Wray, Deputy Director of Development Services /City Engineer Prepared by: Tim Kelleher, Assistant Engineer SUBJECT: AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE A CONTRACT WITH NOBEST CONSTRUCTION IN THE AMOUNT OF $160,000 FOR THE MISCELLANEOUS MINOR REPAIRS TO ARTERIAL STREETS PROJECT, APPROVE A 10% CONTINGENCY, APPROPRIATE AN ADDITIONAL $76,500 FROM PROPOSITION C FUNDS FOR ADDITIONAL EXPENSES, AND APPROVE THE PROJECT AS CATEGORICALLY EXEMPT PURSUANT TO SECTION 15301, CLASS 1(C) FROM THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) Recommendation: Approve SUMMARY In the Fiscal Year 2012 -13 Capital Improvement Program (CIP), the City Council appropriated funding for the Miscellaneous Minor Repairs to Arterial Streets Project. The project includes pavement repairs and minor alterations to improve left turn movements at various locations throughout the City. A portion of this funding was used earlier this year for the acceleration of a slurry seal project on Colorado Boulevard between San Antonio Road and Colorado Place. That work was completed at a cost of $30,000. The balance of the project was advertised for bids in August and bids were opened on August 27, 2013. Nobest Construction submitted the successful low bid in the amount of $160,000. The remaining budget is not enough to complete the project and will require an additional appropriation. It is recommended that the City Council award a contract for the Miscellaneous Minor Repairs to Arterial Streets Project to Nobest Construction, and approve an additional appropriation of $76,500 from Proposition C funds. Arterial Streets Miscellaneous Minor Repairs September 17, 2013 Page 2 of 4 BACKGROUND There are a number of areas on Arcadia's arterial streets that are in need of either minor pavement repairs or simple changes that would greatly improve vehicular and /or pedestrian access. These locations tend to be too small to be stand -alone projects and can be relatively expensive and difficult to add onto other projects. Over the past few years, several isolated arterial street pavement needs have been documented and kept on a list for future opportunities. The intent of this project is to take the highest priorities from the list and carry out the repairs as one project. The City has successfully administered other types of improvement projects this way, such as sidewalks, curbs and gutters, and bus pads. DISCUSSION In FY 2012 -13, the City Council appropriated $150,000 for a project to make miscellaneous minor repairs to arterial streets. The project scope was assembled from several of the highest priorities on the City's inventory list. One of the items in the initial scope was the repaving and striping of Colorado Boulevard between Colorado Place and San Antonio Road. This work includes slurry seal and a new striping plan that was approved by the City's Traffic Advisory Committee. The City took advantage of an opportunity to accelerate this item by including it with the City's annual slurry seal project completed this summer at a cost of $30,000. The balance of the project scope includes the following three items: • Pavement repair at the bus turn -out located on eastbound Huntington Drive at Arcadia Methodist Hospital. The existing asphalt has completely failed and is holding run -off water on a continuous basis. This project will replace the asphalt with concrete. Both Arcadia Methodist Hospital and the MTA have complained about the condition of the turn -out. • Shorten the median noses on Baldwin Avenue between Camino Real and Live Oak Avenues. This will improve the left turns onto Baldwin Avenue from the adjoining side streets. • Repair the asphalt pavement in the eastbound right lane of Huntington Drive at Fifth Avenue. Arterial Streets Miscellaneous Minor Repairs September 17, 2013 Page 3 of 4 The Engineer's Estimate for the three items in the project was $140,000. The project was advertised for bids in August, and bids were opened on August 27, 2013. Bids from three (3) prospective contractors were received with the following results: COMPANY AMOUNT Nobest Construction $160,000.00 E C Construction $168,836.65 Gentry Brothers $174,000.00 The bid documents have been reviewed for content, and Nobest's background and recent project history have been investigated for competency. Based on this review, it has been determined that Nobest Construction can satisfactorily perform the required work. The budget for this project is $150,000 from Proposition C funds. The total cost of this project is estimated as follows: Project Bid $160,000 Contingency $16,000 Engineering /Inspection $14,500 Survey /Testing $6,000 Colorado Slurry $30,000 TOTAL $226,500 This leaves a $76,500 shortfall. Therefore, completion of the project will require an additional appropriation from Proposition C funds. ENVIRONMENTAL DETERMINATION The project is categorically exempt per Section 15301 Class 1(c) from the requirements of California Environmental Quality Act (CEQA). FISCAL IMPACT Proposition C funds in the amount of $150,000 have been approved in the Fiscal Year 2012 -13 Capital Improvement Program to complete this project. The paving and striping work on Colorado Boulevard has already been completed at a cost of $30,000. With the low bid at $160,000, a contingency of $16,000, and other soft costs of $20,500, this adds a total of $76,500 to the project expenditures. An additional appropriation of $76,500 to cover the additional expenses is recommended. There are sufficient Proposition C Funds in the fund balance to cover the additional appropriation. Arterial Streets Miscellaneous Minor Repairs September 17, 2013 Page 4 of 4 RECOMMENDATION It is recommended that the City Council authorize and direct the City Manager to execute a contract with Nobest Construction in the amount of $160,000 for the Miscellaneous Minor Repairs to Arterial Streets Project, approve a 10% contingency, appropriate an additional $76,500 from Proposition C funds for additional expenses, and approve the project as categorically exempt pursuant to Section 15301, Class 1(c) from the requirements of the California Environmental Quality Act (CEQA).
