The claim form was prepared by staff and will be submitted to the Los Angeles County Metropolitan Transportation Authority (LACMTA) and the Southern California Association of Governments (SCAG). The City will receive $321,150 in TDA funding for FY 2000- 01 to operate Arcadia Transit. DISCUSSION The Transportation Development Act is a State program that provides transportation funds to local agencies. One portion of the funding, the Local Transportation Fund (LTF), is derived from 1/4 cent of the 6 cent retail sales tax collected statewide. The 1/4 cent is returned by the State Board of Equalization to each County according to taxes collected within that County. In-Los Angeles County, the LACMTA distributes the funds to each of the participating municipal operators. The City will receive $300,620 in LTF monies in FY 2000-01. The second fund source under the TDA program is the State Transit Assistance Fund (STAF). The STAF monies are derived from the statewide sales tax on gasoline and diesel fuels. The funds are appropriated to the State Controller for allocation by formula to County Transportation Commissions. The allocation LASER IMAGED v ' _ • 1 • FY 00-01 TDA July 18, 2000 Page 2 formula is based on the following methodology, 50% according to population and 50% according to operator revenues for the prior fiscal year. The City will receive- $20,530 in STAF monies in FY 2000-01. From the two programs, Arcadia Transit will receive $321,150 in FY 2000-01. FISCAL IMPACT As previously mentioned, the City will receive $321,150 in State funds to operate Arcadia Transit. This amount represents approximately 29% of Arcadia Transit's FY 2000-01 Operating Budget.. Chapter 53, Title 23 United States Code, and other federal statutes administered by the Federal Transit Administration SUMMARY Attached for the City Council's consideration is Resolution No. 6189 authorizing;the City Manager to submit an application to the Federal Transit Administration (FTA) for capital assistance for the purchase of an integrated radio system with global positioning system (GPS) technology. Under this application, the City will request $101,000 in Congestion Mitigation and Air Quality (CMAQ) funds. This capital assistance application will be prepared by staff and will be submitted to the Regional Office of the Federal Transit Administration and the Southern California Association of Governments. The use of CMAQ funds by the City is restricted for the Arcadia Transit system.' Additionally, CMAQ funds must be used on projects that will improve air quality or the efficiency of a transit operation. The City's use of these funds for a radio communications system with GPS will improve the dispatching capabilities and thus • improve efficiency of the Arcadia Transit system. DISCUSSION As an included Municipal Operator within Los Angeles County, the City is annually allocated a portion of funds available under the Federal Section 5307 Transit Capital Assistance Program. In addition, the City also began receiving Congestion Mitigation and Air Quality (CMAQ) funds for a three year period effective FY 99-00. These short-term funds are designated for eligible capital and technology purposes. The Section 5307 and CMAQ fund allocations available to the City for current and prior fiscal years are shown below. Allocations vary significantly from year-to-year based upon Federal appropriation levels and unallocated amounts from prior years. Although a portion of these assistance funds may be used for either operating or capital purposes, the City has previously established a policy to utilize these funds only for acquisition and replacement of.Arcadia Transit capital equipment [principally vehicles]. City staff is presently preparing an Assistance Application for the purchase of an integrated radio communications system with global positioning system (GPS) capabilities. The purchase of a dedicated server and communication system will allow the Arcadia Transit system to run more efficiently, thus increasing operating reliability. FISCAL IMPACT As indicated above, the City will receive $101,000 in CMAQ funds for the procurement of integrated radio communications system with GPS capabilities. The local match requirement for CMAQ funds is 11.47%, thus the City may contribute up to $11,585 of either Proposition A or C Transportation funds to the project. • RECOMMENDATION IT IS RECOMMENDED THE CITY COUNCIL ADOPT RESOLUTION NO. 6189 AUTHORIZING THE CITY MANAGER TO FILE APPLICATIONS WITH THE FEDERAL TRANSIT ADMINISTRATION FOR FEDERAL TRANSPORTATION ASSISTANCE AUTHORIZED BY 49 U.S.C. Kasama, Associate Planner SUBJECT: Recommendation to approve the Final Map for Tract No. 52653 for an 8-unit residential condominium subdivision at 22-28 Fano Street. SUMMARY • • Tract Maps are required for all subdivisions that result in five or more parcels or units. In accordance with Arcadia Municipal Code Section 9116.3, the City Council must approve a Final Tract Map even though it conforms to all the requirements of the City's subdivision regulations and the State Subdivision Map Act. It is recommended that the City Council approve the Final Map for Tract No. 52653 for an 8-unit residential condominium subdivision at 22-28 Fano Street. DISCUSSION The Final Map for Tract No. 52653 has been reviewed by the Los Angeles County • Department of Public Works and the appropriate City Departments, and has been found to be in substantial conformance with the Tentative Tract Map conditionally approved by the Planning Commission on August 11, 1998, and is in compliance with the subdivision regulations of the Arcadia Municipal Code and the State Subdivision Map Act. RECOMMENDATION It is recommended that the City Council approve the Final Map for Tract No. 52653 provided that prior to recordation of the Tract Map all conditions of approval are complied with to the satisfaction of the City Engineer and Public Works Services Director.
