upon and in front of, and brush, rubbish, refuse and dirt upon and in front
of certain private property in the City are a public nuisance, and declaring

b. Recommendation to approve the purchase of radio equipment for the
Arcadia Police Department in the amount of $53,732.42 from Motorola,

SUBJECT: RECOMMENDATION TO APPROVE THE SALE OF OBSOLETE CITY
STREET SIGNS AND TO WAIVE SECTION 2844.1 AND SECTION
2850 OF THE . ARCADIA MUNICIPAL CODE RELATING TO
EXCEPTIONS TO THE BID PROCESS AND THE SALE OF SURPLUS
SUPPLIES AND EQUIPMENT
SUMMARY
This fiscal year, thousands of pole street signs are being replaced with new signs t at are
larger and made with a high reflective material. Since the obsolete signs do not h ve any
significant financial worth to the City, staff is suggesting that we offer the signs for sale to
people who may be interested in purchasing them as a memento.
Staff recommends that the City Council authorize the sale of the referenced signs, w ive the
portions of the Arcadia Municipal Code that would restrict such a sale, and direct staff how to
handle the proceeds.
DISCUSSION
This fiscal year, between 2200-2300 pole street signs will be replaced with new signs hat are
larger and made with a high reflective material. Since the obsolete signs do not h ve any
significant financial worth to the City, even as scrap metal, staff is suggesting that 1.,e offer
the signs for sale to people who may be interested in purchasing them as a memento. Our
recommendation is to sell the signs for $10.00 each with sales being transacted at the
Service Center.
The existing street signs are being removed and replaced in phases. If the Council a i proves
the program, Public Works Services will begin selling signs in March. Signs on hand p ow will
be sold now and we will accept reservations for signs that have not yet been removed. Signs
will be available for sale through December 31, 2002 after which they will be recycl d. The
program will be publicized on an ongoing basis over the next ten months.
The Arcadia Municipal Code contains provisions for how to handle surplus supplies and
equipment. In order to allow the signs to be sold on an individual basis (rather than sold in
bulk to an auction house), the City Council must waive Section 2844.1 and Section 2850 of
the Arcadia Municipal Code relating to exceptions to the bid process and the sale of surplus

With regard to the financial implications of this activity, we have already received some
interest from the community in purchasing signs. However, it is impossible to predict at this
point how many will actually be sold. Even so, staff is suggesting that the City Council
determine what should be done with the revenue from the sales, whether that amount turns
out to be $10 or$20,000. The following options are offered for your consideration:
• Proceeds to the General Fund for no specific use
• Proceeds to the General Fund earmarked for a specific purpose such as the (potential) •
2003 Rose Parade float
• Proceeds to the Centennial Commission to help fund centennial activities
FISCAL IMPACT
•
The cost of this program is primarily related to the staff time associated with storing, selling
and publicizing the opportunity. Revenue generated by the sales would be accounted for
and/or used pursuant to Council direction.
RECOMMENDATION
Staff recommends that the City Council:
1. Approve the sale of obsolete City street signs as outlined in this report
2. Waive Section 2844.1 and Section 2850 of the Arcadia Municipal Code relating to
exceptions to the bid process and the sale of surplus supplies and equipment
3. Direct staff how to handle any revenue generated by the sale of the referenced
street signs
