FOR THE 2012 -13 ANNUAL SLURRY SEAL PROJECT AS COMPLETE; AUTHORIZE THE FINAL PAYMENT TO BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS, SUBJECT TO RETENTION OF $25,245.26; AND APPROPRIATE AN ADDITIONAL $29,591 FROM PROPOSITION C FUNDS TO BE INCLUDED IN THE PROJECT BUDGET Recommendation: Accept SUMMARY On May 7, 2013, the City Council approved a contract with Doug Martin Contracting, Inc. in the amount of $466,214 for the 2012 -13 Annual Slurry Seal Project. The terms and conditions of this project have been complied with and the work has been performed satisfactorily for a total project cost of $504,905.16. This amount reflects the original contract amount of $466,214 plus change orders totaling $38,691.16 or 8.30% above the original contract amount. It is recommended that the City Council accept all work performed by Doug Martin Contracting, Inc. as complete, authorize the final payment to be made in accordance with the contract documents, and appropriate an additional $29,591 from Proposition C Funds to be included in the project budget. DISCUSSION The Public Works Services Department is responsible for the maintenance and repair of approximately 147 miles of roadway pavement within the community. As part of the Annual Asphalt and Concrete Repair Program, all asphalt paved streets within the City have the cracks sealed, major potholes and problem areas repaired, and an asphalt emulsion sealer (slurry) applied on an eight year cycle. The attachment is a map of the Accept Annual Slurry Seal Project FY 2012 -13 October 1, 2013 Page 2 of 3 area where the work was performed for Fiscal Year 2012 -13. First Avenue from Duarte Road to Camino Real was removed from the Annual Slurry Seal Project because this street is included in a street rehabilitation project that is scheduled to be completed later this fall. This resulted in a credit of $3,058.84 to the City. As a result of not doing slurry seal on First Avenue, Camino Real from Sixth Avenue to Tenth Avenue was included. The change orders are reflected below in Table 1. The City received many requests to modify the traffic control pattern on Colorado Boulevard between Colorado Place and San Antonio Road in order to reduce speeds and increase safety in the residential area there. The City's Traffic Advisory Committee (TAC) reviewed the situation and recommended a restriping of Colorado Boulevard that included a bicycle lane. The work included sandblasting the existing street striping, applying slurry seal, and revising the traffic striping plan. Although this work was scheduled to be included as part of a future street rehabilitation project, it was determined that it would be prudent to include the work with the Annual Slurry Seal Project because the contractor was already working in the City and the cost for this work was already competitively bid out and awarded to Doug Martin Contracting, Inc. The slurry seal and pavement striping work for Colorado Boulevard will be paid using Proposition C Funds. Doug Martin Contracting, Inc. completed the slurry seal work in an efficient and timely manner. FISCAL IMPACT $500,000 has been budgeted in the Fiscal Year 2012 -13 Capital Improvement Program for the Annual Asphalt and Concrete Repair Project using funds from Gas Tax ($300,000) and Capital Outlay ($200,000). The total contract cost is $504,905.16, of which $475,314.16 is for the slurry work to be performed under the Annual Asphalt and Accept Annual Slurry Seal Project FY 2012 -13 October 1, 2013 Page 3 of 3 Concrete Repair Project. The remaining portion in the amount of $29,591 will be paid using Proposition C Funds. RECOMMENDATION It is recommended that the City Council accept all work performed by Doug Martin Contracting, Inc. for the 2012 -13 Annual Slurry Seal Project as complete; authorize the final payment to be made in accordance with the contract documents, subject to retention of $25,245.26; and appropriate an additional $29,591 from Proposition C Funds to be included in the project budget.
