REGULAR MEETING MINUTES
TUESDAY, JULY 2, 2013
Pursuant to the adjournment of the June 18, 2013, Regular Meeting of the City Council /Successor
Agency to the Arcadia Redevelopment Agency, the Chief Deputy City Clerk appeared at the time
and place of adjournment at 6:00 p.m. and announced that no quorum was present until 7:00 p.m.
Mayor Pro Tern Wuo called the regular meeting to order at 7:00 p.m.

ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Council Member Amundson, Harbicht, Kovacic and Wuo
ABSENT: Mayor Segal
It was moved by Council Member Harbicht, seconded by Council Member Kovacic to excuse Mayor
Segal.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto announced there was a minor typographical error found in the staff report
relating to Consent Calendar item 2.c. and has no effect on the adoption of the ordinance.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE
READING IN FULL
A motion was made by Council Member Amundson, seconded by Council Member Harbicht to read
all ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. The City Clerk administered the Oath of Office to newly appointed Board and
Commission Members.
Mayor Pro Tern Wuo recognized the outgoing Board and Commission Members with a plaque; and
acknowledged those outgoing Board and Commission Members who were not present.
The City Clerk administered the Oath of Office to the incoming Board and Commission Members.
1. PUBLIC HEARING
a. Resolution No. 6980 confirming the Engineer's Report for the levv and collection of
the Arcadia Citywide Lighting District No. 1 and the assessment diagram connected
therewith; and ordering the levy and collection of assessments for Fiscal Year 2013-
14.
Recommended Action: Find that this item is exempt under the California
Environmental Quality Act; and adopt Resolution

Resolution No. 6981 confirming the Engineer's Report for the levy and collection of
the Kaitlyn Place Landscaping and Lighting District and the assessment diagram
connected therewith; and ordering the levy and collection of assessments for Fiscal
Year 2013 -14.
Recommended Action: Find that this item is exempt under the California
Environmental Quality Act; and adopt Resolution
Senior Management Analyst Maria Taylor presented the staff report.
Mayor Pro Tern Wuo opened the public hearing. No one appeared.
A motion to close the public hearing was made by Council Member Harbicht, seconded by Council
Member Kovacic, and seeing no further objection, Mayor Pro Tern Wuo declared the public hearing
closed.
It was moved by Council Member Harbicht, seconded by Council Member Amundson, and carried
on roll call vote to find that this Resolution is exempt under the California Environmental Quality Act;
and adopt Resolution No. 6980 confirming the Engineer's Report for the levy and collection of the
Arcadia Citywide Lighting District No. 1 and the assessment diagram connected therewith; and
ordering the levy and collection of assessments for Fiscal Year 2013 -14.

on roll call vote to find that this Resolution is exempt under the California Environmental Quality Act;

PUBLIC COMMENTS
Wayne Brown, representing the Los Angeles County Metropolitan Transit Authority appeared and
provided an update on the 710 North Freeway Environmental Study.
Samuel Lin, appeared and commented on the City's English /Chinese sign regulations.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City
Council related to meetings attended at City expense [AB 1234]).
Council Member Amundson commented on the Foothill Education Training Consortium which
assists residents in finding employment; and the United State Supreme Court ruling on same sex
marriage.
Council Member Harbicht commented on the Affordable Health Care Act and its impact on cities,
businesses, and contractors.

Council Member Kovacic extended his condolences to the Segal family on the passing of Mayor
Segal's mother; he encouraged everyone to attend the City of Sierra Madre Fourth of July parade;
he also extended his condolences to the families of the 19 firefighters who lost their lives in the
Arizona wildfire; he thanked Commission Members Jerry Selmer and Meredith Bruckner for their
service to the City, he congratulated all incoming commissioners; and he wished everyone a happy
and safe Fourth of July.
City Clerk Glasco also sent his condolences to the families of the 19 firefighters who lost their lives
in the Arizona wildfire; he encouraged everyone to attend the City of Sierra Madre Fourth of July
parade; and noted that he will be driving the Police Department's Ford Galaxy at the Fourth of July
parade.
Mayor Pro Tern Wuo also extended his condolences to the Segal family on the passing of Mayor
Segal's mother; and he encouraged everyone to be safe and participate in a Fourth of July
celebration.
1. CONSENT CALENDAR
a. Regular Meeting Minutes of June 18, 2013.
Recommended Action: Approve
b. Ordinance No. 2309 repealing in its entirety, Ordinance No. 1876 relating to
Standards and Training for Corrections Program; and finding that this Ordinance is
exempt under the California Environmental Quality Act (CEQA).
Recommended Action: Adopt the Ordinance
C. Ordinance No. 2311 amending Article ll, Chapter 6, Part 7 of the Arcadia Municipal
Code by repealing Section 2671.5 and amending Section 2671.6 relating to Gas
Water and Electric Utility Users Tax Rates: and finding that this Ordinance is exempt
under the California Environmental Quality Act (CEQA).
Recommended Action: Adopt the Ordinance
d. Ordinance No. 2310 amending various Sections of Article II Chapter 2 Part 9 of the
Arcadia Municipal Code to reflect the name change of the City's Museum to the Gilb
Museum of Arcadia Heritage; and finding that this Ordinance is exempt under the
California Environmental Quality Act (CEQA).
Recommended Action: Find that this item is exempt under the California
Environmental Quality Act; and introduce the Ordinance
e. Authorize and direct the City Manager to execute a one -year purchase order contract
extension with Performance Truck Repair Inc. for fire apparatus repairs in an
amount not to exceed $120,000 for Fiscal Year 2013 -14 and two additional one -year
extensions through Fiscal Year 2015 -16.
Recommended Action: Approve
f. Authorize and direct the City Manager to execute a one -year purchase order contract
extension with Day Wireless Systems for the purchase of City radios installation
service, and parts in an amount not to exceed $75,000 per year for Fiscal Year 2013-
14 and 2014 -15.

g. Authorize and direct the City Manager to execute a one -year purchase order contract
extension with HD Supply Waterworks for the purchase of data loa radio -read water
meters for the City's water distribution system in the amount of $500,000.

h. Authorize and direct the City Manager to execute a two -year Professional Services
Agreement extension with Executive Information Services (EIS) for PS NET public
Recommended Action: Approve
Authorize and direct the City Manager to execute a Professional Services Agreement
extension with Inter -Con Security Systems Inc for parking enforcement services
from July 1, 2013, to December 31, 2013, in an amount not to exceed $81,124.76.
Recommended Action: Approve
Authorize and direct the City Manager to execute a Professional Services Agreement
extension with Pasadena Humane Society & SPCA for animal control services from
July 1, 2013, through June 30. 2014, in the amount of $74,016.14.
Recommended Action: Approve
k. Authorize and direct the City Manager to execute a contract with ABM Services. Inc.
for janitorial and porter services for City facilities in the amount of $276,383.

I. Authorize and direct the City Manager to execute a Professional Services Agreement
with Silverlake Conservation. LLC in the amount of $22,000 for the cleaning repair,
and restoration of City Hall murals and approve a 10% contingency.
Recommended Action: Approve
M. Authorize and direct the City Manager to execute a one -year contract with SunGard
Pentamation for financial system software maintenance in an amount not to exceed
$32,800.
Recommended Action: Approve
Council Member Harbicht requested Consent Calendar item 2.1 be pulled for separate discussion.
It was moved by Council Member Kovacic, seconded by Council Member Harbicht, and carried on
roll call vote to approve Consent Calendar Items 2.a through 2.k and 2.m.

ABSENT: Mayor Segal
Council Member Harbicht commented on the murals and noted that he does not feel the murals are
worth restoring.
It was moved by Council Member Kovacic, seconded by Council Member Amundson, and carried
on roll call vote to approve Consent Calendar Item 2.1.

Council Member Kovacic announced that the 1s` Marine Division Band will be performing on the City
Hall West lawn, July 11 and encouraged everyone to attend.
Mayor Pro Tem Wuo also reminded residents of the summer concerts which begin July 11 on the
City Hall West lawn.
ADJOURNMENT
Mayor Pro Tem Wuo adjourned this meeting at 8:13 p.m. to July 16, 2013, at 6:00 p.m. in the City
Council Chamber Conference Room located at 240 W. Huntington Drive, Arcadia.
