ARCADIA PLANNING COMMISSION 1111 ■ REGULAR MEETING MINUTES TUESDAY, JULY 23, 2013 CALL TO ORDER — Chairman Beranek called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Chiao, Falzone, Parrille and Beranek ABSENT: None SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS Each Commissioner was provided with a radius map of their home area, a pamphlet on the Brown Act, materials for the California APA and a letter from the applicant for Item 3 requesting a Continuance to the August 13 meeting. PUBLIC COMMENTS- There were none. PUBLIC HEARINGS 1. Modification Application No. MP 13-07 Justin J. P. Kao,Architect 1147 Volante Drive The applicant is requesting the following Modifications: A. A Modification to allow a 25'-0"front yard setback in lieu of the minimum requirement of 35'-0"for a new 3,632 square-foot, two story residence (AMC Sec. 9251.2.2), and B. A Modification to allow a 1'-6" encroachment into the 25'-0"front yard setback for two of the front porch posts (AMC Sec.9251.2.7). NOTE: The Architectural Review Board of the Rancho Santa Anita Residents' Association has approved the architectural design of the proposed new residence. Recommended Action: Conditional approval and determination that this project is exempt from CEQA Associate Planner, Tom Li, presented the staff report. Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. There were none. 7-23-13 Chairman Beranek asked if anyone would like to speak in opposition to this project. The following people responded. Mr. Tim Christy, a neighbor Mr. Darrell Pon, a neighbor Chairman Beranek asked if the applicant would like to speak in rebuttal. Mr. Justin Kao, project architect, responded. MOTION It was moved by Commissioner Falzone, seconded by Commissioner Parrille, to close the Public Hearing. Without objection the motion was approved. MOTION It was moved by Commissioner Parri lle, seconded by Commissioner Falzone, to approve Modification Application No. 13-07, and find that the project is Categorically Exempt from CEQA per Section 15305 based on the findings in the staff report and subject to the conditions recommended in the staff report. ROLL CALL AYES: Commissioners Baerg, Falzone, Parri lle and Beranek NOES: Commissioner Chiao There is a five working day appeal period after the approval/denial of the application. Appeals are to be filed by 5:30 p.m. on Wednesday, July 31, 2013. 2. Modification Application No. MP 13-09 and Single-Family Architectural Desion Review No. SFADR 12-106 Steve Wu, Property Owner 2314 S. Santa Anita Avenue The applicant is requesting the following Modifications and Single-Family Architectural Design Review approval for a new 7,322 square-foot, single- family residence: A. A 50'-0"front yard setback in lieu of the 97'-0" average of the adjacent properties (AMC Sec. 9252.2.2), and B. A non-conforming 6'-0u high chain-link fence in the front yard area in lieu of a maximum 3'-0" high, non-chain-link fence (AMC Sec. 9252.2.12.1). Recommended Action: Conditional approval of request A, denial of request B, and determination that this project is exempt from CEQA Associate Planner, Tom Li, presented the staff report. 7-23-13 Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. MOTION It was moved by Commissioner Falzone, seconded by Commissioner Parrille, to close the Public Hearing. Without objection the motion was approved. MOTION It was moved by Commissioner Chiao, seconded by Commissioner Parrille, to deny Modification Application No. 13-09 and Single-Family Architectural Design Review No. SFADR 13-106. Tentative Parcel Map No. TPM 12-02 (71885)—Continued to August 13 meeting at the request of the applicant Samir Khourv, Engineer on behalf of property owner, Safeway. Inc. 618 Michillinda Avenue The applicant is requesting approval of a Tentative Parcel Map to subdivide one lot improved with commercial and residential developments into two lots. Recommended action: Conditional approval and determination that this project is exempt from CEQA At the request of the applicant, this item was continued to the August 13, 2013, meeting. 7-23-13 CONSENT CALENDAR 4. Minutes of the July 9, 2013 meeting MOTION It was moved by Commissioner Perrille, seconded by Commissioner Falzone, to approve the minutes of the July 9, 2013 meeting. ROLL CALL AYES: Commissioners Baerg, Chiao, Falzone, Perrille and Beranek NOES: None MATTERS FROM COUNCIL LIAISON, JOHN WUO There were none. MATTERS FROM PLANNING COMMISSIONERS Commissioners Perrille and Falzone said they will not be able to attend the August 27 meeting. Commissioner Chiao asked if the Architectural Review Boards of the Homeowners Associations could post their meeting agendas on the city website. Ms. Flores agreed to pass his suggestion along to Mr. Kasama when he returns. MATTERS FROM MODIFICATION COMMITTEE Commissioner Chiao reported that the first item on the Modification Committee agenda, which had been continued from the previous meeting, was denied. He also said that the application for modifications for a multi-family residence and another for reduced distance between buildings were approved. MATTERS FROM STAFF INLCUDING UPCOMING AGENDA ITEMS Ms. Flores said the next agenda will include Parcel Map No. TPM 12-02 (continued from this meeting), a Tract Map and multi-family design review for a nine unit townhouse project at 1019 Holly Ave. ADJOURNMENT Chairman Beranek adjourned this meeting at 7:50 p.m. to August 13, 2013, at 7:00 p.m. in the City Council Chambers located at 240 W.
