Report, discussion, and direction concerning the proposed "Seabiscuit Pacifica" Specific Plan Project at 130 West Huntington Drive (Santa Anita Inn site). b. Report, discussion, and direction concerning traffic signal timing and regional coordination of east /west arterial corridors through the City. Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection in the City Clerk's office located at 240 W Huntington Drive, Arcadia, California, during normal business hours. Presentation of Medal of Merit to Detective Walter Ashby; and Life Saving Awards to Sergeant Jason Davis and Detective Tony Juarez PUBLIC HEARING Any person wishing to speak before the City Council on a public hearing item is asked to complete a Speaker Card noting the agenda item number and provide it to the City Clerk prior to the start of the public hearing. Separate and apart from the applicant (who may speak longer in the discretion of the City Council) each speaker is limited to five (5) minutes per person unless waived by the City Council. Adopt Resolution No. 6997 aaarovina General Plan Amendment No. GPA 13 -02 — An amendment to the Arcadia General Plan to adopt the 2014 -2021 Housing Element Update and an addendum to the Certified Environmental Impact Report for the Arcadia General Plan (SCH #2009081034). Recommended Action: Adopt b. Adopt Ordinance No. 2312 amending Article VIII of the Arcadia Municipal Code relating to Building Regulations and adopting by reference the 2013 Edition of the California Building Code, Volumes 1 and 2, including State of California amendments applicable to local jurisdictions, and further adopting by reference including amendments, the 2013 California Residential Code, the 2013 California Green Building Standards Code, the 2013 California Plumbing Code, the 2013 California Electrical Code, the 2013 California Mechanical Code, the 2013 California Existing Buildings Code, the Uniform Code for the Abatement of Dangerous Buildings, 1997 Edition, as published by the International Code Council and the 2013 Los Angeles County Building Code Appendix J- Grading. Recommended Action: Adopt Adopt Ordinance No. 2313 amending Article III of the Arcadia Municipal Code relating to Fire Regulations and adopting by reference the 2013 Edition of the California Fire Code in its entirety, including Chapter 1 and Appendices Chapter 4, B, C, D, E, F, G, I and K based on the 2012 Edition of the International Fire Code published by the International Code Council. Recommended Action: Adopt PUBLIC COMMENTS (5 minute time limit each speaker) Any person wishing to speak before the City Council is asked to complete a Speaker Card and provide it to the City Clerk prior to the start of the meeting. CONSENT CALENDAR All matters listed under the Consent Calendar are considered to be routine and can be acted on by one roll call vote. There will be no separate discussion of these items unless a member of the City Council, staff, or the public request that a specific item be removed from the Consent Calendar for separate discussion and action. a. Approve the Special and Regular Meeting Minutes of November 19, 2013. Recommended Action: Approve b. Adoation of Resolutions relatina to the All Mail Ballot General Municipal Election to be held on Tuesday, April 8, 2014. Resolution No. 7003 calling for the holding of an All Mail Ballot General Municipal Election on Tuesday, April 8, 2014 for the election of certain officers as required by the City Charter. Recommended Action: Adopt Resolution No. 7004 adopting regulations for candidates for elective office pertaining to candidates statements submitted to the voters at an All Mail Ballot Election to be held on Tuesday, April 8, 2014. Recommended Action: Adopt Resolution No. 7005 requesting the Board of Supervisors of the County of Los Angeles to render specified services to the City relating to the conduct of an All Mail Ballot General Municipal Election to be held on Tuesday, April 81 2014. Recommended Action: Adopt Cancellation of the December 17, 2013, regular City Council /Successor Agency to the Arcadia Redevelopment Agency meeting. Recommended Action: Approve Accept all work performed by Dominguez General Engineering, Inc. for the Water Main Replacement Project as complete and authorize the final payment to be made in accordance with the contract documents. Recommended Action: Approve e. Authorize and direct the Citv Manaaer to execute a Professional Services Agreement with Willdan Engineering for engineering services for the 2014 Citywide Traffic Counts and Engineering and Traffic Survey in the amount of $21,701; and approve a 10% contingency. Recommended Action: Approve Authorize the City Manager to Execute a Management and Disbursement Agreement between the City of Arcadia and the Arcadia Improvement Association for the remittance of assessment funds that are collected with property tax payments from Los Angeles County for the Downtown Community Benefit District. Recommended Action: Approve 3. CITY MANAGER ITEMS a. Adoption of Resolutions approving Memorandum of Understandings establishing compensation and related benefits for certain represented employee groups. Adopt Resolution No. 7000 establishing compensation and related benefits for employees represented by the Arcadia Fire Fighters Association (AFFA) for April 1, 2014 through June 30, 2018. Recommended Action: Adopt Adopt Resolution No. 7001 establishing compensation and related benefits for employees represented by the Arcadia City Employees Association (ACEA) for April 1, 2014 through June 30, 2018. Recommended Action: Adopt Adopt Resolution No. 7002 establishing compensation and related benefits for employees represented by the Arcadia Public Works Employees Association (APWEA) for April 1, 2014 through June 30, 2018. Recommended Action: Adopt ADJOURNMENT The City Council will adjourn this meeting to December 17, 2013, 6:00 p.m. in the City Council Chamber Conference Room located at 240 W. MEETINGS: Regular Meetings of the City Council are held on the first and third Tuesday of each month at 7:00 p.m. in City Council Chambers. Documents distributed to a majority of the City Council after the posting of this agenda will be available for review at the Office of the City Clerk, 240 W. Huntington Drive, Arcadia, California. Live broadcasts and replays of the City Council Meetings are on cable television. Your attendance at this public meeting may result in the recording and broadcast of your image and /or voice as previously described. CITIZEN PARTICIPATION: Your participation is welcomed and invited at all City Council meetings. Time is reserved at each regular meeting for those in the audience who wish to address the City Council. The City requests that persons addressing the City Council refrain from making personal, slanderous, profane, or disruptive remarks. Where possible, please submit a Speaker Card to the City Clerk prior to your comments, or simply come to the podium when the Mayor asks for those who wish to speak, and state your name and address for the record. Please provide the City Clerk with a copy of any written materials used in your address to the City Council as well as a copy of any printed materials you wish the City Clerk to distribute to the City Council. MATTERS NOT ON THE AGENDA should be presented during the time designated as "PUBLIC COMMENTS." By State law, the City Council may not discuss or vote on items not on the agenda. AGENDA ITEMS: The Agenda contains the regular order of business of the City Council. Items on the Agenda have generally been reviewed and investigated by the City Staff in advance of the meeting so that the City Council can be fully informed about a matter before making its decision. CONSENT CALENDAR: Items listed on the Consent Calendar are considered to be routine by the City Council and will be acted upon by one motion. There will be no separate discussion on these items unless a member of the City Council, Staff, or the public so requests. In this event, the item will be removed from the Consent Calendar and considered and acted on separately. DECORUM: While members of the public are free to level criticism of City policies and the action(s) or proposed action(s) of the City Council or its members, members of the public may not engage in behavior that is disruptive to the orderly conduct of the proceedings, including but not limited to, conduct that prevents other members of the audience from being heard when it is their opportunity to speak or which prevents members of the audience from hearing or seeing the proceedings. Members of the public may not threaten any person with physical harm or act in a manner that may reasonably be interpreted as an imminent threat of physical harm. All persons attending the meeting are expected to adhere to the City's policy barring harassment based upon a person's race, religious creed, color, national origin, ancestry, physical handicap, medical condition, marital status, gender, sexual orientation, or age. The Chief of Police, or such member or members of the Police Department, shall serve as the Sergeant -at -Arms of the City Council meeting. The Sergeant -at -Arms shall carry out all orders and instructions given by the presiding official for the purpose of maintaining order and decorum at the meeting. Any person who violates the order and decorum of the meeting may be placed under arrest and such person may be prosecuted under the provisions of Penal Code Section 403 or applicable Arcadia Municipal Code section.
