SUMMARY The approval of the proposed new and revised job descriptions will amend the City's existing personnel classification and compensation plan. BACKGROUND Periodically, City departments experience the need to create new classifications or revise existing job descriptions to address new operating needs. They develop requests that are reviewed by the City Manager, and then the Administrative Services Department/Human Resources Office conducts appropriate assessment interviews, meetings and analyses to evaluate the requests and make recommendations. The Human Resources Commission is responsible for reviewing and approving all job descriptions, prior to the job descriptions being sent to City Council for final approval. DISCUSSION The proposed job specifications pertain to three City Departments as follows: 1. Administrative Services Department - The Administrative Services Director has proposed that the Senior Accounting Technician classification in the Cashier's Office be reclassified to Revenue Collection Specialist (non- management classification compensated at Salary Range 54) to more accurately describe the job functions being performed. City Manager's Office — The City Manager has proposed the revision of the following two job descriptions to address the needs of the City's management operations: Special Assistant to the City Manager (previously Management Services Officer) and Communications, Marketing and Special Projects Manager (previously Special Projects Manager). 3. Police Department — The Police Chief has proposed that the Community Services Officer job description be revised due to changes in the parking enforcement operations. 4. Fire Department — The Fire Chief has proposed that the following four job descriptions be revised to address minimum job requirements needs in the department: Fire Fighter, Fire Paramedic, Fire Engineer and Fire Captain. 5. Public Works Services Department - The Director of Public Works has proposed that two new job classifications be created due to new environmental regulations compliance requirements and engineering services management needs: Environmental Services Officer (management classification compensated at Salary Range 68) and Senior Civil Engineer (management classification compensated at Salary Range 74). At its regular meetings on February 21, 2002 and March 14, 2002, the Human Resources Commission reviewed and approved the proposed new and revised job descriptions. FISCAL IMPACT The approval of the proposed new and revised job descriptions will not have an additional impact on the City budget because their funding have been addressed through the regular budget process. RECOMMENDATION It is recommended that the City Council approve the job descriptions for the new classifications of Revenue Collection Specialist, Environmental Services Officer and Senior Civil Engineer, as well as approve the revisions to the existing job descriptions of Community Services Officer, Fire Fighter, Fire Paramedic, Fire Engineer, Fire Captain, Special Assistant to the City Manager, and Communications, Marketing and Special Projects Manager, effective April 3, 2002. Kelly, City Manager -,�;v. -61 MATO STAFF REPORT April 2, 2002 FIRE DEPARTMENT TO: Mayor and City Council I FROM: George Truppelli, Fire Chief jf Prepared by: Su Tan, Manadement Analyst SUBJECT: RECOMMENDATION TO AUTHORIZE AND AWARD A FIFTEEN (15) MONTH PROFESSIONAL SERVICES AGREEMENT, NOT TO EXCEED $22,500, TO UCLA MEDICAL CENTER, CENTER FOR PREHOSPITAL CARE FOR FIRE DEPARTMENT EMS /PARAMEDIC QUALITY ASSURANCE PROGRAM SUMMARY Currently, the Fire Department contracts with UCLA Medical Center, Center for Prehospital Care, for EMS /Paramedic Quality Assurance Program services. Staff recommends that the City Council award a fifteen (15) month Agreement in the amount of $22,500 to UCLA Medical Center for EMS /Paramedic Quality Assurance Program services. DISCUSSION Lyn Riley, an EMS Educator /Quality Improvement Facilitator, has provided in -house continuing education and has coordinated the Fire Department's Quality Assurance Program for the past five (5) years. Through UCLA Medical Center, Ms. Riley, a sole source provider, is the only provider who conducts in -house continuing education in prehospital and emergency medicine to maintain certification and licensure of the department's fifty -two (52) EMT -Basic and EMT - Paramedic personnel, and provides improvement services to maintain or enhance the quality of patient care. UCLA Medical Center has provided excellent and affordable in -house service to the Arcadia Fire Department. The work assigned is completed and is always performed in a timely and efficient manner. Based on excellent performance and service and ongoing continuity, staff is recommending that the City Council award a fifteen (15) month Agreement in the amount of $22,500. FISCAL IMPACT Funding for the service has been included in the FY 2001/02 budget and will be included in the FY 2002/03 budget. The total amount of the service agreement is estimated at $22,500. Kelly, City Manager April 2, 2002 c l �Y i — " L—) WORKS TO: Mayor and City Council FROM: Pat Malloy, Public Works Services Dire r SUBJECT: RECOMMENDATION TO APPROVE THE SALE OF TWO (2) POLICE DETECTIVE SEDANS TO THE ARCADIA UNIFIED SCHOOL DISTRICT IN THE AMOUNT OF $7,000 Summary: Staff recently received a request from the Arcadia Unified -School District (AUSD) to purchase two (2) surplus police detective vehicles. AUSD has offered the City $7,000 for these two (2) vehicles. Staff tentatively agreed to this offer subject to City Council's approval. $3,500 per vehicle appears to be a fair price based on past selling prices for similar vehicles that have been sold at public auctions. Prices received in 1998 and 1999 ranged from $1,900 to $4,600, or an average of $3,575. Based on the condition of the two (2) surplus vehicles, staff believes $3,500 is a fair price. In accordance with the Municipal Code, staff recommends that the City Council waive the formal bid process, declare the two (2) vehicles as surplus equipment and authorize the sale of two (2) 1995 Chevrolet Caprice vehicles to the Arcadia Unified School District for $7,000. Discussion: The Arcadia Unified School District has approached the City requesting to purchase two (2) surplus detective vehicles. AUSD staff has reviewed each of these vehicles and has offered to purchase both vehicles for a total price of $7,000. According to AUSD staff, fiscal constraints limit their ability to purchase new vehicles, and they are interested in purchasing our vehicles because of our good repair and maintenance history. They feel that these units are still in reasonable condition and will meet their needs as AUSD pool cars. Based on the AUSD's offer and staff's review of past selling prices, staff recommends that the City sell the two (2) vehicles to the District for a total price of $7,000. Fiscal Impact: Funds from the sale of these two (2) vehicles will be deposited into the Equipment Replacement Fund. Recommendation: It is recommended that the City Council: 1. Waive the formal bid process 2. Declare the two (2) detective vehicles as surplus equipment 3. SUBJECT: Report and Recommendation to Accept the Donation of $10,000, Over a Two - Year Period, from the Oak Tree Racing Association in Support of the Arcadia Mounted Enforcement Team (A.M.E.T.) Program SUMMARY The Oak Tree Racing Association has generously donated $10,000, payable over two years, in support of the Police Department's A.M.E.T. Program, and it is recommended that the City Council accept this contribution. BACKGROUND & DISCUSSION The A.M.E.T. Program was implemented in 1996 to enhance the community- oriented policing effort. Since its inception, the mounted unit has participated in many City functions and events and has received strong support from the community. At the request of Santa Anita Park personnel, the unit was also deployed to patrol the parking lots and stable area to curtail criminal activities. Over the years, the A.M.E.T. Program has proven to be a strong deterrent in unlawful activities. Based on the merits of the program, Mr. Sherwood Chillingworth, Executive Vice President of the Oak Tree Racing Association, presented to their Board of Directors a proposal to support the care and maintenance, medical, and boarding of the horses with a donation to A.M.E.T. These costs were estimated at $5,000 per year; therefore, a contribution of $10,000, payable over two years, was approved during their February Board of Directors' meeting. FISCAL IMPACT None. RECOMMENDATION The Police Department recommends that the City Council accept the donation of $10,000, over a two -year period, from the Oak Tree Racing Association in support of the Arcadia Mounted Enforcement Team (A.M.E.T.) The funding for this program is provided by redemption payments made to the Department of Conservation (DOC) by distributors of specified beverage containers (i.e. malt beverages, wine, distilled spirit coolers, carbonated mineral /soda waters, and similar carbonated soft drinks). Funds collected from unredeemed containers are used for activities, such as, curbside recycling programs, recycling grants to local conservation corps, and to support the administration of recycling programs. This Act was amended in 1999, by SB 332, to include additional types of beverage containers and requires the DOC to distribute a total of $10,500,000 to cities and counties, based on population. Before the passage of SB 332, the DOC did not distribute funds to the City of Arcadia for beverage container recycling. With SB 332 in affect, the anticipated amount that the City is eligible to receive is approximately $15,379 for FY 2001 -02 and 2002 -03. It is recommended that the City Council adopt Resolution No. 6290 approving the application for grant funds under the California Beverage Container Recycling and Litter Reduction Act, authorize the City Manager and /or his designee to execute and file all necessary forms for the purpose of this grant with the DOC, and appropriate $30,758 to implement beverage container recycling and litter prevention programs. LASER IMAGED C` o Al. 7-4 , Mayor and City Council April 2, 2002 Page 2 Discussion: In 1986, the State of California passed the Beverage Container Recycling and Litter Reduction Act (Act) in an attempt to achieve an eighty percent (80 %) recycling rate for all aluminum, glass, plastic, and bimetal beverage containers sold in California. This program is funded through redemption payments made to the Department of Conservation (DOC) by distributors of specified beverage containers (i.e., malt beverages, wine, distilled spirit coolers, carbonated mineral /soda waters, and similar carbonated soft drinks). Funds collected from the unredeemed containers are used for activities, such as, curbside recycling programs, recycling grants to local conservation corps, and to support the administration of recycling programs. In 1999 SB 332 was passed, amending the Act, to include containers of carbonated /noncarbonated water, noncarbonated soft drinks, sports drinks, noncarbonated fruit drinks, coffee /tea drinks and carbonated fruit drinks. In addition, the amended Act requires that a portion of redemption payments made by distributors be dispersed to cities and counties to fund beverage container recycling and litter prevention programs. According to this Section of the Act, the DOC is required to distribute a total of $10,500,000 to cities and counties for recycling programs. These programs are required to have a primary emphasis on the collection /recycling of beverage containers at large venues, public areas, or beverage container litter prevention and /or abatement in public places. The City of Arcadia is eligible to receive approximately $15,379 for fiscal years 2001 -02 and 2002 -03, totaling $30,758 The DOC has indicated that these funds could be used for new programs and /or be applied towards existing recycling activities involving beverage containers. In the past, these funds were used to partially cover the cost of the "Arcadia Recycles" newsletter, purchase recycling bins for schools, implement new public education activities, and purchase promotional items for elementary school recycling assemblies. However, State staff has indicated that these funds can be used to fund specific stormwater pollution prevention expenses (e.g., acquisition, installation and maintenance of storm drain inlet filters) at public transit locations. It is recommended that the City Council adopt Resolution No. 6290 approving the application for grant funds under the California Beverage Container Recycling and Litter Reduction Act, authorize the City Manager and /or his designee to execute and file all necessary forms for the purpose of this grant with the DOC, and appropriate $30,758 to implement beverage container recycling and litter prevention programs. Mayor and City Council April 2, 2002 Page 3 Fiscal Impact If this grant is approved, the City will receive approximately $30,758 (according to population) to implement beverage container recycling and litter prevention activities without impacting the General Fund. Grant funds must be spent by June 30, 2003. Any remaining funds will be returned to the California Department of Conservation's Division of Recycling. Staff will account for these funds through the beverage container recycling and litter prevention program trust fund. Recommendation It is recommended that City Council: 1. Adopt Resolution No. 6290 entitled, "A Resolution of the City Council of the City of Arcadia, California, approving the application for Grant Funds under the California Beverage Container Recycling and Litter Reduction Act." 2. Authorize the City Manager and/or his designee to execute and file on behalf of the City of Arcadia all forms necessary regarding this Grant with the California Department of Conservation's Division of Recycling. 3. Kelly, City Manager PM:CL:dw Attachment: Resolution No. 6290 r• RESOLUTION NO. 6290 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS UNDER THE CALIFORNIA BEVERAGE CONTAINER RECYCLING AND LITTER REDUCTION ACT WHEREAS, the people of the State of California have enacted the California Beverage Container Recycling and Litter Reduction Act that provides funds to cities and counties for beverage container recycling and litter cleanup activities or appropriate disposal of beverage containers; and WHEREAS, the California Department of Conservation's Division of Recycling has been delegated the responsibility for the administration of the program within the State, setting up necessary procedures for cities and counties or their designees under the program; and WHEREAS, pursuant to section 14581 (a)(4)(E) of the California Beverage Container Recycling and Litter Reduction Act, an eligible participant must submit the Funding Request Form by the due date in order to request funds from the Department of Conservation's Division of Recycling. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA, CALIFORNIA, DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: 1 AML .•r SECTION 1. SUMMARY The City received the attached letter from Phyllis Rodeffer, requesting a time extension for Conditional Use Permit 92-003, the proposed inert landfill at 12321 Lower Azusa Rd. This application was approved by the City Council on April 5, 1994. The Development Services Department is recommending approval of a one-year time extension to April 5, 2003. DISCUSSION ' Since the original approval of CUP 92-003 (Resolution 5785), the City Council has granted the following time extensions: • May 2, 1995 • April 5, 1996 • February 4, 1997 • February 17, 1998. • March 2, 1999 • March 7, 2000 • April 3, 2001 Section 9275.2.14 of the Arcadia Municipal Code states that an extension foF a conditional use permit may be granted upon written request filed prior to the expiration of the CUP. The request should set forth reasons supported by factual data why the CUP has been unused, abandoned or discontinued or compliance with the conditions has not been achieved. No extension shall be granted unless the Council finds justifiable cause for such extension. LASER IMAGED Con/' / c2 . The applicant has now received all the necessary permits from the other responsible agencies. Monitoring wells both upstream and downstream from the project site have been installed as required by the Regional Water Control Board. They are currently in the process of stabilizing the slope along Lower Azusa Rd. and monitoring reports on being submitted on a monthly basis. Because of the complexity of this project, the applicant is requesting additional time to complete the mitigation monitoring programs prior to commencement of landfill activity. RECOMMENDATION The Development Services Department recommends a one-year time extension for CUP 92-003 to April 5, 2003. FOR THE DEVELOPMENT SERVIC' S DEPARTMENT SUMMARY The Development Services Department is requesting authorization to execute contrasts with the following two (2) firms for building plan review and related services: Vandorpe Chou Associates, Inc. Scott Fazekas and Associates, Inc. BACKGROUND Due to the complexities of modern buildings and building codes as well as the large quantity of plans submitted for review, the Development Services Department has relied on outside plan review consultants for many years to review construction plans or certain types of projects for compliance with: • All California and City building, plumbing, electrical, structural engineering a d mechanical codes and standards. • State mandated residential and non-residential energy codes. • State mandated disabled access codes. During the past three years the City has contracted,with three firms, Van Dorpe Ch u Associates (VCA), Scott Fazekas and Associates (SEA) and the EsGil Corporation to provide professional. plan review services for all types of construction. EsGil's plan review services were subsequently discontinued due to the declining quality of their plan reviews and slow turn around time. The current contracts with VCA.and SFA will expire in April of this year. . . They are located in the City of Orange. Scott Fazekas and Associates.(SFA) SFA was rated number two b y City staff. They have been in business for about,6 , ears and have provided plan-review services to the City of Arcadia for the last thrze (3) years. The consultant provides plan review services to 14 other jurisdictions, inci ding the cities of Corona, Ontario, Huntington'Beach, Norwalk, Costa Mesa, Pasadena and Anaheim. Fazekas' plan reviews are technically proficient and ,the company has provided strong customer service to:the City and the City's customers, including oeing available to the applicant during the plan review process for questions and recheck.. Scott Fazekas' proposed fee is 60% of the City's plan review fee. The cons (tent received excellent recommendations from the two_cities interviewed by staff. The are located in the City of Irvine. MRH Structural Engineers • MRH was rated number three by City staff. The consultant is a small firm with 4 full ime and 3 part time employees and has been in the plan checking business for about 9 years. The consultant's staff appears extremely well qualified, but their service is ge red towards "low volume plan checks of complex commercial and industrial projects". MRH's fees are extremely competitive, ranging from about 45% - 57.5% of the Cit of Arcadia's plan check fee depending on the scope of work. The consultant reviews plans for the City of El Segundo on a regular basis and does occasional plan reviews for the cities of Glendale and El Monte. Although MRH is well qualified in revie ing. complicated. commercial and industrial .projects,' they do not appear well suited for reviewing::the types of projects normally seen in Arcadia. They are located in the Ci of Diamond Bar. Willdan . , Willdan was rated fourth by City staff. The consultant has been in business for 37 ye:rs and currently provides plan review services for 18 cities in the Los Angeles ar-a,. including the cities of Azusa, Covina, San Gabriel, and Sierra Madre. Their plan revi-w staff appears slightly less experienced than the other firms. - Willdan's proposed fee ranges from 55-60% of the City's plan review fee depending on the scope of the review. Per their proposal the consultant's turn around- time fo a complete plan review is up to 15 working days for the initial review, although Willd n said that they average between 5-10 working days (the standard turn around time or the other firms is between 5-10 working days). SUMMARY Tract Maps are required for all subdivisions that result in five or more parcels or units. In accordance with Arcadia Municipal Code Section 9116.3, the City Council must approve a. Final Tract Map if it conforms to all the requirements of the City Subdivision Code and the State; Subdivision Map Act. DISCUSSION The Final Map for Tract No. 53344 has been reviewed by the County Department of Public Works and the appropriate City Departments. All of the conditions of approval have been complied with, and the subdivision is in compliance with the City Subdivision Code and the State Subdivision Map Act.
