CUP 13 -10 AND ARCHITECTURAL DESIGN REVIEW FOR THE
CONSTRUCTION OF A 2,650 SQUARE FOOT MUSEUM EDUCATION
CENTER ADJACENT TO THE GILB MUSEUM OF ARCADIA HERITAGE
AT 380 WEST HUNTINGTON DRIVE AND FINDING THAT THIS
PROJECT QUALIFIES AS A CATEGORICAL EXEMPTION FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
Recommendation: Adopt
SUMMARY
On June 4, 2013, the City Council approved a contract with TKE Construction, Inc.
(TKE) for design /build services for the construction of a proposed Museum Education
Center. Part of the scope of services was to present the project in a public hearing with
the City Council prior to submitting plans for plan check. TKE has completed conceptual
design and has submitted the project for review as a Conditional Use Permit. Based on
the site plan, elevations, floor plan, and associated documents submitted by TKE, it is
recommended that that City Council approve Conditional Use Permit No. 13 -10 and the
associated Architectural Design Review.
BACKGROUND
The City Council approved, in concept, the design and construction of a proposed
Museum Education Center of approximately 2,600 square feet at the January 20, 2009,
City Council Meeting. A fundraising effort has been actively pursued over the past
several years by the Arcadia Museum Foundation, resulting in $500,000 raised toward
the construction of the building.
The plans originally developed for the Museum Education Center were conceptual, and
did not provide the level of detail necessary to pursue a typical plan -based bidding
process. Therefore, at the November 6, 2012, meeting, the City Council authorized the
use of the Design /Build process to proceed with moving toward the construction phase

for this project. On March 5, 2013, the City Council authorized the release of the RFP
to interested Design /Build contractors. Following the release of the RFP, and the
subsequent interview process, staff and representatives of the Arcadia Museum
Foundation selected TKE as the Design /Build contractor. On June 4, 2013, the City
Council approved a contract with TKE.
DISCUSSION
The Center will be located between the Gilb Museum of Arcadia Heritage and the
Arcadia Community Center. The building will provide a visual and physical link between
these two buildings, creating a "campus" feel in this area. The area where the new
building is located is currently occupied by underutilized shuffleboard courts, arbors,
and associated landscape and hardscape.
The RFP contained technical specifications that outlined the key building components
desired for the project, the minimum level of construction quality necessary for the
building, and the finishes, materials, and furnishings required to make this a building the
community will be proud of. The building is envisioned to be used for educational
programs, youth and senior classes, lectures, meetings, exhibits, reception and dinner
functions, and many other uses. TKE's Conditional Use Permit submittal includes all of
the components discussed in the RFP, and the design /build team has done an excellent
job in interpreting the original drawings and concept for the building.
The new Museum Education Center is proposed to be 2,650 square feet in size, and will
include a large porch, or "hospitality terrace ", at the front elevation. The building will
have a plaster finish, highlighted by brick veneer columns and supports to match the
Community Center. The porch area will include skylights and a substantial open area to
host events. The building is proposed to have concrete shingle roofing to match the
style of the Community Center and aluminum storefront double doors to create an open
and inviting feel. From an Architectural Design Review perspective, the building meets
the City's requirements and, just as importantly, the goals of the Arcadia Museum
Foundation.
Internally, the building is proposed to have a classroom area that is divisible into two
distinct halves depending on programming. The building will also include ample storage
area, a work station, a hall or "gallery" area at the entry point, as well as restrooms and
utility rooms. A kitchenette area is included in the design to be used for classes and
demonstrations, as well as for simple catering of events at the Center. The classroom
area will have an engineered wood flooring system to allow for versatility of use. The
gallery area and porch area will have colored concrete flooring and the restrooms will be
tiled. Countertops and cabinetry will be included in the classroom area to provide
options for storage, programming, and use.

Minimal landscaping and hardscape will be added to the front of the building, and the
paved walkways will be designed to connect the three buildings together. In addition, as
the site has been studied and building placement considered, it has become clear that
the existing, mature Camphor tree located in the space near the statue will need to be
removed. TKE has explored options to preserve this tree, but the building cannot be
situated in a way that will prevent extensive modification and risk to the tree's health.
The project site is Zoned S -2, Public and Semi - Public, which requires a Conditional Use
Permit for most buildings. All civic and /or educational buildings are permitted in this
Zone following approval of a CUP. The project meets all development standards for the
Zone and no additional entitlements or jurisdictional approvals are necessary. Parking
for the Center will be shared amongst the Museum and the Community Center. As
mentioned previously, the Center will act to unify these two buildings into a "campus"
and the 198 parking spaces available are adequate for the shared use of all three
buildings.
Section 9275.1.2 of the Arcadia Municipal Code requires that for a Conditional Use
Permit to be granted, it must be found that all of the following prerequisite conditions
can be satisfied:
1. That the granting of such Conditional Use Permit will not be detrimental to the
public health or welfare or injurious to the property or improvements in such zone or
vicinity.
Facts to Support the Finding: The project will not be detrimental in any way to the
public health or the surrounding area. In fact, the project will benefit the public in
many ways by providing additional educational options and opportunities for
Arcadia residents. The construction of the building will also enhance the
surrounding area and improve the connectivity between the two existing public
buildings on the site.
2. That the use applied for at the location indicated is properly one for which a
Conditional Use Permit is authorized.
Facts to Support the Finding: An educational building is exactly the type of use
contemplated by the Public /Semi - Public Zone. The City has made a commitment to
going through its own CUP process in this Zone to allow an opportunity for the
public to be involved in all decisions for this project.
3. That the site for the proposed use is adequate in size and shape to accommodate
said use, and all yards, spaces, walls, fences, parking, loading, landscaping, and
other features required to adjust said use with the land and uses in the
neighborhood.

Facts to Support the Finding: The Public /Semi Public Zone is very flexible with
regard to development standards. The Museum Education Center will be sited in
such a way as to properly fit into a fairly small space between the existing Gilb
Museum of Arcadia Heritage and the Arcadia Community Center while still meeting
all code requirements for building separation. The building will be positioned to take
advantage of a walkway system that will connect it with the other two buildings on
site, and it is of a proposed height that is complimentary to, but lower than, these
adjacent buildings. The landscaping in front of the new building will also be
refreshed and this will help tie the buildings together. As a result, the site is
adequate in size and shape to accommodate the building and all associated
landscaping and hardscape.
4. That the site abuts streets and highways adequate in width and pavement type to
carry the kind of traffic generated by the proposed use.
Facts to Support the Finding: The site is located along Huntington Drive and also
would have access to associated parking from Campus Drive. These streets are
adequate to serve the proposed use.
5. That the granting of such Conditional Use Permit will not adversely affect the
comprehensive General Plan.
Facts to Support the Finding: The General Plan has set aside a specific
designation for public and semi - public uses in specific areas throughout the City.
These locations currently house City Hall, the Police and Fire Department locations,
and the Community Center and Museum. The siting of this use carries out the intent
of the General Plan.
The Conditional Use Permit materials have been distributed for review amongst all
relevant City Departments and have been provided to the Museum Foundation. The
project as submitted meets the City's goals as well as the goals of the Museum
Foundation. If approved, the project will be submitted for plan check shortly and TKE
plans on beginning construction in October.
ENVIRONMENTAL ANLYSIS
Per the requirements of the California Environmental Quality Act (CEQA), the project
qualifies for a Categorical Exemption per Class 3, New Construction or Conversion of
Small Structures. In urbanized areas, this exemption (Section 15303 of the CEQA
Guidelines) applies to up to four commercial buildings not exceeding 10,000 square feet
in floor area on sites zoned for such use. This project clearly fits within this exemption.

FISCAL IMPACT
The contract approved by City Council was for $797,581 plus a 10% contingency. The
Museum Foundation is contributing $500,000 toward the construction of this building
with the remaining contract amount to be covered by City Park and Recreation Impact
Fees. The cost of the CUP process was part of the bid by TKE Construction, Inc. and is
covered in the budgeted amount.
RECOMMENDATION
It is recommended that the City Council adopt Resolution No. 6994 approving
Conditional Use Permit 13 -10 and Architectural Design Review for the construction of a
2,650 square foot Museum Education Center adjacent to the Gilb Museum of Arcadia
Heritage at 380 West Huntington Drive and finding that this project qualifies as a
categorical exemption from the California Environmental Quality Act (CEQA).

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ARCADIA,
CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. CUP 13-
10 AND ARCHITECTURAL DESIGN REVIEW FOR THE
CONSTRUCTION OF A 2,650 SQUARE FOOT MUSEUM EDUCATION
CENTER ADJACENT TO THE GILB MUSEUM OF ARCADIA HERITAGE
AT 380 WEST HUNTINGTON DRIVE AND FINDING THAT THIS
PROJECT QUALIFIES AS A CATEGORICAL EXEMPTION FROM THE
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
WHEREAS, on August 26, 2013, applications were filed by TKE Construction,
Inc. on behalf of the City Arcadia for the construction of a 2,650 square foot Museum
Education Center adjacent to the Gilb Museum of Arcadia Heritage at 380 West
Huntington Drive, Development Services Department Case Conditional Use Permit
Application No. CUP 13 -10 and Architectural Design Review; and
WHEREAS, on September 17, 2013, a public hearing was held before the City
Council on said application, at which time all interested persons were given full
opportunity to be heard and to present evidence.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ARCADIA DOES
FIND, DETERMINE AND RESOLVE AS FOLLOWS:
SECTION 1. That the factual data submitted by the Development Services
Department in the staff report dated September 17, 2013, are true and correct.
SECTION 2. That this City Council finds:
1. That the granting of such Conditional Use Permit will not be detrimental to the
public health or welfare or injurious to the property or improvements in such zone or
vicinity. The project will not be detrimental in any way to the public health or the
surrounding area. In fact, the project will benefit the public in many ways by providing
additional educational options and opportunities for Arcadia residents. The construction

of the building will also enhance the surrounding area and improve the connectivity
between the three public buildings in this area.
2. That the use applied for at the location indicated is properly one for which a

Conditional Use Permit No. CUP 13 -10 and Architectural Design Review for the
construction of a 2,650 square foot Museum Education Center adjacent to the Gilb
Museum of Arcadia Heritage at 380 West Huntington Drive.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution.
