SUBJECT: Parking Reform Made Easy and City Council Study Session Update
Attached is a flyer from a lunchtime presentation, "Parking Reform Made Easy" by Professor
Richard W. Willson of Cal-Poly, Pomona. Dr. Willson has published a book by the same title
that addresses the problems with minimum parking requirements. All of the planners, and
Commissioner Sam Falzone attended this presentation. Staff is contacting Dr. Willson to see if
he can make his presentation to the Downtown business group, and other interested groups.
The City Council held a two-hour study session prior to their last regular meeting on November
5, 2013, and discussed the following:
a. Proposed project at the Lower Azusa Road Reclamation Site — The Arcadia Reclamation
Facility (aka: the Rodeffer pit) expects to be fully-reclaimed in about 2 years. With that on
the horizon, the owner has begun exploring development options. He and the City are
hoping for some significant retail opportunities, but there appears to be little interest,
although they will look into a couple of major sporting goods retailers (Cabela's & Bass Pro
Shops) that were suggested by Council Member Kovacic. With the lack of retail
possibilities, the owner has prepared a preliminary plan for 1.6 million square feet of
warehousing/distribution in a 3 building scheme. The City Council was disappointed that it
did not include any retail, but they were accepting of the proposal as it is permitted by
Code, subject to design review, CUP(s) and CEQA compliance.
b. Potential Mixed-Use project at 56 E. Duarte Rd. — health club site — formerly Arcadia All
Pro — the current owners purchased the site and the business in 2007, but the health club
cannot compete with large chains that have recently established themselves in town (24-
Hour, LA Fitness & Gold's). Attached is the front elevation of their proposal for 75 senior,
market-rate, condominium units with approximately 7,200 square feet of ground floor
commercial space at the front. This site and the other corners of First Ave. & Duarte Rd.
were considered for mixed-use designation during the development of the 2010 General
Plan Update, but as adopted, the mixed-use designations are limited to First Ave. just north
of Duarte Rd. As we all know, there is a tremendous demand for residential development
opportunities, and the City Council felt that the current lack of demand for new commercial
space, should not be a reason to readily change land use designations to allow for more
residential development. Additionally, they are very concerned by the density (46 units per
acre) and the height (4 stories at 49'-6"); both of which significantly exceed our Code
allowances.
c. Potential residential project at 132 Las Tunas Dr. — C&L Collision site — the owner
explained that this is a family-owned & operated business that they feel has a limited
future. There is also a small retail shop on the site that is occupied by a tattoo parlor, and
a small Italian restaurant. The owner, and the prospective developer, Matt Waken, do not
feel that commercial is the best and highest use of this property, or for the other properties
that comprise this island between Las Tunas Dr. and Live Oak Ave. — Council Member
Kovacic dubbed the island, "Manhattan" because of its shape, even though it is oriented
east-west, rather than north-south like the island in New York. Nevertheless, at least for
the study session, the moniker took. The City Council agreed that the area should be the
subject of a broader examination of its land use designations, which is necessary before
the proposal for 17 townhouses (see the attached site plan & elevation) can go forward. It
appears that we will be moving forward with a study of the area.
d. Re-evaluation of intersections — Huntington Dr. & Santa Clara St, and Huntington Dr. &
Colorado PI. — These intersections were recently improved with additional lanes and
signalization. While the improvements are highly effective, they are still the subject of
discussion, and because they were done very cost-effectively, funds remain for some
additional improvements. One potential improvement is the re-striping of Santa Clara St.
from Santa Anita Ave. to Huntington Dr. to provide a center left turn-lane. This would
improve traffic flow on this segment of Santa Clara St. by eliminating the initiation of left-
turns from the left through-lane. However, this would necessitate the elimination of on-
street parking on one side of the street. It is expected that the parking would be eliminated
from the Rusnak side of street because the Rusnak expansion project is to provide on-site
parking for their employees. Other improvements are additional striping to more clearly
delineate the turn movements, a raised median at San Rafael Ave. to eliminate left turns at
this intersection, and enhanced pedestrian facilities.
e. Abandoned shopping cart management policies — There is not a lot of concern over our
current shopping cart management program, which is primarily the contracting with a cart
retrieval service, both by the City and by most of the stores in town. But, the City Council
agreed that this does not address the cause of the problem: the taking of shopping carts
from stores. It was suggested that most people who take shopping carts may not know
that it is illegal to take them from the stores' premises, and that a targeted educational
mailer might reduce the incidences of abandoned shopping carts. Code Services and the
City Manager Office will handle the mailer.

Today, there are almost three and a half parking spaces for every
car in the united States. Dr. Wilson's presentation explains the
problems with minimum parking requirements and shows how to
reform them. Drawing on his new book, Parking Reform Made
Easy, he illustrates a 12-step parking requirement reform process
with practical examples. This presentation also addresses ways of
managing parking reform through challenging community and
political processes. The presentation will be useful to land use and
transportation planners, economic developers, real estate
developers, designers, and policy makers.
