SUBJECT: AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE A
CONTRACT WITH GENERAL PUMP COMPANY FOR INSPECTION
AND REHABILITATION OF THE LIVE OAK WELL IN AN AMOUNT NOT
TO EXCEED $164,680
Recommendation: Approve
SUMMARY
The Public Works Services Department's water well management program provides
preventative maintenance on the City's water supply wells. The City has 15 active wells
that are video inspected and rehabilitated once every 7 to 10 years to maintain well
performance and water quality. The program calls for the inspection and rehabilitation
of the Live Oak well during this Fiscal Year. To ensure the City is receiving the most
competitive prices and quality service for this work, a formal bid was conducted and
General Pump Company submitted the lowest responsive bid. It is recommended that
the City Council authorize the City Manager to execute a contract with General Pump
Company for inspection and rehabilitation of the Live Oak Well in the amount not to
exceed $164,680.
DISCUSSION
The City operates and maintains 15 groundwater wells, which produce an average of
16,500 acre -feet, or 5.4 billion gallons, of water to City of Arcadia customers each year.
Regular inspection and maintenance of the City wells is crucial to ensuring that the
water wells are operating at maximum production capacity and efficiency.
The American Water Works Association (AWWA) is a nonprofit organization that
develops and publishes standards for the proper treatment, transportation and storage
of drinking water. The AWWA standards for water supply wells recommend performing
preventative maintenance every 7 to 10 years. This includes removing the well pump
assembly, video inspecting the pump casing, and performing a comprehensive

inspection of the well pump assembly and components. The Public Works Services
Department has developed a well inspection and rehabilitation program following these
guidelines.
Each year, one or two wells are selected for preventative maintenance based on the
date of the last inspection and rehabilitation. Preventative maintenance performed on
the City's water supply wells protects against higher emergency repair costs and avoids
the need to supplement lost water supply with expensive Metropolitan Water District
water.
The Live Oak Well is scheduled to be pulled, video inspected, and rehabilitated this
year. Funds are budgeted in the City's Capital Improvement Program for this work.
The Live Oak Well was drilled in 1990. This well has been a reliable source of water
and is the second largest water supply well in the City. The quality of water from this
well is very good, and it is used to blend with other wells to ensure that the City's water
supply is meeting all State and Federal drinking water standards. The last time the Live
Oak Well was removed from service and repaired was in 2004. Since that time, the
overall efficiency of the well has declined by about 10% due to wear on the pump
assembly and buildup of scale on the well casing. Performing preventative
maintenance on the Live Oak Well will improve well efficiency, production capacity, and
protect against an unplanned outage.
A Notice Inviting Bids was published in the Arcadia Weekly newspaper and bid
packages were distributed to contractors that perform this type of work. The City Clerk
received two sealed bids on October 22, 2013, with the following results:

Bid documents were carefully reviewed for content and the contractors' backgrounds
and recent projects were investigated. General Pump Company has performed
preventative maintenance on City wells in the past and has done an excellent job.
Reference checks resulted in positive comments regarding the contractor's competence
and performance in completing projects of similar size and scope.
It is not unusual to receive one or two bids for this project due to the specialized nature
of this work. In order to confirm the validity of the lowest bid, the bid was reviewed in
comparison to the engineer's estimate and unit costs from previous year's rehabilitation
projects and found the lowest bid to be in line with past projects and the engineer's
estimate.

ENVIRONMENTAL ANALYSIS
This well inspection and rehabilitation project is considered a Class 1 exemption as
defined in Section 15301(b) of the California Environmental Quality Act since the project
consists of the maintenance of existing public facility providing public utility service.
FISCAL IMPACT
Funds in the amount of $250,000 have been budgeted in the Fiscal Year 2013 -14
Capital Improvement Program for this work.
RECOMMENDATION
It is recommended that the City Council authorize and direct the City Manager to
execute a contract with General Pump Company for inspection and rehabilitation of the
Live Oak Well in an amount not to exceed $164,680.
