HomeMy WebLinkAboutItem 2h - Traffic Signal Maintenance ContractDATE: TO: FROM STAFF REPORT Public Works Services Department October 15, 2013 Mayor and City Council Tom Tait: Public Works Services Director Prepared by: Dave McVey: General Services Superintendent SUBJECT: AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE A ONE YEAR CONTRACT WITH SIEMENS FOR EXTRAORDINARY REPAIRS OF TRAFFIC SIGNALS IN THE AMOUNT OF $44,470, WITH THE OPTION OF THREE ONE -YEAR EXTENSIONS Recommendation: Approve SUMMARY The Public Works Services Department (PWSD) is responsible for the daily maintenance and repair of approximately 60 signalized intersections within the City. Extraordinary repairs and special work beyond normal maintenance, which are unable to be performed by City staff, are handled by a contractor. To ensure that the City is receiving the most competitive prices and quality services, a competitive bid process was conducted to award an annual contract for extraordinary repairs of traffic signals. On September 26, 2013, the City Clerk opened three sealed bids. Based on the bid results, it is recommended that the City Council authorize and direct the City Manager to execute a one year contract with Siemens for extraordinary repairs of traffic signals in the amount of $44,470, with the option of three one -year extensions. DISCUSSION PWSD is responsible for the maintenance and repair of approximately 60 signalized intersections within the City. This service includes replacing burnt out lamps, repairing safety lights, minor repairs to damaged signal heads, monthly inspection of the signal controllers at all intersections, and immediate field response to timing complaints and blacked out intersections. The purpose of the extraordinary traffic signal contract is to handle problems that are above and beyond the expertise of the City's Signal /Street Light Technician. The Award Traffic Signals Extraordinary Repairs Contract October 15, 2013 Page 2 of 2 contractor also responds when a traffic signal has been knocked down or there is a safety hazard to traffic. The specifications also include painting of signal heads, and testing conflict monitors at all intersection to ensure that the traffic signals are functioning properly. A notice inviting bids was published in the City's adjudicated newspaper and bid packages were distributed to local area vendors. The City Clerk publicly opened three sealed bids on September 26, 2013, with the following result: Bidder Location Base Bid Siemens Anaheim, CA $44,470.00 Aegis ITS Anaheim, CA $53,949.00 CalWest Lighting Services, Inc. Downey, CA $78,478.75 The bid documents were reviewed for content and the background and competency of the lowest, most responsive bidder was investigated. It was concluded that Siemens is the lowest, most responsive, and responsible bidder to provide extraordinary repairs of traffic signals. Siemens currently provides extraordinary traffic signal repairs to the City and has done an excellent job; they also provide similar traffic signal repair services to many other cities in the San Gabriel Valley. FISCAL IMPACT Funds in the amount of $47,700 have been budgeted in the Operating Budget for Fiscal Year 2013 -14for extraordinary repairs of traffic signals.
