Wray, Deputy Director of Development Services /City Engineer SUBJECT: ACCEPT ALL WORK PERFORMED BY DASH CONSTRUCTION COMPANY, INC. FOR THE CITY HALL EXTERIOR RENOVATION PROJECT AND RATIFY THE EXPENDITURE OF FUNDS ABOVE THE 10% CONTINGENCY PREVIOUSLY APPROVED BY THE CITY COUNCIL Recommendation: Approve SUMMARY On March 5, 2013, the City Council awarded a contract to Dash Construction Company in the amount of $346,477, plus a 10% contingency, for City Hall Exterior Renovation. There were six (6) change orders for extra work approved during the project, increasing the contract amount by $41,318.68. The terms and conditions of this project have been complied with, and the required work has been performed to staff's satisfaction, for a final cost of $387,795.68. It is recommended that the City Council accept the project as complete, and authorize the final payment in accordance with the approved contract documents. BACKGROUND The City Hall Exterior Renovation project is the third and final phase of the overall City Hall Renovation Plan. The scope of work for the exterior renovation included the following: 1. Clean, patch, and paint all building surfaces. 2. Construct architectural features on the north and south building faces to provide building consistency. 3. Remove and replace all down - drains. 4. Permanently remove three (3) doors, and remove and replace all other doors. 5. Remove and replace all hand - railings. 6. Install new lighting in covered walkways. 7. Install new pavers in the access -way from the parking lot to the City Hall main entrance and Council Chambers building. 8. Install a new handicapped ramp between the Lower City Hall buildings. City Hall Exterior Renovation September 17, 2013 Page 2 9. Reduce the concrete walls on the existing handicapped ramp in the courtyard 10. Remove and replace the landscaping around all buildings, including the Council Chambers. Bids were opened for the project on February 21, 2013, and the City Council awarded a contract to Dash Construction Company in the amount of $346,477 on March 5, 2013. DISCUSSION Construction began in late April, 2013, and continued into August, 2013. As the work progressed, several unforeseen items and conditions were discovered that required extra work from the contractor. The old railing posts in the courtyard were cut off many years ago and were left exposed at the surface. They were not addressed in the project plans, and would have otherwise remained after this project. Also, there were several old abandoned pipes and conduit attached to the building exterior in various locations. Change orders were approved for the removal of the old cutoff posts and the abandoned pipes and conduit. The basement roof encroached into the area in front of the main Council Chambers doors, making it very difficult to continue the pavers up to the doors. A change order was approved to do additional demolition and preparation work and replace the pavers with concrete. Several items that were not initially in the scope of work were added during construction. Painting the Council Chambers building and the back side of the fascia on the east side of City Hall were not originally in the scope of work. It became apparent during construction that painting the Council Chambers was critical so that it would tie the buildings together and be consistent. The back side of the fascia on the east side of City Hall was cleaned as part of the project, but it was severely weathered and the cleaning did not improve the appearance. The unit pricing offered by the contractor was extremely competitive; therefore, change orders were approved to add the painting of these structures. Also, the plans and specifications called for a single color to be applied to the City Hall buildings. It was decided to add two additional color tones to accent the building and provide greater contrast for the architectural features of the facades. Finally, several items were upgraded during construction either in material, workmanship, or paint finish from the initial plans and specifications. The hand railings were called out to be galvanized and powder- coated. The galvanizing, although protective, resulted in a rough and uneven coating. A change order was approved to refabricate the hand rails with only the powder- coating for a smooth and more desirable finish. The facade and parapet materials were upgraded to a slightly more durable material because of the potential for damage from trees and human interaction. Also, the light fixtures in the courtyard hallways were upgraded to LED light fixtures for better and more efficient lighting. City Hall Exterior Renovation September 17, 2013 Page 3 All the above items add to the quality of construction, the aesthetics, and the durability of the building. The total amount of all additional work is $41,318.68. This amount exceeds the 10% contingency by $6,670.68, and brings the total contract to $387,795.68, still below the Engineer's Estimate for the project ($500,000), and within the project budget. FISCAL IMPACT The FY 2012 -13 Capital Improvement Program budget for the City Hall Exterior Renovation project was combined with the Interior Renovation Project (Phase 2), with a total budget of $895,000. All Phase 2 work, which included other items like moving expenses, abatement services, communications and electrical, storage container rentals, signage, artwork, partitions, and furniture, was estimated at approximately $495,000. This Phase 3 contract, including the change orders, is $387,795.68, and is within the total budgeted amount; however, it exceeds the total contract award, including contingencies, by $6,670.68.Therefore, an additional appropriation for this contract is required. RECOMMENDATION It is recommended that the City Council accept all work performed by Dash Construction Company, Inc. for the City Hall Exterior Renovation Project and ratify the expenditure of funds above the 10% contingency previously approved by the City Council.
