SUBJECT: AUTHORIZE AND DIRECT THE CITY MANAGER TO APPROVE THE
PURCHASE OF TWO FORD EXPLORER POLICE PURSUIT VEHICLES
FROM WONDRIES FLEET GROUP IN THE AMOUNT OF $62,354.60
Recommendation: Approve
SUMMARY
The Fiscal Year 2013 -14 Equipment Acquisition Budget provides for the replacement of
one administrative vehicle and one Sport Utility Vehicle (SUV) for the Arcadia Police
Department. It is recommended that the City Council authorize and direct the City
Manager to approve the purchase of two 2014 Ford Explorer police pursuit vehicles
from Wondries Fleet Group in the amount of $62,354.60.
DISCUSSION
The Fiscal Year 2013 -14 Equipment Acquisition Budget provides for the replacement of
one administrative vehicle and one SUV for the Arcadia Police Department. The current
2005 Ford Explorer used by the Detective Bureau meets the mileage, age, and /or
maintenance requirements of the City's Vehicle Replacement Program and will be
replaced by a new 2014 Ford Explorer police pursuit vehicle. The 2014 Ford Explorer
has a 3.5 -liter V -6 Engine and is a front wheel drive vehicle. It is fully equipped as a
police pursuit vehicle and is prewired with emergency lighting accessories. The 2005
Ford Explorer will go to auction once replaced.
The current administrative vehicle used by the Administration Captain is a 2008 Dodge
Charger. The 2008 Dodge Charger is a midsized passenger vehicle. It will be rotated
down to replace a 2002 Chevy Malibu which is experiencing mechanical problems. The
2014 Ford Explorer has more room for police gear and the seats to accommodate gun
holsters and belts. The rear bench seats can fold flat for additional storage and it is
upholstered in vinyl for easier cleaning. The 2014 Ford Explorer is more fuel efficient
than the Dodge Charger police pursuit vehicle. Most area police departments are
transitioning to the SUV for an administrative vehicle for these reasons.

The Public Works Services Department investigated cooperative purchase agreements
(also known as "piggy- backing ") with other larger municipalities for vehicles with
specifications that are equal to or greater than the City of Arcadia's. The Los Angeles
County Motor Transit Division, in cooperation with Wondries Fleet Group, has
authorized the City of Arcadia to receive the same price per unit as listed in their
purchase order for the purchase of Ford Explorer four door sport police pursuit vehicles.
Utilizing this pricing will allow the City to purchase these vehicles at a low and
competitive price per unit.
FISCAL IMPACT
The cost for two 2014 Ford Explorer police pursuit vehicles is $62,354.60. Funds in the
amount of $73,900 have been budgeted in the Fiscal Year 2013 -14 Equipment
Replacement Fund for the vehicle acquisition, lighting, and telecommunication
equipment.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
approve the purchase of two Ford Explorer police pursuit vehicles from Wondries Fleet
Group in the amount of $62,354.60.
