HomeMy WebLinkAbout8-27-13 POW, k ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, August 27, 2013 CALL TO ORDER — Chairman Beranek called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Chiao, and Beranek ABSENT: Commissioners Falzone and Parrille MOTION It was moved by Commissioner Chiao and seconded by Commissioner Baerg, to excuse Commissioners Falzone and Parrille. Without objection the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None. PUBLIC COMMENTS None. PUBLIC HEARINGS 1. Tentative Tract Map No. TTM 72144, Multiple-Family Architectural Design Review No. MFADR 13-01 and Administrative Modification No. MA 13-19 with a Class 32 Categorical Exemption from the California Environmental Quality Act (CEQA) for a Nine-Unit Residential Condominium Development with Three Units at a 30'-0" Front Yard Setback in lieu of the 40'-0" Special Setback Requirement at 1013— 1019 Holly Avenue— Continued from the August 13, 2013 meeting Applicant: Twen Ma, Architect Recommended action: Conditional approval of TTM 72144, MFADR 13-01, MA 13-19, and determination that this project is exempt from CEQA Assistant Planner Nick Baldwin presented the staff report. Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. Mr. Twen Ma, project architect, responded. Chairman Beranek asked if anyone would like to speak in opposition to this project. 8-27-13 There were none. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Chiao, to close the Public Hearing. ROLL CALL AYES: Commissioners Baerg, Chiao, and Beranek NOES: None ABSENT: Commissioners Falzone and Parrille MOTION It was moved by Commissioner Baerg, seconded by Commissioner Chiao, to approve Tentative Tract Map No. TTM 72144, Architectural Design Review No. ADR 13-01 and Administrative Modification No. MA 13-19 and find that the project is Categorically Exempt from CEQA per Section 15315 based on the findings in the staff report and subject to the conditions recommended in the staff report as amended. ROLL CALL AYES: Commissioners Baerg, Chiao, and Beranek NOES: None ABSENT: Commissioners Falzone and Parrille There is a ten (10) day appeal period after the approval of the subdivision. Appeals are to be filed by 5:30 p.m. on Monday, September 9, 2013. 2. Tentative Tract Map No. TTM 72322, and Multi-Family Architectural Design Review No. MFADR 12-16 with a Class 32 Categorical Exemption from the California Environmental Quality Act (CEQA) for an Eight-Unit Residential Condominium Development at 610 S. Second Avenue Applicant: Patrick Chiu &Associates Recommended action: Conditional approval of TTM 72322, MFADR 12-16, and determination that this project is exempt from CEQA Associate Planner Tim Schwehr presented the staff report. Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. Mr. Patrick Chiu, project architect, responded. Chairman Beranek asked if anyone would like to speak in opposition to this project. The following responded: Ms. Sally Forsall, a tenant Ms. Kelly Lai, a neighbor 8-27-13 MOTION It was moved by Commissioner Chiao, seconded by Commissioner Baerg, to close the Public Hearing. General Plan Consistency Determination to consider a vacation of an offer of dedication for a future street along the south 30 feet of the property at 2232 Holly Avenue. Recommended action: Find that the proposed vacation is consistent with the City's General Plan goals and policies and forward a recommendation to the City Council. 4. Minutes of the August 13, 2013, Regular Meeting of the Planning Commission Recommended action: Approve Chairman Beranek called for a Roll Call to approve the General Plan Consistency Determination and the Minutes of the August 13, 2013 meeting. ROLL CALL AYES: Commissioners Baerg, Chiao, and Beranek NOES: None ABSENT: Commissioners Falzone and Parrille 8-27-13 MATTERS FROM COUNCIL LIAISON, JOHN WUO Councilman Wuo reminded the Commissioners that school has reopened and we can all expect heavier traffic. FROM PLANNING COMMISSIONERS There was nothing. MATTERS FROM MODIFICATION COMMITTEE Chairman Beranek reported that the Modification Committee reviewed two items at their meeting, both relating to healthy oak trees. The first item requesting a permit for removal of a healthy oak tree was denied and the second item requesting a permit for trimming of major branches from an oak tree was approved. MATTERS FROM STAFF INLCUDING UPCOMING AGENDA ITEMS Mr. Kasama said that the Savers Thrift Super Store project denial was appealed to the City Council and approved. He also said that, at present, there is nothing on the agenda for the September 10 meeting so it will probably be cancelled. ADJOURNMENT Chairman Beranek adjourned this meeting at 7:37 p.m. to September 10, 2013, at 7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
