REGULAR MEETING MINUTES
TUESDAY, SEPTEMBER 17, 2013
CALL TO ORDER - Mayor Segal called the meeting to order at 5:30 p.m. in the Council Chamber
Conference Room.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Council Member Amundson, Harbicht, Kovacic, and Segal
ABSENT: Mayor Pro Tern Wuo
A motion was made by Council Member Harbicht, seconded by Council Member Amundson, to
excuse Mayor Pro Tern Wuo from this meeting.
PUBLIC COMMENTS — No one appeared
CLOSED SESSION
a. Pursuant to Government Code Section 54957.6 to confer with labor negotiators:
City Negotiators: Dominic Lazzaretto, City Manager
Employee Organizations: Arcadia Public Works Employees Association, Arcadia City
Employees Association, Arcadia Police Civilian Employees Association, Arcadia
Police Officers' Association, Arcadia Firefighters' Association and unrepresented
employees: Department Heads, Division Managers, Supervisors, and Part -Time
employees.
The Closed Session ended at 6:50 p.m.
CITY COUNCIL REGULAR MEETING
CALL TO ORDER - Mayor Segal called the regular meeting to order at 7:00 p.m.

A motion was made by Council Member Harbicht, seconded by Council Member Amundson, to
excuse Mayor Pro Tern Wuo from this meeting.
REPORT FROM CITY ATTORNEY ON CLOSED SESSION ITEM
City Attorney Deitsch reported that the City Council met in a Closed Session to consider the one
item listed on the posted agenda under Closed Session; no reportable action was taken.

SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto requested that Consent Calendar item 2.f relating to the First Avenue
asphalt pavement rehabilitation project be pulled from the agenda; that additional paperwork
needed to be worked out with the contractor, that staff needed time to work through those issues
with the contractor; and that the item will be brought back to the City Council for consideration at a
later date.
MOTION TO READ ALL ORDINANCES AND RESOLUTIONS BY TITLE ONLY AND WAIVE THE
READING IN FULL
A motion was made by Council Member Amundson, seconded by Council Member Harbicht, to
read all ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation of a check from the Arcadia Museum Foundation to the City for the
Museum Education Center.
b. Presentation of certificates to the Arcadia Little League 9 -10 All -Stars for winning the
District 17 Championship.
PUBLIC HEARINGS
a. Resolution No. 6994 aaarovina Conditional Use Permit No. CUP 13 -10 and
Architectural Design Review for the construction of a 2,650 square foot Museum
Education Center adjacent to the Gilb Museum of Arcadia Heritage at 380 West
Huntington Drive and finding that this project qualifies as a categorical exemption
from the California Environmental Quality Act (CEQA).
Recommended Action: Adopt
Assistant City Manager /Development Services Director Kruckeberg presented the staff report.
Mayor Segal opened the public hearing.
Floretta K. Lauber, President of the Arcadia Museum Foundation, appeared and commented on the
use of the Museum Education Center and urged the City Council to accept the Conditional Use
Permit and approve the project; she noted that she was involved in the selection of the contractor
and congratulated TKE Construction, Inc. for coming close to the original rendering originally
designed by Mr. Bob Daggett.
Jeff Scott, TKE Construction, Inc. appeared and thanked staff for their assistance throughout the
planning process, and expressed appreciation to the City for giving his company the opportunity to
be involved in the project.
A motion to close the public hearing was made by Council Member Harbicht, seconded by Council
Member Kovacic, and, seeing no further objection, Mayor Segal declared the public hearing closed.
Council Member Harbicht suggested that another $50,000 be allocated from the Park Impact Fund
to clad the entire building in brick to match the Community Center. The City Council concurred.

It was moved by Council Member Harbicht, seconded by Council Member Kovacic, and carried on
roll call vote to adopt Resolution No. 6994 approving Conditional Use Permit No. CUP 13 -10 and
Architectural Design Review for the construction of a 2,650 square foot Museum Education Center
adjacent to the Gilb Museum of Arcadia Heritage at 380 West Huntington Drive and finding that this
project qualifies as a categorical exemption from the California Environmental Quality Act (CEQA);
and allocate an additional $50,000 from the Park Impact Fund to clad the entire building in brick.

construction of the Metro Gold Line Foothill Extension Light Rail Project. (Continued
from August 20, 2013)

Deputy Director of Development Services /City Engineer Wray presented the staff report.
Mayor Segal opened the public hearing. No one appeared.
A motion to close the public hearing was made by Council Member Harbicht, seconded by Council
Member Amundson, and seeing no further objection, Mayor Segal declared the public hearing
closed.
It was moved by Council Member Harbicht, seconded by Council Member Amundson, and carried
on roll call vote to adopt Resolution No. 6989 ordering the vacation of Front Street in its entirety for
the construction of the Metro Gold Line Foothill Extension Light Rail Project.

C. Aaaeal of the Plannina Commission's Denial of Modification ADDlication No. MP 13
09 and Single Family Architectural Design Review No. SFADR 12 -106 for a new
7,322 square foot, two -story single- family residence at 2314 S. Santa Anita Avenue.
Recommended Action: Uphold the appeal, find that the project is exempt from
CEQA, and conditionally approve the applications
Associate Planner Li presented the staff report.
Mayor Segal opened the public hearing.
Steve Wu, the owner /applicant, appeared to address any questions raised by the City Council.
A motion to close the public hearing was made by Council Member Amundson, seconded by
Council Member Harbicht, and, seeing no further objection, Mayor Segal declared the public
hearing closed.
In response to additional questions raised by the City Council, Mayor Segal reopened the public
hearing to allow the applicant to respond.

With the concurrence of the City Council, Mayor Segal continued Public Hearing item 1.c to the
meeting of October 1, 2013.
PUBLIC COMMENTS - No one appeared
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City
Council related to meetings attended at City, expense CAB 1234]).
Council Member Kovacic thanked Council Member Amundson for the United States Constitution tie
in honor of Constitution Day; he congratulated the Arcadia Little League All Stars for winning the
championship; he thanked the Arcadia Museum Foundation for their fundraising efforts, and he
invited everyone to attend the groundbreaking ceremony on September 29.
Council Member Amundson commented and provided quotes on the United States Constitution and
the Declaration of Independence.
Council Member Harbicht congratulated the Arcadia Little League All Stars players and coaches for
their accomplishment; and he thanked Mr. Dave Moreno for his donation to the Jackie Faust -
Moreno Trust fund and commented on donations to the Library Summer Reading Program.
City Clerk Glasco announced that the Arcadia Historical Society will have a booth at the Taste of
Arcadia, and will be distributing Thoroughbred Racing Walk of Champions souvenir key chains; and
that on October 3, the Walk of Champions Committee will be making a presentation to the Arcadia
Board of Realtors regarding the Thoroughbred Racing Walk of Champions.
Mayor Segal encouraged everyone to attend the Taste of Arcadia, next Monday; and he
congratulated and thanked the Arcadia Museum Foundation for their fundraising efforts.
2. CONSENT CALENDAR
a. Approve the Regular Meeting Minutes of September 3, 2013.
Recommended Action: Approve
b. Resolution No. 6992 adoatina the ioint resolution of the Los Anaeles Countv Board of
Supervisors and the Los Angeles County Sanitation District No. 15 Board of
Directors approving and accepting negotiated exchange of property tax revenues
resulting from annexation to County Sanitation District No. 15.
Recommended Action: Adopt
Accept the donation of $2,000 to the Arcadia Public Library for the Jackie Faust -
Moreno Trust Fund.
Recommended Action: Accept
Accept donations from the Community in support of the Children's Summer Reading
Program at the Library.
Recommended Action: Accept
e. Authorize and direct the City Manager to execute a contract with Nobest
Construction in the amount of $160,000 for the Miscellaneous Minor Repairs to
Arterial Streets Project, approve a 10% contingency, appropriate an additional
$76,500 from Proposition C funds for additional expenses, and approve the project

as categorically exempt pursuant to Section 15301, Class 1(c) from the requirements
of the California Environmental Quality Act (CEQA).
Recommended Action: Approve
Authorize and direct the City Manager to execute a contract with Sully - Miller
Contracting Company in the amount of $466,799 for the rehabilitation of the asphalt
pavement on First Avenue between Duarte Road and Camino Real Avenue, and on
Tenth Avenue between Camino Real Avenue and the southerly City limit, approve a
10% contingency, and approve the protect as categorically exempt pursuant to
Section 15301, Class 1(c) from the requirements of the California Environmental
Quality Act (CEQA).
Recommended Action: Approve
Accept all work performed by Dash Construction Company, Inc. for the City Hall
Exterior Renovation Project and ratify the expenditure of funds above the 10%
contingency previously approved by the City Council.

It was moved by Council Member Harbicht, seconded by Council Member Amundson, and carried
on roll call vote to approve Consent Calendar Items 2.a through 2.e and 2.g. (Consent Calendar
item 2.f. was removed).

ADJOURNMENT
Mayor Segal adjourned this meeting in memory of Cecelia Feghali at 8:10 p.m. to October 1, 2013,
at 6:00 p.m. in the City Council Chamber Conference Room located at 240 W. Huntington Drive,
Arcadia.
