Wray, Deputy Director of Development Services /City Engineer SUBJECT: AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE COUNTY OF LOS ANGELES FOR THE SHARING OF COSTS FOR PAVEMENT REHABILITATION AND TRAFFIC SIGNAL UPGRADES ON FOOTHILL BOULEVARD BETWEEN ROSEMEAD BOULEVARD AND MICHILLINDA AVENUE Recommendation: Approve SUMMARY The County of Los Angeles is planning to rehabilitate the pavement and upgrade the traffic signals on Foothill Boulevard between Rosemead Boulevard and Michillinda Avenue. The City of Arcadia's jurisdictional boundaries include a portion of the Foothill Boulevard and Michillinda Avenue intersection. As a result, the County has formally requested that the City share in the cost of the project. The cost of the total project is approximately $2,961,000, of which the City's share is $113,101. The County will use grant funding to pay for $103,101 of the City's share, leaving the City with a net share of $10,000. The Development Services Department has reviewed the plans and the agreement, and has approved the plans for the Arcadia portion for construction. BACKGROUND The County of Los Angeles is planning to administer two construction projects in the Foothill Blvd Corridor within the City of Arcadia. The first project is to rehabilitate the pavement and make repairs to the curbs, gutters, sidewalks, and ADA ramps on the segment between Rosemead Boulevard and Michillinda Avenue. The City has jurisdiction over the east side of the Michillinda Avenue intersection. The second project is to make traffic signal improvements, including coordination and synchronization of the signals between Rosemead Boulevard and Mountain Avenue in Monrovia. The pavement project has been in the design stage for over a year and is now ready for construction. The traffic signal project is still in the design stage. Agreement With County of Los Angeles For Sharing Costs For Pavement Rehabilitation October 15, 2013 Page 2 of 2 DISCUSSION In order to minimize disruption and inconvenience to the public, the County has accelerated the traffic signal design for the segment between Rosemead Boulevard and Michillinda Avenue and will combine the traffic signal improvements and the paving into one project. The cost of the total project is approximately $2,961,000. The County has received grant funding from Metro and has other sources of funding for the project. This segment of Foothill Boulevard is shared jurisdictionally by the County and the Cities of Pasadena and Arcadia. Arcadia has jurisdiction over the eastern portion of the intersection with Michillinda Avenue. The County will administer the project and the City will issue a permit and inspect the work within the Arcadia City Limits. FISCAL IMPACT This project was budgeted in the 2013 -14 Fiscal Year Capital Improvement Program with a budget of $45,000 from Proposition C funds to cover the City's share. The County has determined that the City's share of the cost is $113,101. However, the County has other funding sources that will offset the City's match. The County will apply $63,705 in grant funds from Metro and $39,396 in County Aid -to- Cities funding still available to the City from past allocations. The City will only be responsible for the balance of $10,000. RECOMMENDATION It is recommended that the City Council authorize and direct the City Manager to execute an Agreement with the County of Los Angeles for the sharing of cost for the pavement rehabilitation and traffic signal upgrades on Foothill Boulevard between Rosemead Boulevard and Michillinda Avenue.
