13. CITY MANAGER
a. Consideration of request from the Highland Homeowners Association for Approved 5-0
installation of a welcome sign in the Santa Anita Avenue median.
Recommendation to authorize the City Manager to enter into a lease ~yroved s-o
contract for a period of up to 24 months with commercial mobile systems
for modular units to be used as temporary locker room and restroom/shower
facilities during the new police station construction project in the amount
of $42,426.40, and to authorize the appropriation of $23,000.00 that will
finance utility connections and locker relocation.
14. CITY ATTORNEY
a. Recommendation of Ordinance No. 2134, an Ordinance of the City Introduced 5-0
Council of the City of Arcadia, California, adding section 4912.7 to Article IV,
Chapter 9.2 of the Arcadia Municipal Code regarding the placement of
permanent Homeowners' Association identification signs within the
public rights of way within the City of Arcadia.
b. Recommendation to adopt Ordinance No. 2133, an Ordinance of the Adopted 5-0
CityCouncil of the City of Arcadia, California, changing the zoning of a as amended
3.81 foot wide strip of property between 201-221 E. Duarte Road and
810 S. Second Avenue from C-1/Limited Commercial to R-2/Medium
Density Multiple Family Residential and to remove a P/Automobile Parking
Overlay from 810 S. Second Avenue.

SUBJECT: Public Hearing -- 2001-2002 Statement of Objectives and Project Use
of 27th Year CDBG Funds
SUMMARY
•
The Los Angeles County Community Development Commission (CDC) has advised
the City that we will receive approximately $416,306 in Community Development
Block Grant (CDBG) Funds for fiscal year 2001-02. Cost and project summaries
must be submitted to the County no later than March 1, 2001. The Development
Services Department is recommending that the City Council approve the projects as
set forth below for fiscal year 2001-2002. .
DISCUSSION
The City has been a participant in the Community Development Block Grant
program for approximately 27 years. Federal regulations require that no less than
70% of a grantee's aggregate funds ($416,306) are to be used to support activities
that benefit persons of low and moderate income; resulting in a minimum of
$291,414 to be spent for low/mod activities. A maximum of 25% of the funds
($104,076) may be utilized for public service programs and 10% of the funds
($41,630) may be utilized for the administration of the CDBG program. The amount
of funds allocated annually to the City may vary depending on HUD's allocation to
the Community Development Commission.
In order for a project to qualify for Community Development Block Grant funds, the
project must meet one of the following criteria: (1) a project must benefit lowland
moderate income persons, (2) aid in the prevention or elimination of slum and blight
and/or (3) have a particular urgency because existing conditions pose a serious

Information and Referral Services - $36,000.
This is an ongoing program providing senior citizens with essential information to
maintain independent living and healthy lifestyles. CDBG funds are utilized to
purchase office and operating supplies, to produce publications to advertise the
services and to obtain reference materials and training for the staff and
volunteers.
The number of persons to be assisted is projected to be approximately 8,000.
The majority of participants are over the age of 55. The program is administered
by the Recreation and Community Services Department.
Youth Program - $15, 000
•
This is an ongoing program directed to help youths 18 years and under who are
from low-income families. The program provides funds to send youths to day
camp, music club, educational field trips, summer camp and has subsidized
band equipment and uniforms for low income students.
ADA (American Disabilities Act/Title 24) Compliance - $100, 000
• This'- program provides funding to purchase all necessary equipment and
materials to retrofit City Hall to meet Title 24 requirements as set forth in the
Americans with Disabilities Act. These monies are being used for the addition of
hand railings, accessible parking, entrance signs, guard railings, and platform
lifts. It is anticipated that all necessary City Hall ADA work will be completed this
year. .
Independent contractors are doing the retrofitting. .

Historic Preservation Inventory of Buildings - $40,000
This program will use the funds to hire a consultant to compile an inventory of
historic buildings throughout the City. The City's General Plan addresses under
Cultural. Resources, that an "up-to-date inventory of historically, culturally and/or
architecturally significant structures be maintained to promote awareness of the
City's resources". To achieve this goal, the CDBG funds may be used to do a
citywide survey. The funds may also be used for related activities such as ;staff
administration, architectural, engineering, appraisal, and other professional

Information and Referral Services - $37,500 (Public Service Program, Low/Mod)
This is an ongoing program that provides senior citizens with essential

assistance (Medicare, social security,, income tax, medi-cal, SSI), housing,
transportation, legal assistance, in-home services, health services and
educational opportunities. The number of unduplicated persons to be assisted is
projected to be approximately 5,000. The majority of participants are over the
age of 55. This program. is administered by the Recreation and Community
Services Department.

The funds for this program will cover operating expenses to deliver two meals a
day to approximately 60 homebound residents of Arcadia. The cost of operating
this service. is an average of$5,000 per program year. These funds will offset the
costs to operate the Meals on Wheels program, administered by the Arcadia Red
Cross, in lieu of increasing the meal prices to the recipient.

SUBJECT: 2001-2002 CDBG Block Grant Funds
Dear Mayor and Members of the City Council,
On behalf of the American Red Cross, Arcadia Chapter, I am requesting that the City
Council allocate $5,000 in Community Development Block Grant funds for the Arcadia
Red Cross Meals on Wheels program for fiscal year 2001-2002.
The Meals on Wheels program is designed to assist 60 Arcadia residents at any one time'
by delivering two meals a day (one hot and one cold) five days a week. Last year we
served 109 residents. Recipients in the program are homebound shut-ins,usually elderly
individuals and handicapped persons who need assistance to remain independent in their
own homes. Because of their age and/or disabilities,most of them are on fixed incomes
Support from the CDBG funds would be used to support costs of program delivery.
While participants are charged for meals,the charge does not cover the cost of operating
the program. It has been this chapter's direction to try and raise funds to support the
program rather than increase the cost to be a Meals on Wheels recipient. For the last
several years, it has the chapter an average of$5,000 to operate the Meals on Wheels
program.

NOTICE OF PUBLIC HEARING
BEFORE THE
ARCADIA CITY COUNCIL
A PUBLIC HEARING will be held before the City Council on Tuesday, February
6, 2001 at 7:00 p.m. in the Council Chambers at Arcadia City Hall, 240 West Huntington
Drive, Arcadia. The purpose of the public hearing will be to obtain the views of citizens
on community development and housing needs in order to determine what Community
Development Block Grant (CDBG) programs the City should undertake for fiscal year
2001-02.
In 2001-02 the City will receive approximately $416,306 in Community
Development Block Grant Funds (CDBG). These funds may be used for programs such
as community conservation, i.e., housing rehabilitation programs; neighborhood
development programs; community business revitalization programs; retrofitting public
facilities to comply with Federal ADA requirements; senior citizen programs, meals
programs and public works projects such as the removal of architectural barriers,
construction of handicap ramps, replacement of street lighting, street resurfacing, •
undergrounding of utilities,etc.; and public service programs. Any program undertaken
with CDBG funds must benefit low and moderate income families or aid in the
prevention of slum and blight.
Any persons wishing to speak on this item are invited to attend the Public
Hearing. Any person wishing to challenge any action taken after the public hearing may
be limited to raising only those matters raised by him/herself or others at he public
hearing.
In compliance with the Americans With Disabilities Act, if you need special
assistance to participate in a city meeting, please contact the Senior Administrative
Assistant at (626) 574-5423 at least three (3) working days before the meeting or time
when such special services are needed. This notification will help city staff in making
reasonable arrangements to provide you with access to the meeting.
