ARCADIA PLANNING COMMISSION REGULAR MEETING MINUTES Tuesday, September 24, 2013 CALL TO ORDER — Chairman Beranek called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Falzone, Parrille and Beranek ABSENT: Commissioner Chiao MOTION It was moved by Commissioner Parrille and seconded by Commissioner Falzone to excuse Commissioner Chiao from the meeting. Without objection, the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None. PUBLIC COMMENTS None. PUBLIC HEARINGS 1. Modification No. MP 13-10 and Single-Family Architectural Design Review No. 13-49 with a Class 5 Categorical Exemption from the California Environmental Quality Act (CEQA) for the following Modifications and Single-Family Architectural Design Review for a new 7,200 square-foot, two-story, single- family residence at 382 W. Woodruff Avenue: A. A 20'-0" westerly street side yard setback in lieu of the 40'-0" special setback required from Holly Avenue (AMC Sec. 9320.39.2). B. 24'-0" linear feet of garage openings to face the street side yard area in lieu of the maximum 16'-0" allowed for a lot less than 100'-0" in width (AMC Sec. 9252.2.6). Associate Planner, Tom Li, presented the staff report. Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. Mr. Philip Chan, the project designer, responded. 9-24-13 It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to approve the minutes of August 27, 2013. Chairman Beranek asked if anyone would like to speak in opposition to this project. There were none. MOTION It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to close the Public Hearing. ROLL CALL AYES: Commissioners Baerg, Falzone, Parrille and Beranek NOES: None ABSENT: Commissioner Chiao MOTION It was moved by Commissioner Baerg, seconded by Commissioner Falzone, to approve Modification No. MP 13-10 and Single-Family Architectural Design Review No. 13-49 with a Class 5 Categorical Exemption from the California Environmental Quality Act (CEQA) based on the findings in the staff report and subject to the conditions recommended in the staff report. ROLL CALL AYES: Commissioners Baerg, Falzone, Parrille and Beranek NOES: None ABSENT: Commissioner Chiao There is a five (5) working day appeal period after the approval/denial of the applications. Appeals are to be filed by 5:30 p.m. on Tuesday, October 1, 2013. CONSENT CALENDAR 2. Minutes of the August 27, 2013, Regular Meeting of the Planning Commission Recommended action: Approve MOTION It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to approve the minutes of August 27, 2013. FROM PLANNING COMMISSIONERS There was nothing to report. MATTERS FROM MODIFICATION COMMITTEE Commissioner Falzon reported that the Modification Committee conditionally approved a Modification and Design Review at 136 W. Sandra Avenue. MATTERS FROM STAFF INLCUDING UPCOMING AGENDA ITEMS Mr. Kasama said the next agenda will include three multi-family projects and a Conditional Use Permit for a yoga studio, and that applications have been filed for the Rusnak project. ADJOURNMENT Chairman Beranek adjourned this meeting at 7:15 p.m. to October 8, 2013, at 7:00 p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
