HomeMy WebLinkAbout11-12-13 j4 sop a ARCADIA PLANNING COMMISSION IP / REGULAR MEETING MINUTES Tuesday, November 12, 2013 CALL TO ORDER — Chairman Beranek called the meeting to order at 7:00 p.m. in the Arcadia City Council Chambers Conference Room. PLEDGE OF ALLEGIANCE ROLL CALL PRESENT: Commissioners Baerg, Falzone, Parrille and Beranek ABSENT: Commissioner Chiao MOTION Commissioner Falzone moved to excuse Commissioner Chiao from the meeting. Commissioner Parrille seconded the motion. With no objection the motion was approved. SUPPLEMENTAL INFORMATION FROM STAFF REGARDING AGENDA ITEMS None PUBLIC COMMENTS None. PUBLIC HEARINGS 1. Resolution No. 1887 - Conditional Use Permit No. CUP 13-08 and Architectural Design Review No. ADR 13-35 with a Categorical Exemption from the California Environmental Quality Act (CEQA) for a 1,542 square foot shabu shabu restaurant with seating for 43 customers at the Arcadia Hub Shopping Center at 815 W. Naomi Avenue, #F. Applicant: Mal Sun Im Recommended action: Find that this project is exempt from CEQA and approve CUP 13-08 and ADR No. 13-35 and adopt Resolution No. 1887. Assistant Planner, Nick Baldwin, presented the staff report. Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. The following responded: Mr. Steve Kim, Architect/Engineer for the project Ms. Patsy Ma, Leasing Agent for Shopping Center 11-12-13 Chairman Beranek asked if anyone would like to speak in opposition to this project. There were none. MOTION It was moved by Commissioner Falzone, seconded by Commissioner Parrille, to close the Public Hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Baerg, seconded by Commissioner Falzone, to approve Conditional Use Permit No. CUP 13-08 and Architectural Design Review No. ADR 13-35; find that the project is exempt from CEQA; and adopt Resolution No. 1887 based on the findings and conditions recommended in the staff report. ROLL CALL AYES: Commissioners Baerg, Falzone, Parrille and Beranek NOES: None ABSENT: Commissioner Chiao There will be a five (5) working day appeal period after the adoption of the Resolution. Appeals are to be filed by 5:30 p.m. on Wednesday, November 20, 2013. 2. Resolution No. 1886 - Conditional Use Permit No. CUP 13-13 with a Categorical Exemption from the California Environmental Quality Act (CEQA) for an approximately 5,500 square foot wine and spirits boutique and tasting room with occasional live entertainment in an existing 15,413 square foot, two-story commercial/industrial development at 204 N. First Avenue. Applicant: H. K. Hedlund, Jr., Business Owner of Red Carpet Wine Recommended action: Find that this project is exempt from CEQA and approve CUP 13-13 and adopt Resolution No. 1886. Associate Planner, Tim Schwehr, presented the staff report. Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. The following responded: Mr. H. K. Hedlund, business owner Mr. Christopher Sutton, Attorney representing owner Mr. Ron Mills, property owner Ms. April Verlato, neighbor Mr. Fred Najjar, neighbor Mr. Tom Beck, resident 11-12-13 Chairman Beranek asked if anyone would like to speak in opposition to this project. There were none. MOTION It was moved by Commissioner Falzon, seconded by Commissioner Parrille, to close the Public Hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to approve Conditional Use Permit find No. 1886 based on the CEQA, and adopt Resolution recommended in the staff report. Chairman Beranek opened the public hearing and asked if anyone would like to speak in favor of this project. There were none. Chairman Beranek asked if anyone would like to speak in opposition to this project. There were none. MOTION It was moved by Commissioner Falzone, seconded by Commissioner Parrille, to close the Public Hearing. Without objection, the motion was approved. MOTION It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to forward a recommendation to the City Council to adopt the 2014-2021 Housing Element Update and the Addendum to the Certified Environmental Impact Report of the Arcadia General Plan. 11-12-13 ROLL CALL AYES: Commissioners Baerg, Falzone, Parrille and Beranek NOES: None ABSENT: Commissioner Chiao CONSENT CALENDAR 4. Minutes of the October 22, 2013, Regular Meeting of the Planning Commission Recommended action: Approve MOTION It was moved by Commissioner Parrille, seconded by Commissioner Falzone, to approve the minutes of October 22, 2013. Without objection the motion was approved. MATTERS FROM COUNCIL LIAISON, JOHN WUO There was nothing to report. FROM PLANNING COMMISSIONERS There was nothing to report. MATTERS FROM MODIFICATION COMMITTEE Commissioner Falzone reported that the Modification Committee approved one item for the addition of a porch and the vote was 2-1. MATTERS FROM STAFF INLCUDING UPCOMING AGENDA ITEMS 5. Parking Reform Made Easy and City Council Study Session Update Community Development Administrator, Jim Kasama, presented a brief overview of the seminar on parking reform and a recap of the City Council Study Session. He said that so far, the upcoming agenda will include a couple of subdivisions, a lot split on South Eighth Avenue and a minor modification. ADJOURNMENT Chairman Beranek adjourned this meeting at 7:58 p.m. to November 26, 2013, at 7:00 p.m. in the City Council Chambers located at 240 W.
