HomeMy WebLinkAbout07/16/201355:0070 CITY COUNCIL/SUCCESSOR AGENCY TO THE ARCADIA REDEVELOPMENT AGENCY REGULAR MEETING MINUTES TUESDAY, JULY 16, 2013 Pursuant to the adjournment of the July 16, 2013, Regular Meeting of the City Council /Successor Agency to the Arcadia Redevelopment Agency, the Chief Deputy City Clerk appeared at the time and place of adjournment at 6:00 p.m. and announced that no quorum was present until 7:00 p.m. Mayor Segal called the regular meeting to order at 7:00 p.m. INVOCATION — First Reader Kristin Bennett, First Church of Christ, Scientist PLEDGE OF ALLEGIANCE — Mary Beth Hayes, Director of Library and Museum Services ROLL CALL OF CITY COUNCIL MEMBERS PRESENT: Council Member Amundson, Harbicht, Kovacic, Wuo and Segal ABSENT: None SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS City Manager Lazzaretto announced there was no supplemental agenda information. MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE READING IN FULL A motion was made by Council Member Amundson, seconded by Council Member Harbicht to read all ordinances and resolutions by title only and waive the reading in full. PRESENTATIONS a. Presentation of a plaque to outgoing Senior Citizens' Commission Member Jack Lamp. b. Presentation of certificates to the Arcadia American Little League Minors Orioles baseball team for winning the California District 17 Tournament of Champions. 1. PUBLIC HEARING a. Resolution No. 6983 authorizing the Arcadia Police Department to use funds allocated from the Citizens' Option for Public Safety — Supplemental Law Enforcement Services Fund (COPS- SLESF) for the purpose of front line police services. Recommended Action: Adopt the Resolution City Manager Lazzaretto and Police Chief Guthrie presented the staff report. Mayor Segal opened the public hearing. No one appeared. A motion to close the public hearing was made by Council Member Harbicht, seconded by Council Member Amundson, and seeing no further objection, Mayor Segal declared the public hearing closed. 55:0071 It was moved by Council Member Harbicht, seconded by Council Member Amundson, and carried on roll call vote to adopt Resolution No. 6983 authorizing the Arcadia Police Department to use funds allocated from the Citizens' Option for Public Safety — Supplemental Law Enforcement Services Fund (COPS- SLESF) for the purpose of front line police services. AYES: Council Member Harbicht, Amundson, Kovacic, Wuo and Segal NOES: None ABSENT: None b. Confirm the County of Los Angeles Department of Agricultural Commissioner/ Weights and Measures Weed Abatement Charges. Recommended Action: Approve City Manager Lazzaretto presented the staff report. Mayor Segal opened the public hearing. No one appeared. A motion to close the public hearing was made by Council Member Kovacic, seconded by Mayor Pro Tern Wuo, and seeing no further objection, Mayor Segal declared the public hearing closed. It was moved by Mayor Pro Tern Wuo, seconded by Council Member Kovacic, and carried on roll call vote to confirm the weed abatement charges and order the County Auditor to enter the amounts of the assessment against the parcels of land as they appear on the current assessment roll. AYES: Council Member Wuo, Kovacic, Amundson, Harbicht, and Segal NOES: None ABSENT: None PUBLIC COMMENTS — No one appeared. REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City Council related to meetings attended at City expense [AB 1234]). Council Member Amundson commented on the 710 Freeway study evaluation and transportation options to relieve congestion in the area; and the banning of fire pits at state beaches; he referred to an e-mail he received regarding the hiring of illegal workers; and commented on the importance of communication and encouraged residents to visit the City's website and sign up for "Alert Arcadia" to receive emails in the event of an emergency in Arcadia. Council Member Harbicht announced he attended the Independent Cities Association conference in Rancho Bernardo, and commented on topics discussed including: stormwater mandates, the realignment program, economic development post - redevelopment, the Delta Water project, and the impact of water issues; and he commended the City Manager and staff for keeping the City Council updated on water issues, Mayor Pro Tern Wuo also reported that he attended the Independent Cities Association conference in Rancho Bernardo, and commented on various topics that were discussed; he noted that the Realignment program is not working; and commented on the Delta Water project. Council Member Kovacic congratulated Mr. Lamp for his service to the community and noted that he was the 2012 Senior Citizen of the Year; he congratulated the Arcadia American Little League Minor Orioles baseball team; he noted that the 1st Marine Band Division concert was a huge success and invited everyone to attend the free summer concerts on Thursdays at 6:30 p.m. on the 55:0072 City Hall West lawn; and he congratulated the Police Department on a great job investigating the vandalism that occurred at Dana Middle School. City Clerk Glasco discussed volunteering and referred residents to the "Helping Hands" brochure on City's website which provides information on local volunteering opportunities. Mayor Segal encouraged everyone to attend the summer concerts on Thursdays at 6:30 p.m. on the City Hall West lawn; and noted that August 8 is National Night Out and Arcadia's 110th Birthday. 2. CONSENT CALENDAR a. Regular Meeting Minutes of July 2, 2013. Recommended Action: Approve b. Ordinance No 2310 amending various Sections of Article II, Chapter 2. Part 9 of the Arcadia Municipal Code to reflect the name change of the City's Museum to the Gilb Museum of Arcadia Heritage and finding that this Ordinance is exempt from the requirements of the California Environmental Quality Act (CEQA). Recommended Action: Adopt the Ordinance C. Resolution No 6984 declaring its intention to vacate Front Street in its entirety . setting a public hearing relative thereto and approving a categorical exemption pursuant to the California Environmental Quality Act (CEQA) for the proiect. Recommended Action: Adopt the Resolution d. Accept all work performed by CLS Landscape Management, Inc. for the replacement of City trees lost in the December 2011 windstorm event as complete and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $9,763.15. Recommended Action: Approve e. Accept all work performed by Mariani Builders for the renovation of the Cay Mortenson Library Auditorium proiect as complete and authorize the final payment to be made in accordance with the contract documents, subject to the retention of $6,393.98. Recommended Action: Approve f. Authorize and direct the City Manager to execute a one year contract extension with Sheldon Mechanical Corporation for HVAC preventative maintenance services at various City facilities in the amount of $105,880. Recommended Action: Approve N Boulevard from Santa Anita Avenue to Baldwin Avenue, approve a 10% contingency, appropriate an additional $110,000 from Proposition C funds, and approve the project as categorically exempt pursuant to Section 15301 Class 1(c) from the requirements of the California Environmental Quality Act (CEQA). Recommended Action: Approve 55:0073 h. Authorize and direct the City Manager to execute a Professional Services Agreement for Personnel Legal Services with Filarsky & Watt, LLP in an amount not to exceed $35,000 for Fiscal Year 2013 -14. Recommended Action: Approve Council Member Kovacic announced that his law firm represented CLS Landscape Management in an unrelated matter several years ago and in the interest of avoiding any appearance of impropriety, he will abstain from voting on Consent Calendar Item 2.d. Mayor Segal announced that he will abstain from voting on Consent Calendar Item 2.a because he was absent from the July 2, 2013, City Council meeting, It was moved by Council Member Amundson, seconded by Mayor Pro Tern Wuo, and carried on roll call vote to approve Consent Calendar Items 2.a through 2.h. AYES: Council Member Amundson, Kovacic (except as noted), Wuo, Harbicht, and Segal (except as noted) NOES: None ABSENT: None ABSTAIN: Council Member Kovacic (Consent Calendar Item 2.d) and Mayor Segal (Consent Calendar Item 2.a) 3. CITY MANAGER ITEMS a. Presentation on Arcadia Crime Statistics. Police Chief Guthrie presented a PowerPoint presentation on the status of crime in the community. Discussion ensued. No action was required or taken. ADJOURNMENT Mayor Segal adjourned this meeting in memory of Veronica Delores Thee at 8:40 p.m. to August 6, 2013, at 5:30 p.m. in the City Council Chamber Conference Room located at 240 W.
