SUBJECT: RECOMMENDATION TO AWARD A PURCHASE CONTRACT TO KREBS
ENGINEERING INC. IN THE AMOUNT OF $42,725.00 FOR THE
PURCHASE OF THREE (3) SAND SEPARATORS FOR THE PECK ROAD
WATER FACILITY
SUMMARY:
This project includes the purchase of three (3) sand separators at Peck Road water facility
(see attached location map). The existing sand separators are beyond repair and must be
replaced in order to continue using this water facility for water production. The
replacement of these units are included in the 2000/01 Capital Improvement Program.
Staff recommends that the City Council award a purchase contract to Krebs Engineers Inc.
in the amount of $42,725.00 for the purchase of these sand separators.
DISCUSSION:
Sand separators are used to remove suspended sand in well water, preventing it from
entering into the distribution system. The existing sand separators at Peck Road water
facility were originally installed in 1962.
The Peck Road water well discharge line requires three (3) sand separators to provide for
full pumping capacity of 2,500 GPM. This well is critical to the water system operation and
requires that three (3) separators remain on line while the plant is producing water. The
original intent of this project was to solicit bids to redesign and construct new sand
separators. However, a cursory investigation determined that new, redesigned sand
separators would require the existing discharging system to be modified. This would add
approximately $35,000 to $40,000 to the total cost of the project. During further research
staff found that the original manufacturer Krebs Engineers Inc. was still in business and
that these units were still available for purchase. Staff believes that it will be less
expensive to purchase these units through Krebs Engineers, Inc as a sole source vendor,
as opposed to purchasing new units by a different manufacturer and modifying the water
distribution piping.

Staff recommends that the City Council award a purchase contract to Krebs Engineers Inc.
in the amount of $42,725.00 for the purchase of three (3) sand separators for the Peck
Road water facility.
FISCAL IMPACT:
Funds in the amount of $100,000 have been appropriated in the 2000 -2001 Capital
Improvement Program for this project. Since it is significantly less expensive to purchase
new sand separators, instead of replacing them with another type, the project cost is
significantly less than what was budgeted. The final purchase cost for these sand
separators is $42,725.00. Water Division staff will install these units once the City
receives delivery.
RECOMMENDATION:
It is recommended that the City Council:
Award a sole source purchase contract to Krebs Engineers Inc. in the amount of
$42,725.00 for the purchase of three (3) sand separators.

2001 FIRE PUMPER FROM KME FIRE APPARATUS FOR THE FIRE
DEPARTMENT
SUMMARY
A 1988 fire pumper has reached its useful life and can no longer be depended upon as
an emergency vehicle. Staff is therefore recommending the City Council award a
purchase contract and appropriate $333,612.00. from the Equipment Fund for the
purchase of one (1) 2001 Fire Pumper from KME Fire Apparatus.
DISCUSSION
The Five -Year Capital Improvement & Equipment Acquisition Program provides for a
1988 fire pumper to be replaced in the year 2003/04. The existing pumper has over
92,000 miles and in excess of 280,000 "operating hours ". Operating hours include the
number of hours the pumper idles at scene, pumps at an incident, or any time the
engine is running. Due to frequent usage since placed in service, it is staffs opinion
this pumper has reached the end of its useful life and must be replaced earlier than
anticipated. This pumper has repair costs exceeding $127,000.00 since placed in
service. The existing replacement policy for fire pumpers is 15 years, with the
philosophy of ten years of front line service and five years of reserve service. However,
this replacement policy is currently under review evaluating repair costs, engine hours,
mileage and years of service.
On February 6, 2001, the City Council awarded the purchase of one fire pumper to KME
Fire Apparatus. KME Fire Apparatus was one of two competitive bids received. Staff is
recommending the City Council award the purchase of a second fire pumper, replacing
the 1988 pumper, to KME Fire Apparatus. KME Fire Apparatus has agreed to hold the
current price of the pumper for 60 days.

RECOMMENDATION
It is recommended that the City Council:

ASSISTANCE UNDER THE NATURAL DISASTER ASSISTANCE ACT
Summary
The State of California requires cities to designate by resolution employees who have
authority to apply for financial assistance in the event of a disaster. The City Council
previously designated the City Manager, Fire Chief and Fire Captain assigned to
Emergency Services as Arcadia's authorized agents. Staff is recommending that the
City Council substitute the Assistant City Manager /Development Services Director as an
authorized agent in lieu of the Fire Captain.
Discussion
The State Office of Emergency Services (OES) requires cities to file an OES 89 form,
designating specific individuals as authorized agents to apply for disaster assistance.
Specifically, this form is required in order to be eligible for obtaining federal financial
assistance under P. L. 93 -288 as amended by the Robert T. Stafford Disaster Relief
and Emergency Assistance Act of 1988, and for state financial assistance under the
Natural Disaster Assistance Act.
The City Council previously authorized the City Manager, Fire Chief and Fire Captain
assigned to Emergency Services as Arcadia's authorized agents. Because a Fire
Captain is no longer responsible for Emergency Services, staff is recommending
substituting the position of Assistant City Manager /Development Services Director in
lieu of the Fire Captain. Both the City Manager and Fire Chief will remain as authorized
agents.
Fiscal Impact
There is no fiscal impact in adopting this resolution.

SUBJECT: Report and Recommendation to Adopt the "Amended and
Restated Agreement Among the Cities of Pasadena, Monrovia,
Arcadia, Azusa, Covina, West Covina and Alhambra Creating
a Joint Powers Authority for Police Helicopter Services to be
Known as the Foothill Air Support Team" and Authorize the
City Manager to Enter Into the Agreement in Behalf of the
City of Arcadia.
SUMMARY
In May 2000, the Council authorized the City Manager to enter into an agreement with
the cities of Arcadia, Azusa, Covina, Monrovia, Pasadena, and West Covina to establish a
Joint Powers Authority (JPA) for the purpose of providing helicopter support to the
aforementioned communities. The JPA was established and the helicopter program has
been operational since August 2000. The purpose of this proposal is to adopt an amended
and restated agreement authorizing the addition of the City of Alhambra as a member of
the JPA and clarifying language in the JPA that will allow the City Managers and Police
Chiefs, acting as the Executive Committee of the JPA, to establish criteria and allow
other communities to be added to the JPA in cases where the addition would benefit the
operation of the program. The amended agreement authorizes the Executive Committee
to add cities without requiring the City Council to adopt a new JPA each time a city is
considered for membership.
BACKGROUND & DISCUSSION
In May 2000, the cities of Arcadia, Azusa, Covina, Monrovia, Pasadena, and West
Covina formed a Joint Powers Authority for police helicopter services known as the
Foothill Air Support Team (FAST). The FAST program has proven to be an effective
tool to enhance law enforcement capability through rapid response to events and as an
aerial platform to direct ground units attempting to apprehend criminals. The JPA
contracts with the City of Pasadena for the helicopter.

Aircrews include officers from the participating agencies, trained by Pasadena. As the
program continues to develop, officers from participating departments who possess the
appropriate pilot licenses may also be assigned as pilots. The program currently operates
on Friday and Saturday nights. The executive committee determines specific hours of
operation.
Air support has become a critical tool in support of police operations. In that light, the
FAST JPA has quickly shown its value as a crime - fighting tool in the San Gabriel Valley.
In October 2000, the City of Alhambra asked the JPA for permission to conduct tests to
determine the viability of adding their city to the JPA. Test flights evaluating critical
components such as response time were conducted. It was found that Alhambra's
addition did not cause any degradation in overall response time to the existing cities.
Therefore, in January 2001, the Executive Board of the JPA voted to approve the addition
of Alhambra to the JPA
The existing language of the JPA requires the adoption of a new JPA by each individual
city council when a new city is added to the program. Recognizing that it is more
efficient to inform the councils of the proposed addition of a new member rather than
adopting a new JPA for future additions, the Executive Board requested that the language
in the JPA be modified to vest authority in the Board to conduct evaluation tests, assess
impact and grant membership to the JPA. This does not change the procedure of
notifying the respective city councils of the intention, merely streamlines the process by
not requiring a new JPA for each action.
Secondarily, there were some typographical and grammatical errors in the original JPA.
Those have been corrected.
A third clarification was made under the provisions of Government Code Section 6509
which requires that the powers of a joint powers authority be exercised in the same
manner as those of one of the member agencies, and it also requires that each entity be
identified in the agreement. The City of Pasadena is properly identified as that agency,
but the Agreement does not provide for a backup if Pasadena ceases to be a member. To
comply with the statute the amended Agreement now identifies the back -up city as the
City of Monrovia.
Finally, as noted above, the Amended Agreement permits the Executive Committee to
authorize emergency services to other agencies. It also authorizes it to permit non-
members to receive services on a trial basis in order to determine whether or not they
want to apply to join FAST. The Executive Committee is also given flexibility to adjust
the days and hours of operation provided that all operations remain within the approved
budget.
The Executive Committee considered the potential increase in rapid response of the
FAST helicopter to member cities should Alhambra be admitted into the JPA. A test of
response times was conducted over a four -week period wherein the FAST helicopter
patrolled the City -of Alhambra on a trial basis. The FAST helicopter maintained a
ra%
consistent response time less than forty-five seconds to calls for service when responding
from the City of Alhambra to other member cities. The inclusion of the City of
Alhambra also provides additional funding that will allow for future expansion of flying
hours and days.
FISCAL E%IPACT
None. The cost to the City of Arcadia remains at $32,444 per year and is paid from the
Police Department's Asset Seizure Fund.
CITY ATTORNEY REVIEW
The amended and restated Joint Powers Agreement has been reviewed and approved as to
form by the City Attorney.
RECOMMENDATION
It is recommended the City Council adopt the "Amended and Restated Agreement
among the Cities of Pasadena, Monrovia, Arcadia, Azusa, Covina, West Covina and
Alhambra creating a Joint Powers Authority for police helicopter services to be
known as the Foothill Air Support Team" and authorize the City Manager to enter
into the agreement in behalf of the City of Arcadia.

Communications Corporation and the Possible Default of
Section 15(b) of the Cable Television Franchise between the
City of Arcadia and Adelphia Communications Corporation
Regarding Two-Way High-Speed Internet Access
BACKGROUND
On February 20, 2001 , a Public Hearing was held on this issue and the City
Council continued the item to allow Adelphia time to submit data that would
confirm the availability of Internet access in Arcadia and their compliance
with Section 15(b) of the cable television franchise.
DISCUSSION
Following the meeting of February 20, staff and the City's cable consultant
met with Lee Perron, Adelphia's Vice President of Corporate Affairs, and
Kurt Taylor, area General Manager, and requested the submittal of specific
information to determine if two-way high-speed Internet access was
available to the entire community. On March 7, staff received the attached
information, as well as additional detailed engineering measurements, which
demonstrates franchise compliance. This information had previously been
requested by the City Attorney and was not received, thus prompting the
public hearing on February 20.

The specific issue in this matter was whether or not Adeiphia had met the
contractual obligation to provide Internet service by December 1, 2001, as
agreed. Their documentation reveals four (4) Arcadia subscribers had the
Internet service in December, and that eighty-four (84) subscribers now
receive this service. After review of the information provided by Adeiphia,
staff and the City's cable consultant believe sufficient evidence has now
been provided to indicate franchise compliance.
RECOMMENDATION
It is recommended that the City Council determine that Adeiphia has met its
contractual obligation under Section 15(b) of the cable television franchise,
and take no further action.

ARCADIA, CALIFORNIA REVERSE CERTIFICATION
(March 7,2001)
Tests were performed for the City of Arcadia on March 5th and 6th to demonstrate that modem service was
available throughout the system. Standard node certification procedures were used. Specifically,forward
signal level,received reverse level and ingress,and reverse carrier to noise were measured.The equipment
used was a H.P. Spectrum analyzer model 8591C serial number 3710A01941.
The results of these measurements are tabulated on the next page,and actual data is presented in this report.
TEST PROCEDURES
A test carrier was injected into the last amplifier at the end of each longest cascade in each CMTS port.A
constant level Of 36 dBmV was used.The return carrier level was measured using the spectrum analyzer
which was connected to the reverse receiver 20 dB test point.. Additionally, The carrier to noise of the
signal was measured and recorded. All measurements were made using standard NCTA recommended
procedures.

TEST RESULTS
As can be seen from the attached data and tabulation, the received level from the nodes was an average of
29.1 dBmV with a delta of approximately±2 dB.The average carrier to noise and ingress far exceeds the
27 dB required for certification.Therefore the entire Arcadia system is certified and currently has modem
service available throughout the City.

SUBJECT: Report and Recommendation to Waive Expenses Related to Traffic
Control Services for the Seventh Annual. Santa Anita Derby Day 5K Run &.
Walk to be-Held on Saturday, April 7, 2001.
SUMMARY
The Los Angeles Turf Club (Santa Anita) is sponsoring their annual 5K Run & Walk
wherein traffic-control services are required to facilitate the event: This is, the uSeventh
Annual Santa Anita Derby Day 5K Run & Walk" and is to be held on Saturday, April 7,
2001. Typically, when City services or personnel are required for coordination of special
events, the cost of these services is borne by the-event organizer. In this instance, .like
years past, Santa Anita is,requesting that the City waive the cost of traffic control services
because of the charitable nature of this event. .
DISCUSSION
The 5K race is one of several special events that will be held in conjunction with the Santa
Anita Derby and will be coordinated by Kathy Inane Events. This year the Derby Day 5K
Run & Walk is again co-sponsored by Methodist Hospital of Southern California.
Participation of contestants has increased each year, and it is anticipated that about 3,500
runners/walkers will join in this year's event.
Any profits from the race will be donated to local beneficiaries including the Arcadia High
School Boosters Club, the Arcadia DARE. Program, and local Explorer Scouts. If the
race operates at a loss, Santa Anita will give all organizations a check for a fixed amount.
The racecourse will remain the same as last year. The race will begin in the south parking
lot (adjacent to gate#1) of the racetrack, and runners/walkers will proceed through the mall
parking lot, exit at gate#8 and cross Baldwin Avenue. The participants will continue north
on Baldwin Avenue in the southbound #2 lane, which will be barricaded, and enter the
Arboretum parking lot just south of gate #7. They will proceed through the course in the
Arboretum and exit by the fountain, cross back over Baldwin Avenue, and enter the

racetrack through gate #7. Finally, the racers will proceed through the turf tunnel and
infield, and wind up on the training track to the finish line.
The Police Department will provide intermittent traffic control to facilitate the running of the
race and to ensure the safety of the participants. The traffic control unit will be composed
of the Chief of Police and Department Command Staff, who will donate their time and
efforts for this community event. The saving to Santa Anita is estimated at approximately
$1,500.00. .
It is anticipated that traffic flow on Baldwin.Avenue between Colorado and Huntington will
be diverted between 8:00 a.m. and 8:30 a.m. Police personnel will use traffic flow
management patterns that have been previously used and shown to have the most minimal
effect on businesses or local residents.
As part of hosting an event of this type, Santa Anita is also required to provide a certificate
of insurance designating the City of Arcadia as an additional insured. They have provided
the'required insurance certificate and it has been approved by the City Attorney.
FISCAL IMPACT
None. The $1,500.00 associated with traffic control services will be absorbed by the Police
Department utilizing the donation Of staff time by the Police Chief and Command Staff.
RECOMMENDATION "
It is recommended that the City Council move to approve Santa Anita'S request to waive
the cost of traffic'control services for the Seventh Annual Santa Anita Derby Day 5K
Run &Walk to be held on April 8, 2001.

SUBJECT: Consideration of Final Map No. 53143 for a 5-unit residential
condominium project at 835-839 Golden West Avenue.
SUMMARY
Tentative maps and final maps are required for all subdivisions that result in five or
more parcels or condominiums. The City Council shall approve a final map if it
conforms to all the requirements of the subdivision regulations of the Municipal
Code and the State Subdivision Map Act. It is recommended that the City Council
approve Final Map No. 53143 for a 5-unit residential condominium project at 835-
839 Golden West Avenue.
DISCUSSION
Final Map No. 53143 has been reviewed by the Los Angeles County Department of
Public Works and the appropriate City. Departments. Said map has been found to
be in substantial compliance'with the tentative map, as approved by the Planning
Commission on April 25, 2000, and is in compliance with the subdivision regulations
of the Municipal Code and the State Subdivision Map Act.
RECOMMENDATION
The :;Development Services Department recommends approval of Final Map
No. 53143.
