SUBJECT: ACCEPT ALL WORK PERFORMED BY DOMINGUEZ GENERAL
ENGINEERING, INC. FOR THE WATER MAIN REPLACEMENT
PROJECT AS COMPLETE AND AUTORIZE THE FINAL PAYMENT TO
BE MADE IN ACCORDANCE WITH THE CONTRACT DOCUMENTS
Recommendation: Approve
SUMMARY
On June 4, 2013, the City Council awarded a contract to Dominguez General
Engineering, Inc. in the amount of $324,055 for the Water Main Replacement Project on
Tenth Avenue between Camino Real Avenue and Longden Avenue. The terms and
conditions of this project have been complied with and the work has been completed to
satisfaction for a total project cost of $331,255. This amount reflects the original
contract amount of $324,055 plus contract change orders for additional work, totaling
$7,200, or 2.2% of the original contract price. It is recommended that the City Council
accept all work performed by Dominguez General Engineering, Inc. as complete and
authorize the final payment to be made in accordance with the contract documents.
DISCUSSION
The 6 -inch cast iron water main along Tenth Avenue was installed in 1938. Over the
years, Public Works Services Water Section crews have had to make several
emergency repairs to the water main along Tenth Avenue, primarily due to the age and
condition of the pipe. The 2008 Water Master Plan Update recommended the
replacement of under sized and aging water distribution pipes. The 2012 -13 Capital
Improvement Program includes a project for the replacement and of the 6 -inch cast iron
water main on Tenth Avenue with new 10 -inch ductile iron pipe.

Changing the pipe material from cast iron to ductile iron provides a stronger pipe which
will minimize future main breaks. Changing the size of the pipe will also improve the fire
flow and water flow in the pipe by allowing the water to flow more freely, with less
internal friction in the pipe. Together, these improvements have increased the overall
reliability of the pipe and the City's water system. The project also replaced and
upgraded the existing fire hydrants to meet current fire protection standards.
The final construction cost of the project is $331,255. This amount reflects the original
contract amount of $324,055 plus contract change orders for additional work, totaling
$7,200, or 2.22% of the original contract price. The change orders encountered during
this work were the result of conditions found in the field during construction that were
different than the information provided by other utilities, and not discovered during the
preliminary site investigations performed during the design of the project.
