Kelly, City Manager By: Linda Garcia, Special Projects Manager SUBJECT: RECOMMENDATION TO ADOPT RESOLUTION NO. 6178 DESIGNATING AN ARCADIA CITY COUNCIL MEMBER AND AN ALTERNATE MEMBER TO THE GOVERNING BOARD OF THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS The San Gabriel Valley Council of Governments ( "COG') requires that the selection of Delegate and Alternate Member to their Governing Board be done by resolution. Mayor Gary Kovacic has requested that the City Council designate him as the Primary Delegate to the COG and Mayor Pro Tern Segal as the Alternate Delegate. RECOMMENDATION It is recommended that the City Council adopt Resolution No. 6178 amending Resolution No. 6057 and designating Mayor Gary Kovacic as the Delegate and Mayor Pro Tern Mickey Segal as the Alternate Delegate to the San Gabriel Valley Council of Governments. Lewis, General Servic s 4ager Chris Ludlum, Management A alyst Reviewed by: Tracey Hause, Administrative Services Director SUBJECT: REPORT AND RECOMMENDATION TO AWARD A PROFESSIONAL SERVICES AGREEMENT TO LORICK ASSOCIATES IN THE AMOUNT OF $41,000 TO DEVELOP AND IMPLEMENT PHASE II OF MAINTENANCE MANAGEMENT INFORMATION SYSTEM FOR THE PUBLIC WORKS SERVICES DEPARTMENT SUMMARY It is recommended that the City Council award a Professional Services Agreement to Lorick Associates in the amount of $41,000 for technical support services related to the implementation of Phase II of the Maintenance Management Information System and authorize the City Manager and City Clerk to execute the agreement in a form approved by the City Attorney. BACKGROUND On May 4, 1999, the City Council awarded a Professional Services Agreement to Lorick Associates in the amount of $31,000 to input pertinent information (i.e., street names, employee information, and facility maintenance records) into the City's new database software (Cititech) and implement a Maintenance Management Information System (MMIS). The implementation of this program was scheduled in three phases. Phase I of this System incorporated purchasing Cititech software (i.e., service requests, work orders, time keeping, traffic safety and contract management) and integrating it with the City's existing Data Information Systems. Phase I of the Maintenance Management Information System is now complete and Lorick Associates is prepared to begin the second phase. Phase II will consist of conducting implementation training for crew chiefs and administrative personnel, establishing links to other databases to electronically set -up engineering projects /contracts, inputting stores inventory, fleet maintenance modules and developing specialized reports (e.g., work orders, pavement management, employee records). LASER IMAGED (-'c/V. /C>-- Mayor and City Council"' May 16, 2000 Page 2 DISCUSSION The Maintenance Management Information System is a comprehensive computer program, which will be used as a proactive tool to assist Public Works Services Department managers in making decisions that will improve the operational productivity and efficiency of their respective functions. Phase I of this system tracks field operations and provides the data necessary for the Department to electronically track activities and service requests. It can also increase responsiveness to the community, based on actual work request information. This will standardize the means in which operational information is collected, analyzed, and cataloged for future reference. Performance and cost standards will also be provided through continuous analysis and monitoring of routine operational activities and required resources. The new system will result in improved efficiency and productivity because the system will generate a master work -order list to serve as a tracking mechanism for all outstanding customer service requests by computerizing work orders. Office staff will enter each request into the program. Once entered, field personnel (Superintendents and Crew Chiefs) will retrieve and prioritize each request and schedule the work. Once the request is complete, the Crew Chief will enter a record of the labor hours, equipment/supplies used and actual work performed, electronically updating the work order. Lorick Associates has successfully completed Phase I of the MMIS and is ready to begin Phase II. The next phase will implement all tasks necessary to establish the following procedural processes: • Conduct a series of training sessions at four different intervals during the process. These will include the formulation of the activity guidelines, an annual plan and organization of resources. The sessions will include both general management training and actual implementation directions. The fourth training session will detail the use of computer operations in the MMIS system. Administrative staff will be trained on the entry of work : _ta, production of reports, system parameters and database update. • Review existing databases and outline processes neceF.l.ry to create links between Cititech and other software such as MicroPave- .nd Computerized Fleet Analysis. This outline will include creating the - acessary links to electronically transfer payroll data to the City's Finance Department. • Input characteristic information (e.g., tree inventory and catch basins) into the Cititech software and incorporate with Public Works Services engineering projects and maintenance contracts (i.e., janitorial, tree trimming and NPDES). Engineering and Contract Administration staff will be trained on reporting daily work and updating all contract/engineering project information. Mayor and City Council `kaw May 16, 2000 Page 3 C' Outline all reports necessary to fully utilize information stored in the maintenance system. Reports will be generated that provide information on productivity and work order /project by activity. Staff has also included a third phase of this program in next years Capital Budget. Phase III of the MMIS (subject to City Council approval) will enable Public Works Services Department managers to use the reports to establish standards for service, response times to requests for service and to determine levels of overall customer satisfaction with the services being provided to Arcadia's residents. This phase will consist of establishing work scheduling procedures, developing a work control and monitoring process, and installing a digital data entry system through bar coding and expanding the system for City wide application at an estimated cost of $25,230. Lorick Associates will utilize their past project team's experience in similar agencies throughout Southern California to successfully implement Phase II of the project. Staff recommends awarding a Professional Services Agreement to Lorick Associates in the amount of $41,000 to develop and implement Phase 11 of a Maintenance Management Information System for the Public Works Services Department. FISCAL IMPACT Funds totaling $41,000 are budgeted in the 1999/2000 Water ($27,000) and Equipment Replacement ($14,000) Funds for this project. The total cost to award this contract to Lorick Associates is $41,000. RECOMMENDATION It is recommended that the City Council: 1) Award a six -month Professional Services Agreement to Lorick Associates in the amount of $41,000 for technical support services related to the implementation of Phase II of the Maintenance Management Information System 2) Authorize the City Manager and City Clerk to execute contract agreements in a form approved by the City Attorney. SUMMARY The City Council at its May 2 meeting directed staff to prepare the following ordinance to allow horseracing and other events to be telecast via satellite feed seven (7) days a week until no later than 1:30 a.m. subject to specific performance standards. Ordinance 2119 reflects the proposed changes to the performance standards including the following: • Allowing patrons to occupy the outside box seat Club Court and Turf Club areas in order to watch and listen to individual televisions located at tables therein, between 6:00 p.m. and 10:00 p.m. • A requirement that there shall be no parking fee for events taking place after 6:00 p.m.; and • A procedure whereby the Development Services Director may approve a request to conduct an event beyond 10:00 p.m., but in no case later than 11:00 p.m. City Council — Ordinance 2119 LASE ' ''' . 1'd... /2000 i0tf19 age 1 • CITY COUNCIL ACTION The City Council should move to introduce Ordinance 2119 as attached or as modified by the Council. SUMMARY Tentative maps-and final maps are required for all subdivisions that result in five or more parcels or condominiums. The City Council shall approve a final map if it conforms to all the requirements of the subdivision regulations of the Municipal Code and the State Subdivision Map Act. It is recommended that the City Council approve Final Map No. 52747 for a 7-unit residential condominium project at 417 California Street. DISCUSSION Final Map No. 52747 has been reviewed by the Los Angeles County Department of Public Works and the appropriate City Departments. Said map has been found to be in substantial compliance with the tentative map, as approved by the Planning Commission on January 26, 1999, and is in compliance with the subdivision regulations of the Municipal Code and the State Subdivision Map Act. RECOMMENDATION The Development Services Department recommends approval of Final Map No. 52747 provided that before the final map is recorded all outstanding conditions of approval shall be complied with to the satisfaction of the City Engineer. Butler, Community Development Administrator SUBJECT: Consideration of Final Map No. 52876 for an 8-unit residential condominium project at 1115 Fairview Avenue. SUMMARY Tentative maps and final maps are required for all subdivisions that result in five or more parcels or condominiums. The City Council shall approve a final map if it conforms to all ,the requirements of the subdivision regulations of the Municipal Code and the State Subdivision Map Act. It is recommended that the City Council approve Final Map No. 52876 for an 8-unit residential condominium project at 1115 Fairview Avenue. DISCUSSION Final Map No. 52876 has been reviewed by the Los Angeles County Department of Public Works and the appropriate City Departments. Said map has been found to be in substantial compliance with the tentative map, as approved by the Planning Commission on May 25, 1999, and is in compliance with the subdivision regulations of the Municipal Code and the State Subdivision Map Act. RECOMMENDATION The Development Services Department recommends approval of Final Map No. 52876 provided that before the final map is recorded all outstanding conditions of approval shall be complied with to the satisfaction of the City Engineer. Kasama, Associate Planner SUBJECT: Recommendation to approve the Final Map for Tract No. 52899 for a 9-unit residential condominium subdivision at 1122 Arcadia Avenue. SUMMARY Tract Maps are required for all subdivisions that result in five or more parcels or units. In accordance with Arcadia Municipal Code Section 9116.3, the City Council must approve a Final Tract Map even though it conforms to all the requirements of the City's subdivision regulations and the State Subdivision Map Act. It is recommended that the City Council approve the Final Map for Tract No. 52899 for a 9-unit residential condominium subdivision at 1122 Arcadia Avenue. DISCUSSION The Final Map for Tract No. 52899 has been reviewed by the Los Angeles County Department of Public Works and the appropriate City.Departments, and has been found to be in substantial conformance with the Tentative Tract Map conditionally approved by the Planning Commission on May 25, 1999, and is in compliance with the subdivision regulations of the Arcadia Municipal Code and the State Subdivision Map Act. RECOMMENDATION The Development Services Department recommends approval of the Final Map for Tract No. 52899 provided that prior to recordation of the Tract Map all conditions of approval are complied with to the satisfaction of the City Engineer and Public Works Services Director.
