Approve the purchase of computer hardware from Advanced Technology
Specialists in the amount of $42,478.38
Staff is recommending that the City Council award a purchase contract to Advanced
Technology Specialists for computer hardware for a network upgrade to the City's main
computer system in the amount of $42,478.38. A total of $80,000.00 has been
budgeted for acquisition and installation of the necessary hardware. This award
represents only the hardware acquisition. The remaining funds are earmarked for
installation, however it is anticipated these costs will not exceed $10,000.00.
DISCUSSION
Currently, access to data that resides in systems outside a user's department is needed
but often is not available. As identified in the recent Assessment and Recommendation
Report prepared by Gartner, Inc., the consultant hired by the City to complete an
Information System master plan, limited access to data has several causes including
hardware and equipment limitations with the Local Area Network (LAN). Some
examples of limited access to data and information include the Police, Public Works and
Development Services Departments who do not have access to each other's GIS
systems, data, and permit tracking information.
Other areas of concern include Internet performance and reliability. Reconfiguration
and upgrades to hardware will significantly improve these areas of current concern.
The Gartner report supports the recommended hardware and configuration the City is
suggesting for the upgrade that will address the limitations that are currently being
experienced.

Staff recommends that the City Council award a purchase contract to Advanced
Technology Specialist for computer hardware and equipment.
Knight Communications, the current contractor for Information System maintenance and
support, has submitted a quote of $10,000.00 for installation of the hardware. Staff is
suggesting we contract with them for installation, as Knight Communications is familiar
with the current hardware configurations and systems. As a result, installation will be
more efficient and cost effective.
FISCAL IMPACT
Sufficient funds have been appropriated in the 2002 -2003 Capital Improvement
Program to cover the cost of this acquisition.
RECOMMENDATION
That the City Council authorize the City to award a purchase contract to Advanced
Technology Specialist in the amount of $ $42,478.38 for the purchase of computer
hardware.

DISCUSSION
The Police Department currently uses a radio communications network operating in the
UHF (Ultra High Frequency) radio band. The radio network is the backbone for
delivering all police services to the community. The Federal Communications
Commission (FCC) has oversight of all radio bands and issues licenses of operation to
local entities. As the governing body, the FCC defines all parameters of use. The FCC
has mandated that agencies operating in the UHF band must convert to what is called
"narrow band, digital technology" in order to make more bandwidths available. This
mandate is commonly called the APCO 25 standard and local compliance must be
made by the year 2005.
The Department recognized the extensive costs associated with the APCO 25 mandate
and sought assistance from the City's federal lobbyist, the Ferguson Group. With their

aid, the Department received a grant in the amount of $900,000 from the COPS
Technology Initiative in Washington D.C.
The Department's radio network includes mobile and portable radios, as well as base
station radios, repeaters, antennas, feed lines, and antenna support equipment, such as
towers. Much of the equipment has been in service for 20 years or more and needs to
be replaced to meet the aforementioned standard. Although the radio infrastructure is
modestly supported annually by the Department Budget, replacement of equipment is
done only after an item totally fails and in no longer repairable.
Generally less than 1% of the equipment is addressed annually. Under this limited
budget approach, the Department has not been able to effect any significant
improvement to the overall infrastructure nor take advantage of technology changes.
With the award of the grant, the Department will have the ability to make a one -time
conversion to comply with the mandated FCC APCO 25 standard for the radio network,
thus avoiding a major cost that would otherwise be attributed to the City's Capital
Improvement Budget.
Project Goals and Objectives
The primary goal of the grant is to replace the current radio system with new, state of
the art, narrow band, digital compatible radio equipment. This will include an
examination and replacement of all base station systems on the Department's primary
and secondary radio frequencies, repeater equipment, mobile radios, hand -held radios,
and support infrastructure equipment, including radio towers, antennas, and feed lines.
All equipment purchased must be FCC APCO 25 compliant and be capable of meeting
the narrow band standards in both analog and digital modes.
A secondary goal is to ensure that the project is completed in a time line that is
consistent with the construction of the new police building. This will allow for an easier
transition from one facility to another and avoid redundant installation. The process also
allows the Department to remove the old radio equipment from service and ensure it is
not commingled with the new equipment as we transition to the new building.
Purchasing Guidelines
In conformance with grant requirements, all equipment must be purchased under the
guidelines of the 1033/1122 GSA programs as provided by Federal Law, GSA approved
contracts, and /or through the competitive bidding process as defined by the City of
Arcadia.

Arcadia City Council in a public meeting.

FISCAL IMPACT
The COPS Technology 2002 Initiative funds this entire project, and there is no
expenditure incurred by the City.
RECOMMENDATION
That the City Council accept the $900,000 COPS Technology 2002 Initiative grant

increment revenue.
The repayment of debt between the Agency and the City is recorded in the City's
accounting system in order to utilize tax increment funds for redevelopment projects and
to formally recognize and document loans between the City and the Agency.
DISCUSSION
The borrowing and repayment by the Agency is an administrative procedure done in
order to meet certain legal requirements. The Agency, by law, must be "in debt" in
order to receive tax increment from the County. This procedure of borrowing from and
repaying to the City, allows cash to then be utilized for operating and project
expenditures.
The Tax Increment Fund has adequate resources at June 30, 2001 to repay the loan
the City has made to the Arcadia Redevelopment Agency Project Fund to pay expenses
and acquire property according to the directives of the Agency Board. It is
recommended that the City take formal action to loan $440,522.45 to the Arcadia
Redevelopment Agency Project Fund.

SANTA ANITA AVENUE

SUMMARY
George Fasching ("Applicant"), owner of Fasching's Carwash at 425 N. Santa Anita
Avenue (see Attachment 1 — Site Plan), has submitted a request for a waiver from
Agency Resolution ARA 172 and for approval of an Agency Design Review to replace
an existing retail building with a new 24-hour automobile fueling station including an
eight fueling position self-serve gas station and a 1,215 square foot convenience mart.
Also included is a request to sell beer and wine. (See Attachment 2 — Fasching's letter
of August 19, 2002)
The Planning Commission at its July 23, 2002 meeting approved a Conditional Use
Permit (CUP 02-011) and Architectural Design Review (ADR 01-055) for this new gas
station and convenience mart subject to conditions. At their meeting on August 13,
2002, they adopted Resolution No. 1674 (see Attachment 3) formally granting this
approval. The color perspective and the original plans and elevations for the site are
included herein as Attachment 4. A memo from the City Engineer recommending
closure of the alley median break is Attachment 5.
Staff recommends approval of this request for a waiver from ARA 172 and for approval
of the Design Review, subject to the Planning Commission's and departmental
conditions, including closure of the median at City expense. .

The applicant is proposing to demolish a one-story multi-tenant retail building and
construct a new 24-hour automobile fueling station and convenience mart with eight gas

pumps. The convenience mart does not include a drive through. The applicant has
complied - with City Zoning Code regulations and has received the Planning
Commission's approval for the design and use. Although ARA 172 does not permit this
type of use in the Project Area, the proposed design and use of the building are
compatible with architectural styles and uses in the area. Mr. Fasching states in his
letter of August 19, 2002 (Attachment 2), that the addition of the convenience store will
generate sales taxes for the City and property tax revenues for the Agency. Beer and
wine sales are permitted at the convenience store/gas station at the northeast corner of
Santa Anita Avenue and Colorado Blvd. The Agency recently approved a similar waiver
of ARA 172 for the Chevron station at the southeast corner of Huntington Drive and
First Avenue. ARA 172 provides that the Board may grant an exception to the use and
design provisions for "unusual economic significance or potential positive architectural
impact..."

PURPOSE OF USE AND DESIGN REVIEW
The purpose of the Agency's Design Review is to ensure that proposed projects meet
adopted City and Agency standards and design guidelines based upon the following
criteria:
1. The general use and design considerations, including the character, scale, and
quality of design are consistent with the Redevelopment Plan, the Zoning Ordinance,
and adopted use and design guidelines;
2. The use and architectural design of structures and their materials and colors are
visually compatible with surrounding development and improvements on the site,
and design elements (i.e., screening of equipment, exterior lighting, signs, awnings,
etc.) have been incorporated to further ensure the compatibility of the structures with
the character and uses of adjacent development;
3. The location and configuration of structures are compatible with their site and with
surrounding sites and structures, and do not dominate their surroundings to an
extent inappropriate to their use; and
4. The use, design and layout of the proposed project will not unreasonably interfere
with the Use and enjoyment of neighboring existing or future development, and will
not result in vehicular and/or pedestrian hazards.
ANALYSIS
A. DESIGN FEATURES
The applicant has prepared and provided a colored perspective of the building and
canopy (Attachment 4) for the Agency's review. It is available for review in the
Economic Development Office and will be on display at the Agency meeting.
The applicant proposes to construct the new convenience mart and canopy to
complement the existing car wash building. The convenience mart is accented with
archways and pilasters with brick veneer wainscoting, 'smooth sand finish stucco and
a blue tile roof to match the existing car wash. A stucco over foam architectural

element is utilized to provide separation from the stucco walls and blue tile roof. The
front of the building or east elevation is designed with an extended entry.,cover and a
canvas awning over the cashier's window. The canopy also utilizes the smooth
• sand finish stucco with the stucco over foam architectural element. The top of the
canopy is flat.
The project provides landscaping buffers around the entire site with the exception of
the north side of the convenience mart (zero setback from the property line). There
is a mature street tree at this location. Espaliers and vines shall be added in the
archways along the north side of the building to provide landscape relief.
The applicant also proposes to include a water feature to highlight the northeast
corner of the site. The proposed design will incorporate a waterfall into a monument
sign.
The applicant is also proposing the addition of two other freestanding monument
price signs, one on Colorado Blvd. and the other on Santa Anita Avenue. Both are
proposed to be installed in landscaped planter areas. Both, as designed, are in
excess of Code and will need to be reduced inssize per the Planning Commission's
resolution. The existing pole sign on the car wash site is to be relocated into a
landscape area along Santa Anita Avenue.
A Speedy Mart and two (2) Point-of-Sale signs are proposed to be placed on the .
convenience mart. The Point-of-Sale signs must be made of weatherproof material
or adequately protected from the weather.
The ULTRAMAR signs for the northeast and southeast edges of the canopy comply
with the City's sign regulations and in staffs opinion are suitable in size, color and
design for the site.
The Planning Commission required the following revisions to the original plans
shown on Attachment 4, in addition to some revisions included above.
1. Certain building setbacks from Colorado were waived.
2. A single unisex bathroom is permitted.
3. A 6 ft. decorative paving band shall be installed at all driveways:
4. Replacement trees for the parkway on Colorado shall be installed with Public
• Works Services approval.
5. The canopy shall be reduced in height by 2 feet.
6. On-site trees in the planter areas shall be larger (36 inch box), and the planter
between the automobile fueling station and the car wash shall be widened to 6
ft.
7. Additional landscaping (30 sq. ft. minimum) shall be located in front of the
convenience mart.
8. Three (3) ft. diameter planters with tall plants shall be constructed in the pump
islands and in front of the convenience mart.

9.The trash enclosure area and 2 parking spaces behind the convenience mart
shall be set back 5 ft. and landscaped
10. The planter along.Santa Anita Avenue shall be widened to 6 ft.
11. The applicant shall execute an irrevocable offer to dedicate 3 ft. along the entire
west side of Santa Anita Avenue.
12. The applicant shall construct a 3 ft. by 12 ft. concrete slab for a bus stop in this
dedication area, coincident with the existing bus stop. The remaining 3 ft.
dedication shall not be accepted until such time as it is determined necessary by
the City Engineer.
Agency staff_concurs with all the above conditions as established by the Planning
Commission. Additionally, based upon the recommendations of the City Engineer
and the Traffic Engineer, staff recommends that the existing median opening on
Santa Anita at the alley be closed at the City's expense (see Attachment 5, City
Engineer's memo). At the CUP hearing, the Planning Commission did not concur
with this recommendation at this particular time.
B. STAFF CONDITIONS OF APPROVAL
• The building colors and materials shall conform to the exhibits (Attachments 3 and 4)
as presented to the Agency Board.
• The opening in the raised median along Santa Anita Avenue shall be closed at City
expense.
• The Applicant shall comply with the conditions of approval as stated in Resolution
No. 1674 adopted on August 13, 2002 by the Planning Commission.
• The Arcadia Redevelopment Agency approval is valid for a period of one (1) year as
per ARA 126 adopted by the Arcadia Redevelopment Agency on December 2, 1986.
V' The Applicant shall comply with all other conditions of approval required by the
Development Services Department, Public Works Services, and the Arcadia Fire
Department.
ENVIRONMENTAL FINDINGS
Pursuant to the provisions of the California Environmental Quality Act, Planning staff
from the Development Services Department has prepared an Initial Study for the
proposed project. With the exception of a traffic related hazard (i.e., the opening in the
median), said Initial Study did not disclose any substantial or potentially substantial
adverse change in any of the physical conditions within the area affected by the project
including land, air, water, minerals, flora, fauna, ambient noise and object of historical or
aesthetic significance. The Planning Commission found that the traffic related hazard is
not a result of the proposed project and therefore did not require it to be made Less

Than Significant with Mitigation Incorporation. A Negative Declaration was adopted by
the Planning Commission at their July 23, 2002 meeting.
FISCAL IMPACT
The City may receive a small increase in sales taxes from the sales generated by the
convenience mart and gasoline fuels replacing the sales taxes currently paid. by the
uses at this location, and the Agency would receive an increase in tax increment from
the improvements made to the site.
RECOMMENDATION
That the Agency Board: 1) approve the waiver from ARA 172; and 2) approve the
Design Review for a new automobile fueling station and convenience mart at 425
N. Santa Anita Avenue subject to the Planning Commission's and departmental
conditions, as set forth above, including the closure of the median opening.

In connection with the approval on July 23, 2002, of the above subject CUP and ADR, I
hereby request from the Arcadia Redevelopment Agency the following:
1. Design Review approval.
2. A waiver from Resolution No. ARA 172 for the following reasons:
a. Every consideration was given to enhancing the architecture and landscaping,
including a water fountain on the corner to make the facility eye appealing as
well as functional.
b. This separate addition to the existing car wash property will not only generate
new sales tax dollars and higher property tax evaluation for the City, but it will
also give me a stronger foundation for the future success of my business. In
today's gasoline market, if you cannot generate enough volume, you cannot
get supply. I was non-renewed after 21 years with Mobil Oil for this reason.
c. This is not a new venture in gasoline sales at the location. Street-side gasoline •
sales were previously offered at the car wash location on Santa Anita.
However, as the volume of cars washed over time steadily increased (300%),
the street location for gasoline sales had to be eliminated to provide a larger
drying area for cars.
d. This new facility will be very compatible with the immediate area.

WHEREAS, on June 10, 2002; a-Conditional Use Permit application was filed by
Mr. George. Fasching to replace an existing retail. building with a new 24-hour
automobile fueling station {i.e., self-serve gas station with eight. (8) fueling positions
and a 1,215 square foot convenience mart} with beer and wine_sales for off-site •
consumption; Development Services Department Case Nos. CUP 02-011 and ADR 01-
055, at 425 N. Santa. Anita Avenue, more particularly described in the attached Exhibit
"A"; and
WHEREAS, a public hearing was held on July 23, 2002 at which time all
interested persons were given.full opportunity to be heard and to present evidence.
NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF
ARCADIA HEREBY RESOLVES AS FOLLOWS:
SECTION 1. That the factual data submitted by the Development Services
Department in the attached reports dated July 23, 2002 are true and correct.
SECTION 2. , This Commission finds:
t That the granting of the Conditional Use Permit will not be detrimental to
the public health or welfare, nor injurious to the property or improvements in the zone
or vicinity.
2. That the use, applied for at the location indicated'is properly one for which a
Conditional Use Permit is authorized.
3. That the .site for the proposed use is .adequate.. in size and shape to
accommodate said use, and all yards, spaces, ,walls, fences, parking, , loading,
landscaping and other features required to adjust said use with the land and uses in •
the neighborhood.

4. • That the site abuts streets and highways adequate in width and pavement
type to carry the kind of traffic generated by the proposed use. .
5. That the subject property is designated for commercial use in the General
Plan, that the proposed use is consistent with that designation, and that the granting of
the Conditional. Use Permit will.not adversely'affect:the comprehensive general plan,
6. That the evaluation of-the environmental impacts as°set forth in the Initial
Study is appropriate, except that there is not a traffic related hazard'as noted in section
XV.d,.and-that the project will have no significant effect upon the environment within the
meaning of the California Environmental Quality Act of 1970, and,_,when considering
the project as a whole, there was no evidence before the City that th-e proposed project
would-.have any potentially adverse effect-on wildlife resources or the habitat upon
which wildlife depends; and therefore, a Negative Declaration was adopted.
SECTION 3. That for • the foregoing reasons this Commission .grants
Conditional Use Permit No. CUP 02-011 and conditionally approves Architectural'
Design Review No. ADR 01-055' to replace an existing retail building with a: new 24-
hour automobile fueling station {i.e., self-serve gas station with eight (8) fueling
•
positions and a 1,215 square foot convenience mart} with beer and wine sales for off-
. site consumption at 425 N. Santa Anita Avenue, subject to the following conditions:
1. The automobile fueling station and the entire site, which includes the car
wash site shall be improved, operated and maintained in a manner that is consistent
with the proposal and plans submitted and conditionally approved for CUP 02-011
and/or ADR 01-055, including compliance with all cornments, recommendations, and
requirements received from the Various City Departments, subject to the satisfaction of
the Directors of said Departments. This includes allowing the convenience mart and
the gas' station to be open 24 hours, but the sale of alcoholic beverages shall take
place only between the hours of 6:00 a.m. and 10:00 p.m.
• 2. This'approval of CUP 02-011 includes the following Modifications from the
35-foot special setback from Colorado Boulevard:
C. A zero setback for the convenience mart.
b. A 20-foot setback for the gasoline pumps.

c. An 11'-5" setback for the gas pump canopy.
3. This approval of CUP 02-011 includes a Modification for a single unisex
accessible restroom-in lieu of gender specific (i.e., at least one for males and one for
females) accessible restrooms.
4. This approval of CUP 02=011 includes' 'a .Modification for three (3)
• freestanding signs within 200 feet of each other: The two (2) new freestanding
gasoline price signs that'shall be revised per condition no. 5j, and the: existing car
wash pole sign may be relocated without being -altered; in lieu Of the maximum two (2)
freestanding signs with a minimum separation of 200 feet.
5. The proposal shall include the following additional items and revisions to
comply with the Conditional Use Regulations for Drive-hi Businesses and the City's
Commercial and Industrial Architectural Design Guidelines, and are subject to review
and approval by the Development Service's Director: _
a. Six (6) foot wide decorative paving bands at all new driveways.
b. Espaliers and vines in the archways'on the north side of the convenience
mart.
c. A plan for and installation by the applicant of replacement trees for the
existing parkway tree on Colorado Boulevard, subject to approval by the Public Works
Services Department.
d. Revision of the canopy design to reduce its imposing appearance by
•
reducing its overall height by two (2) feet.
e. Larger trees shall be planted along the perimeter of the automobile fueling
station site. The planter at the corner of Colorado Boulevard and Santa Anita Avenue
Shall have four (4) 36-inch box trees. The planter between the automobile fueling
station and the car wash shall be widened to six (6) feet and shall have four (4) 36-inch
box trees.
f. A minimum of 30 square feet of landscaping in front of the convenience
mart in compliance with the landscaping requirements in the Conditional Use
Regulations for Drive-In Businesses.

g. Three (3) foot diameter planters with tall plants at the ends and between
the pump islands, and in front of the convenience mart.
h. The new trash enclosure and the two (2) parking spaces proposed to be
behind the.convenience mart shall be set back five (5) feet from, the property line, and.
this setback area shall be landscaped to adequately screen the trash enclosure and
parked: cars.. from view along Colorado,.Boulevard in accordance with the City's
Commercial Parking Regulations.
i. The.Point-Of-Sale signs shall be protected from the weather..
j. The freestanding price .,signs shall be redesigned to comply with the
maximum 2'-6" x 5'-0" sign area limit in the. City's sign regulations, and shall .be
provided with brick bases. to match.the buildings.
6. The applicant shall satisfy the following conditions of approval to offset the.
impacts of the additional traffic that will be generated by the automobile fueling station
to the satisfaction of the City Engineer and Public Works Services Director:
a The .applicant acknowledges that the City, may close the opening- in the
raised median in Santa Anita Avenue at any time due to potential traffic related .
hazards.
b, The on-site planter. adjacent to Santa Anita Avenue for the proposed..
automobile fueling station shall be widened to six (6) feet. The applicant shall execute
and submit, to the satisfaction of the City Attorney and City Engineer, an irrevocable
offer to dedicate three (3) feet (the "Irrevocable Three Foot Dedication) along the west
side of Santa Anita Avenue across, the entire frontage of the proposed automobile
fueling, station and existing car wash, and in conjunction with the construction of the
automobile. fueling station, the applicant shall...dedicate a three. (3) foot by twelve (12)
foot area behind the existing sidewalk at an area coincident with the bus;.stop and
construct in this dedication area a three (3) foot by twelve (12) foot concrete slab to
accommodate a bus bench and trash . receptacle. . The Irrevocable Three Foot
Dedication shall not be accepted until such time as it is determined necessary by the
City Engineer.
7. The automobile fueling station shall be in compliance with all development
requirements and policies determined to be necessary by the Building Official, City

Engineer, Community Development Administrator, Fire Marshall, Public Works
Services Director, and any service districts and utility providers that will serve the
proposed automobile fueling station, as determined by having fully detailed
construction and tenant improvement plans submitted for plan check review and
approval.
8. The applicant shall defend, indemnify, and hold harmless the City of
Arcadia and its officers, employees, and agents from and against any claim, action, or
proceeding against the City of Arcadia, its officers, employees or agents to attack, set
aside, void, or annul any approval or condition of approval of the City of Arcadia
concerning this project and/or land use decision, including but not limited to any
approval or condition of approval of the City Council, Planning Commission, or City
Staff, which action is brought within the time period provided for in Government Code
Section 66499.37 or other provision of law applicable to this project or decision. The
City shall promptly notify the applicant of any claim, action, or proceeding concerning
the project and/or land use decision and the City shall cooperate fully in the defense of
the matter. The City reserves the right, at its own option, to choose its own attorney to
represent the City, its officers, employees, and agents in the defense of the matter.
9. Noncompliance with the plans, provisions, requirements of various City
departments, and the conditions of approval for CUP 02-011 and/or ADR 01-055 shall
be grounds for immediate suspension and/or revocation of any approvals, which shall
result in suspension of construction and/or those activities that are the subjects of this
Conditional Use Permit.
10. Approval of CUP 02-011 and/or ADR 01-055 shall not take effect until the
property owner, applicant and applicant's agent have executed and filed the
Acceptance Form available from the Development Services Department to indicate
awareness and acceptance of the conditions of approval, and all conditions of approval
shall be satisfied prior to final inspection sign-offs for the automobile fueling station.
SECTION 4. The decision, findings, and conditions of approval contained
in this Resolution reflect the Planning Commission's action of July 23, 2002 to grant

SUBJECT: PROPOSED GAS STATION AND CONVENIENCE MART, SANTA.
ANITA AVENUE AND COLORADO BOULEVARD
As a follow up to the memo from Ed Cline, City Traffic Engineer, regarding the proposed
gas station and convenience mart identified above, more information is provided.
The median opening on Santa Anita Avenue adjacent to the car wash was originally
provided to allow left turn access into and out of the alley to the east and does not align
with the car wash driveway. Left turns into the car wash are considered unlawful
because of the partial wrong-way traverse to the offset driveway. The left turn
movements into and out of the alley have since been restricted and signs to that effect
have been posted. The median opening currently serves no lawful left-turn access.
The traffic study for the project acknowledges that unlawful left turns are being made in
several directions, most of all northbound left turns into the car wash.
The developer proposes to align the car wash driveway with the median opening. Staff
believes that this will encourage more drivers to make the northbound left turn into the
car wash. The aligned driveway will also encourage drivers to make the left turn exiting
the car wash.
Staff recommends that the median opening on Santa Anita Avenue adjacent to the car
wash site be closed for the following reasons:
• Existing southbound left turns from Santa Anita Avenue into the alley on the east
side of the median are prohibited
• Existing westbound left turns from the alley onto Santa Anita Avenue are
prohibited.

• The current median opening does not allow for stacking of more than one
vehicle. Two or more vehicles waiting to make the left turn will block the number-
one through lane and the left turn lane approaching the Colorado Boulevard
intersection.
• The close proximity of the median opening to the intersection with Colorado Blvd.
forces driver reaction time to be quicker when negotiating on-coming traffic from
the various movements leaving the intersection.
• The addition of the driveway on Santa Anita Avenue for the gas station will add a
potential conflict to the left turn movements into the car wash with traffic exiting
the gas station.
• These same conflicts mentioned in the two previous points will occur for traffic
attempting left turns out of the car wash driveway.
• With the median closed, the displaced left turn traffic from the car wash can be
easily accommodated at alternative locations.

As requested, the City Engineer and I have reviewed the Traffic Impact Report
prepared for the subject project. The report indicates that the project consists of
a 1,215 square foot convenience store and an eight-position gasoline station.
The project would abut an existing car wash.
The Traffic Impact Report analyzed potential traffic related impacts at three
nearby intersections. They are:
• Santa Anita Avenue and the Eastbound 210 Freeway Ramps
• Santa Anita Avenue and Colorado Boulevard
• Santa Anita Avenue and Santa Clara Avenue
The report also evaluated site access and circulation as well as the operational
features of the main project driveway on Santa Anita Avenue and the offset
intersection of Santa Anita Avenue and St. Joseph/Front Streets.
The traffic report forecasts that 1,302 additional vehicle trips per day will be
generated by the proposed project. The report further estimates that 80 trips per
hour will be generated during the morning commute period and 108 trips per hour
will be added by the project during the afternoon peak period. The report
distributes these trips over the existing street system in accordance with the
historical travel patterns in the area.

The report found that there were no significant traffic related impacts at any of
the intersections evaluated.
• With respect to site access and circulation, the traffic report examines two
alternatives, "A" and "B". Alternative "A" assessed ingress and egress with the
existing car wash driveway being relocated to align with the alley east of Santa
Anita Avenue and a separate driveway on Santa Anita Avenue to serve the
proposed gasoline station/convenience store.
The traffic study concedes that the two proposed driveways are not ideally
located, but there may be little choice for the driveways, considering the limited
amount of curb along the gasoline station/convenience mart parcel.
Alternative "B", as described in the report, involves a single driveway on Santa
Anita Avenue serving both the existing car wash and the proposed gasoline
station/convenience mart. The alternative negates the concerns expressed in
the report regarding two driveways on Santa Anita Avenue. It increases the
amount of northbound left turning traffic from Santa Anita Avenue into the car
wash/gasoline station. The report recommends that the median on Santa Anita
Avenue be modified to accommodate the increase in left turn traffic demand.
The traffic report does not recommend a preference from the traffic engineering
point-of-view. Alternative "B" would require a suitable two-way traffic connection
between the existing car wash and the proposed project.
Based on our review of the Traffic Impact Report, we recommend acceptance of .
the study with respect to significant impacts at the key study intersections. Site
access, however, remains an issue. The traffic study does not make a specific
recommendation on this point.
Based on a letter received from the applicant, it appears that Alternative "A" is
preferred. The applicant expressed concern that on-site circulation between the
car wash and proposed gasoline station could become difficult during peak times.
The traffic report makes a similar point.
Based on our review of the Traffic Report and our knowledge of the area, I
recommend the following conditions of approval for the proposed gasoline
station/convenience. mart:

• Accept Alternative "A" as described in the traffic report (separate
driveways on Santa Anita Avenue)
• Require suitable vehicle access between the existing car wash and the
proposed gasoline station/convenience mart.
• Require that the existing opening in the raised median on Santa Anita
Avenue be closed to all cross traffic.
• Require an additional three (3) foot dedication along the west side of
• Santa Anita Avenue across the project frontage. The project should also
be responsible for widening the adjacent sidewalk to eight (8') feet.
The recommended closure of the median opening on Santa Anita Avenue is
based on several facts. They are:
• Existing southbound left turns from Santa Anita Avenue into the alley on
the east side of the median opening are prohibited.
• Existing westbound traffic from the alley on the east side of Santa Anita
Avenue is prohibited from turning left through the median opening.
• The existing northbound left turning traffic from Santa Anita Avenue into
the car wash is technically unlawful (wrong-way). •
• The traffic study shows very little potential use of the median opening for
access to and from the project.
• This displaced traffic from the median opening can be easily
accommodated at alternative locations.
