SUBJECT: AUTHORIZE AND DIRECT THE CITY MANAGER TO EXECUTE A
PROFESSIONAL SERVICES AGREEMENT WITH KOA CORPORATION
FOR ENGINEERING DESIGN SERVICES FOR THE INTERSECTIONS
OF HUNTINGTON DRIVE AND SANTA CLARA STREET AND
HUNTINGTON DRIVE AND COLORADO PLACE IN THE AMOUNT OF
$68,900, AND APPROVE A 10% CONTINGENCY

SUMMARY
On December 18, 2012, the City Council accepted all work performed by All American
Asphalt for the construction of the Huntington Drive Capacity Improvements Project,
which included the intersections of Huntington Drive and Santa Clara Street and
Huntington Drive and Colorado Place. Since that time, the Development Services
Department (DSD) has continued to monitor the intersections to determine if the
improvements are sufficient. Many of the improvements that were completed have
been beneficial, but there have been a few areas where further evaluation is needed.
KOA Corporation, who provided the design for the original project, submitted a proposal
to provide a scope of work for traffic - related improvements for the subject intersections
and surrounding area. In addition, KOA was asked to provide a proposal for a traffic
analysis for the post- construction conditions, both short- and long -term, based on
proposed projects and future growth.
It is recommended that the City Council award a contract to KOA Corporation in the
amount of $68,900 for the design of the Huntington Drive and Santa Clara Street and
Huntington Drive and Colorado Place Traffic Improvements.

BACKGROUND
The Huntington Drive Capacity Improvement Project enhanced the capacity of three
intersections on the Huntington Drive corridor; at Santa Anita Avenue, Santa
Clara Street, and Colorado Place. The project added left turn lanes at Santa Anita
Avenue, a right turn lane at Santa Clara Street, and a through lane at Colorado Place.
The previous project was funded by a Metro Grant, with matching funds from the City's
Transportation Impact Fee program, and came in well under budget. There is sufficient
funding remaining in the project budget to make additional traffic improvements to
Huntington Drive intersections as necessary. Because the grant was specifically for
the Huntington Drive intersections, any additional expenditures of grant funding must be
for the same locations.
DISCUSSION
The purpose of these engineering services is to provide design alternatives as
necessary that will complement the work that has just recently been completed, and to
provide a traffic analysis of the short- and long -term impacts of proposed development
and future growth on this corridor.
With regard to immediate short -term needs, the DSD has investigated the intersection in
detail, consulted with the Police Department and others who frequent the intersection
for their feedback, and incorporated citizen complaints related to the intersection. From
these efforts, the following scope of work has been developed:
• Consider operational improvements for southbound to westbound right -turns to
eliminate the conflict with the northbound to westbound left -turn movement.
• Add enhancements to the raised median, and striping for the northbound to
eastbound right- turns.
• Install raised median to block left -turns at San Rafael Road.
• Enhance pedestrian improvements at the southwest corner, and along the
frontage of the 100 to 1 Club.
• Restripe Santa Clara Street from Huntington Drive to Santa Anita Avenue to
install a two -way left -turn median with optional Class II bike lanes. Removal of
on- street parking will be necessary to accommodate the revised striping.
• Improve the pedestrian crosswalk phasing sequence at Colorado Place and
Huntington Drive intersection.
• Propose traffic signal coordination improvements.
• Miscellaneous striping and signage modifications.

In addition, the scope of the services includes a traffic analysis for the Huntington
Corridor from Santa Clara Street to Colorado Place to look at the short -term impacts of
all the proposed new projects in the area, and the longer term impacts of additional
growth. This analysis will include alternatives for widening this segment of Huntington
Drive and the associated impacts on surrounding properties.
KOA Corporation was the design engineer for the initial improvements to the Huntington
Drive Corridor. They were very responsive and performed their services exceptionally
well, as reflected in the outcome of the project, with very few problems or change
orders. Because of their history and their performance, they have been asked to
provide a proposal for these services. They have submitted a proposal in the amount of
$68,900.
FISCAL IMPACT
The project was budgeted in the FY 2009 -10, FY 2010 -11, and FY 2011 -12 Capital
Improvement Program, with $1,976,000 from Metro and $711,000 in Proposition C
funds, for a total budget of $2,687,000. Approximately $1,800,000 has been spent thus
far on design and construction of the initial project. The balance of the grant funding
can only be spent within the general scope of the initial project. Therefore, there are
sufficient funds remaining to cover the design of this project.
RECOMMENDATION
It is recommended that the City Council authorize the City Manager to execute a
Professional Services Agreement with KOA Corporation for Engineering Design
Services for the intersections of Huntington Drive and Santa Clara Street, and
Huntington Drive and Colorado Place in the amount of $68,900, and approve a 10%
contingency.
