REGULAR MEETING MINUTES
Tuesday, October 8, 2013
CALL TO ORDER — Chairman Beranek called the meeting to order at 7:00 p.m. in the
Arcadia City Council Chambers.
PLEDGE OF ALLEGIANCE

PRESENT: Commissioners Baerg, Falzone, Parri lle and Beranek
ABSENT: Commissioner Chiao
SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS
A revised version of Resolution No. 1881, related to Item 1, and two letters of
opposition to Item 3 were distributed to the Planning Commissioners.
PUBLIC COMMENTS
None.
PUBLIC HEARINGS
1. Resolution No. 1881 - Conditional Use Permit No. CUP 13-09 with a Class 3
Categorical Exemption from the California Environmental Quality Act (CEQA)for a
2,123 square foot yoga studio with a maximum of 12 students at any one time within
an existing 6,123 square foot office building at 24 W. St. Joseph Street.
Applicant Kayla Stra
Recommended action: Approve CUP 13-09 and find that this project is exempt from
CEQA, and adopt Resolution No. 1881.
Associate Planner, Tim Schwehr, presented the staff report and discussed the
expanded operating hours included in the revised version of Resolution 1881 that
was distributed to each Planning Commissioner at the beginning of the meeting.
Chairman Beranek opened the public hearing and asked if anyone would like to
speak in favor of this project.
The following responded:
Kayla Stra, applicant, requested a correction to the expanded hours stated by Mr.
Schwehr.

Chairman Beranek asked if anyone would like to speak in opposition to this project.
There were none.

MOTION
It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to
dose the Public Hearing. Without objection, the motion was approved.
MOTION
It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to
approve Conditional Use Permit No. CUP 13-09 and find that this project is exempt
from CEQA, and to adopt Resolution No. 1881 based on the findings in the staff
report and subject to the conditions recommended in the staff report with the
expanded hours requested by the applicant.

There will be a five (5) working day appeal period after the adoption of the
Resolution. Appeals are to be filed by 5:30 p.m. on Tuesday, October 15, 2013.
2. Resolution No. 1880 - Tentative Parcel Map No. TPM 13-09 (72489), Modification
Application No. MC 13-13, Multiple-Family Architectural Design Review No. MF ADR
13-06, and Oak Tree Encroachment Permit Application No. THE 13-39 with a Class
32 Categorical Exemption from the California Environmental Quality Act (CEQA) for
a three-unit, residential condominium development at 31 S. Second Ave.
Applicant: Benjamin Zhu, Architect
Recommended action: Find that this project is exempt from CEQA, and conditionally
approve TPM 13-09 (72489), MC 13-06, MFADR 13-06, and THE 13-39, and adopt
Resolution No. 1880.
Assistant Planner, Nick Baldwin, presented the staff report.
Chairman Beranek opened the public hearing and asked if anyone would like to
speak in favor of this project.
Ed Eckert, Project Engineer, represented the applicant and spoke in favor of the
project, and requested revisions to the conditions of approval regarding the public
improvements.
Chairman Beranek asked if anyone would like to speak in opposition to this project.
There were none.
MOTION
It was moved by Commissioner Falzone, seconded by Commissioner Parrille, to
close the Public Hearing. Without objection the motion was approved.

approve Tentative Parcel Map No. TPM 13-09 (72489), Modification Application No.
MC 13-13, Multiple-Family Architectural Design Review No. MF ADR 13-06, and
Oak Tree Encroachment Permit Application No. THE 13-39 and find that this project
is exempt from CEQA, and to adopt Resolution No. 1880 based on the findings in
the staff report and subject to the conditions recommended in the staff report, with
the revisions to the conditions regarding the public improvements requested by the
project engineer.

3. Resolution No. 1878 - Tentative Tract Map No. TTM 72419 and Multiple-Family
Architectural Design Review No. MFADR 13-14 with a Class 32 Categorical
Exemption from the California Environmental Quality Act (CEQA) for an 18-unit,
residential condominium development at 738 and 744 W. Camino Real Avenue.
Applicant: Robert Tong, Designer
Recommended action: Find that this project is exempt from CEQA, conditionally
approve TTM 72419 and MFADR 13-14, and adopt Resolution No. 1878.

speak in favor of this project.
Hank Jong, Project Engineer, representing the owner, spoke in favor of the project.
Chairman Beranek asked if anyone would like to speak in opposition to this project.

It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to
close the Public Hearing. Without objection the motion was approved.

approve Tentative Tract Map No. TTM 72419 and Multiple-Family Architectural
Design Review No. MFADR 13-14 and find that this project is exempt from CEQA,
and to adopt Resolution No. 1878 based on the findings in the staff report and
subject to the conditions recommended in the staff report.

development at 919 Fairview Ave.
Applicant: Robert Tong, Designer
Recommended action: Find that this project is exempt from CEQA, and
conditionally approve TTM No. 72434, MFADR 13-13 and THE 13-30, and adopt
Resolution No. 1879.

speak in favor of this project.
Hank Jong, Project Engineer, representing the applicant, spoke in favor of the
project.
Chairman Beranek asked if anyone would like to speak in opposition to this project
Tim Greenwood, representing ten families living adjacent to the project site, spoke
in opposition to the project.
Chairman Beranek asked if the applicant would like to speak in rebuttal.

close the Public Hearing. Without objection the motion was approved.

Recommended action: Approve
MOTION
It was moved by Commissioner Parrille, seconded by Commissioner Falzone,
to approve the minutes of September 24, 2013. Without objection the motion
was approved.
MOTION
It was moved by Commissioner Parrille, seconded by Commissioner Faizone,
to excuse Commissioner Chiao from the meeting. Without objection, the
motion was approved.
MATTERS FROM COUNCIL LIAISON, JOHN WUO
There was nothing to report.
FROM PLANNING COMMISSIONERS
There was nothing to report.
MATTERS FROM MODIFICATION COMMITTEE
Commissioner Faizone reported that the Modification Committee meeting was
cancelled.

MATTERS FROM STAFF INLCUDING UPCOMING AGENDA ITEMS
Mr. Kasama said the next agenda will include a Conditional Use Permit for Rusnak,
and another Conditional Use Permit for a new restaurant at the HUB Shopping
Center, along with three multiple-family projects. He also said that the decision to
conditionally approve a Modification at 136 W. Sandra was appealed and will be on
the next agenda.
ADJOURNMENT
Chairman Beranek adjourned this meeting at 7:54 p.m. to October 22, 2013, at 7:00
p.m. in the City Council Chambers located at 240 W. Huntington Drive, Arcadia.
