
is driven by a variety of factors, all of which affect a project budget. It is
interesting to note that the City of Sierra Madre recently went to bid to build a
youth center/skatepark. Three contractors responded and the bids were nearly
twice the estimated cost of $530,000.
In 1997 the California legislature passed Assembly Bill 1296 giving cities and public
entities limited protection from lawsuits brought as a result of skateboard-related
injuries or damages occurring on public property from people 14 years.or older.
According to the 1988 U.S. Consumer Product Safety Commission, technological
developments in safety equipment and skateboard design have greatly reduced the
number and severity of skateboard injuries which has lessened the liability
exposure. Our Sacramento lobbyist, Gonsalves & Son, reported that since the

passage of AB 1296, no skateboard lawsuits have been reported to the State of
California, however additional insurance for such a facility is standard.
On Sunday January 7, a major skate event is being planned from 1 :00-4:00 p.m. at
the Community Center parking lot for middle school and high school age
youngsters. The Staff believes the event will help determine the interest level in
skating by local youth and also help to determine the type of skating activities that
• are most popular.
If the Council would like to study the possibility of a skateboard park in Arcadia,
Staff can investigate available State and/or. Federal funds that could be used
toward such a project (in addition to any possible local sources), review a potential
joint venture with a neighboring city, and hire a professional Landscape Architect,
such as Steve Rose, who will conduct youth/community workshops to assess
interest, collect and analyze the data and then proceed to develop a concept. This
initial phase would cost approximately $8,000 and take 2-3 months, depending on
the architect's availability. The final construction cost will be predicated upon
location, size and amenities.
This matter will also need to be prioritized against other parks improvements
relative to available dollars.
If the City Council has no interest in a project such as this at this time, this report
may simply be received and filed, or the decision may be deferred until either the
completion of the Youth Master Plan Update or for inclusion in the annual budget
process.

SUBJECT: Direction Regarding the Development of a Skateboard Park
BACKGROUND
The Recreation and Parks Commission considers it a top priority to construct a
Skateboard Park in the City of Arcadia. In an effort to address this priority, an
informal, no-cost assessment was performed by Steve Rose, of Purkiss Rose and
Associates, to determine if we had a site compatible for such a use. Mr. Rose is a
licensed Landscape Architect who has constructed more than 70 skateboard parks
in California,.Oregon and Washington. Of several park sites visited (Newcastle,
Eisenhower and Bonita), he finally identified Bonita Park as a feasible location.
The City Council has not formally considered such a project, nor have funds been
budgeted, but because of the growing interest in the sport, and due to the interest
by the Recreation and Parks Commission, staff has conducted some preliminary
research on the subject in the event it is something the City Council would like to
pursue.
DISCUSSION
According to research information provided by Purkiss Rose-RSI, "skateboarding
first surfaced in the 1950s and has developed into the 6th largest participant sport
in the United States. It is estimated the nation has over ten million skateboarders:
75.2% male, 24.8% female, with an average age of 13.8 years." Due to property
damage and potential hazards to pedestrians, there has been a trend nation-wide
(including Arcadia) to ban skateboards in public spaces and commercial areas,
prompting many communities to provide appropriate facilities similar to those
provided for tennis, basketball, baseball and soccer.

The decision to design and construct a skateboard park involves considerably more
than location, size and funding. In discussions with other cities, issues such as
fenced,vs. open, staffed vs. unsupervised, portable ramps vs. permanent, fee'vs.
free, skateboard vs. in-line, BMX, etc., on-going maintenance concerns,
enforcement of equipment regulations, liability issues, and impacts on adjacent
neighbors had to be addressed.

In most all cities contacted, it was apparent that input from the skaters themselves
was critical throughout the design, planning and construction process. This was
echoed by Steve Rose during his visit to Arcadia. Some communities continue this
involvement by having the skaters monitor and "police" their own facility. Other
communities have experienced some problems with enforcement and either City
staff is assigned to monitor the facility, or the Police Departments have
incorporated periodic drive-bys into their patrol schedules. Location, design and
related issues are crucial to success or failure.
Staff has compiled volumes of information from other communities, however, the
City of Monrovia recently completed a comprehensive study, tour and analysis of
skateboard parks in the cities of Huntington Beach, San Dimas, Claremont, La
Verne, and Glendora. Their committee was comprised of elected and appointed
officials, and a summary of their findings has been attached for your review.
Other.communities studied vary from inexpensive portable ramps in an unfenced
area of a park, to very sophisticated skate centers in the $2•million range. We
have also attached similar studies done by other communities to provide a broader
base upon which to make comparisons. As,in any project, the expense of a facility
is driven by a variety of factors, all of which affect a project budget. It is
interesting to note that the City of Sierra Madre recently went to bid to build a •
youth center/skatepark. Three contractors responded and the bids were nearly
twice the estimated cost of $530,000. _
In 1997 the California legislature passed Assembly Bill 1296 giving cities and public
entities limited protection from lawsuits brought as a result of skateboard-related'
injuries or damages occurring on public property from people 14 years.or older.
According to the 1988 U.S. Consumer Product Safety Commission, technological
developments in safety equipment and skateboard design have greatly reduced the
number and severity of skateboard injuries which has lessened the liability.

passage of AB 1296, no skateboard lawsuits have been reported to the State of
California, however additional insurance for such a facility is standard.
On Sunday January 7, a major skate event is being planned from 1 :00-4:00 p.m. at
the Community Center parking lot for middle school and high school age
youngsters. The Staff believes the event will help determine the interest level in
skating by local youth and also help to determine the type of skating activities that
• are most popular.
If the Council would like to study the possibility of a skateboard park in Arcadia,
Staff can investigate available State and/or Federal funds that could be used
toward such a project (in addition to any possible local sources), review a potential
joint venture with a neighboring city, and hire a professional Landscape Architect,
such as Steve Rose, who will conduct youth/community workshops to assess
interest, collect and analyze the data and then proceed to develop a concept. This
initial phase would cost approximately $8,000 and take 2-3 months, depending on
the architect's availability. The final construction cost will be predicated upon
location, size and amenities.
This matter will also need to be prioritized against other parks improvements
relative to available dollars.
If the City Council has no interest in a project such as this at this time, this report
may simply be received and filed, or the decision may be deferred until either the
completion of the Youth Master Plan Update or for inclusion in the annual budget
process.

SUMMARY
The Agency is required to prepare a Legal Description and Boundary Map pursuant to
the State Board of Equalization requirements for the proposed South Arcadia
Commercial Area Amendment (See Area Map, Attachment 1).
Staff prepared a Request for Proposals (RFP) for the preparation of the Legal
Description and Map. Of the three (3) civil engineering firms who received a copy, RKA
Civil Engineers Inc. (RKA) submitted a proposal. Denise Bickerstaff, from the Agency's
consultant, Keyser Marston & Associates, has recommended this company. Based
upon their response and previous experience, they are qualified to perform the work.
The work will take approximately 7 weeks.
Staff is recommending that the Agency Board authorize RKA to prepare the Legal
Boundary Description and Map for the proposed South Arcadia Commercial District and
to appropriate $17,000 from the unprogrammed reserve for their services.
