REGULAR MEETING MINUTES
TUESDAY, NOVEMBER 19, 2013
CALL TO ORDER - Mayor Segal called the meeting to order at 6:20 p.m. in the Council Chamber
Conference Room.
ROLL CALL OF CITY COUNCIL MEMBERS
PRESENT: Council Member Amundson, Harbicht, Kovacic, Wuo, and Segal
ABSENT: None
PUBLIC COMMENTS - No one appeared
CLOSED SESSION
a. Pursuant to Government Code Section 54956.9(d)(1) to confer with legal counsel
regarding the Claim of AFNI Insurance as Subrogee for Andrew Yengoyan.
b. Pursuant to Government Code Section 54957.6 to confer with labor negotiators
City Negotiators: City Manager Lazzaretto, Assistant City Manager /Development
Services Director Kruckeberg, and Administrative Services Director Quach
Employee Organizations: Arcadia Public Works Employees Association, Arcadia City
Employees Association, Arcadia Police Civilian Employees Association, Arcadia
Police Officers' Association, Arcadia Firefighters' Association and unrepresented
employees: Department Heads, Division Managers, Supervisors, and Part-Time
employees.
C. Pursuant to Government Code Section 54956.8, conference with Real Property
Negotiators

Successor Agency Negotiators: City Manager Dominic Lazzaretto, Assistant City
Manager /Development Services Director Jason Kruckeberg, and Economic
Development Manager Jerry Schwartz.
Negotiating Parties: Arcadia Successor Agency and Paul P. Rusnak Family Trust
(Rusnak /Arcadia).
Under Negotiation: Price and Terms of Payment.
By unanimous vote, 5 -0, the City Council added a Closed Session item pursuant to Government
Code Section 54956.9(d)(2), anticipated litigation regarding the possible filing of a Superior Court
complaint.
The Closed Session ended at 6:55 p.m. No reportable actions were taken.

CITY COUNCIL REGULAR MEETING
CALL TO ORDER - Mayor Segal called the regular meeting to order at 7:00 p.m.

REPORT FROM CITY ATTORNEY REGARDING CLOSED SESSION ITEMS
City Attorney Deitsch reported that the City Council convened to a Special Meeting in order to
consider the one item listed on the posted agenda regarding a proposed "Seabiscuit Pacifica"
Special Plan project at 130 West Huntington Drive (Santa Inn site); and announced that the City
Council continued the item to December 3, 2013.
City Attorney Deitsch further reported that the City Council convened to a Closed Session to
consider the three items listed on the posted agenda. City Attorney Deitsch announced that prior to
going into Closed Session, the City Council, by unanimous vote, 5 -0, added a Closed Session item
pursuant to Government Code Section 54956.9(d)(2), anticipated litigation, regarding the possible
filing of a Superior Court complaint; no reportable actions were taken.
SUPPLEMENTAL INFORMATION FROM CITY MANAGER REGARDING AGENDA ITEMS
City Manager Lazzaretto announced there was no supplemental agenda information.

A motion was made by Council Member Amundson, seconded by Mayor Pro Tern Wuo, to read all
ordinances and resolutions by title only and waive the reading in full.
PRESENTATIONS
a. Presentation of a Certificate of Appreciation to Ralph Bicker for his 35 years of
service as Chairperson of the Highlands Homeowners Association Architectural
Review Board
b. Donation of books by Author Julia Wu to the Arcadia Public Library

PUBLIC COMMENTS
Cheryl Tarsala, President, Dana Middle School PTSA provided a brief report regarding various
achievements, projects and activities which have taken place at Dana Middle School.
Gail Marshall and Beth Costanza appeared and provided an update on the Thoroughbred Walk of
Fame project, and thanked the City Council for their continued support; Ms. Marshall indicated that
they are still in need of $10,000 to order all 60 plaques, and solicited donations from anyone
wanting to be involved in the project.
REPORTS FROM MAYOR, CITY COUNCIL AND CITY CLERK (including reports from the City
Council related to meetings attended at City expense [AB 1234]).
Council Member Kovacic wished his mother Florence Kovacic a Happy Birthday; he commented on
the successful book signing event at the Church of the Good Shepherd, and provided information
on where to purchase the "More Visions of Arcadia" book on the City's website; he thanked
Arcadia's Best Foundation and Scott Hettrick for hosting the book signing event, and thanked the
City Manager's staff for their assistance; he announced the Foothill Unity Church Thanksgiving and
Christmas food distribution event at the Los Angeles County Arboretum and provided information
on how to volunteer, and thanked Council Member Amundson for his fork - lifting donation to the
event; he congratulated Ralph Bicker for his 35 years of "thankless" service to the Highlands
Homeowners Association Architectural Review Board; and commented on the 150 year anniversary
of the Gettysburg Address.
Mayor Pro Tern Wuo also congratulated Ralph Bicker for his 35 years of service to the Highlands
Homeowners Association; he thanked Dr. Julia Wu for her donation of books to the Arcadia Library;
and wished everyone a Happy Thanksgiving.
Council Member Harbicht announced that he attended the National Lawn Bowling Championship
opening ceremonies which were held in Arcadia; he shared some stories on his recent trip to
Eastern Europe and the devastation that a wrong economic system can bring to a country.
Council Member Amundson announced that the Arcadia Beautiful Commission will be accepting
nominations for holiday awards, and provided information on the Santa Squad and holiday
decoration judging process; he congratulated Council Member Kovacic on his "More Visions of
Arcadia" book; he also commented on the Gettysburg Address anniversary, and also wished
everyone a Happy Thanksgiving.
City Clerk Glasco also congratulated Ralph Bicker for his years of service to the Highlands
Homeowners Association; he commented on the Festival of Bands parade; he noted that state and
local laws require dogs be vaccinated and licensed, and provided information on how to obtain a
dog license from the Pasadena Humane Society & SPCA.
Mayor Segal congratulated Council Member Kovacic on his "More Visions of Arcadia" book and
encouraged everyone to purchase the book and enjoy the stories of the community. He announced
to Mrs. Marshall and Ms. Costanza (who were still in the audience) that by Friday he will make sure
that the Thoroughbred Walk of Fame project has the additional $10,000 needed to purchase the
remainder of the plaques.

1. CONSENT CALENDAR
a. Approve the Special and Regular Meeting Minutes of November 5, 2013.
Recommended Action: Approve
b. Adopt Resolution No. 6998 approving Program Supplement Agreement No. 012 -N to
encumber Federal Aid Funds for the Pavement Rehabilitation Project for First
Avenue and Tenth Avenue between Camino Real Avenue and the southerly Citv
limit.
Recommended Action: Adopt
C. Authorize and direct the City Manager to execute a one year contract extension with
Empire Cleaning Company for the purchase of ianitorial supplies for various City
facilities in the amount of $69,560.
Recommended Action: Approve
d. Authorize and direct the City Manager to execute a one year contract extension with
J & S Striping for Street Striping and Pavement Marking Services in the amount of
$85,000.
Recommended Action: Approve
e. Authorize and direct the City Manager to execute a contract with General Pum
Company for inspection and rehabilitation of the Live Oak Well in an amount not to
exceed $164,680.
Recommended Action: Approve
f. Authorize and direct the City Manager to execute a Professional Services Agreement
with KOA Corporation for Engineering Design Services for the intersections of
Huntington Drive and Santa Clara Street, and Huntington Drive and Colorado Place
in the amount of $68,900, and approve a 10% contingency.
Recommended Action: Approve
g. Authorize and direct the Citv Manager to purchase 3,800 acre -feet of Imported
Replacement Water from the Main San Gabriel Basin Watermaster for a total cost of
$2,557,400.
Recommended Action: Approve
h. Approve the purchase of portable handheld radios from Day Wireless Systems for
the Police Department from the Equipment Replacement Fund in the amount of
$74,993.95: and waive the formal bid process.

on roll call vote to approve Consent Calendar Items 1.a through 1.h

2. CITY MANAGER ITEMS
a. Adopt Resolution No. 6999 establishing compensation and related benefits for
employees represented by the Arcadia Police Officers' Association (APOA) for April
1, 2014 through June 30, 2018.
Recommended Action: Adopt
City Manager Lazzaretto and Administrative Services Director Quach presented the staff report.
The City Council congratulated everyone involved in the negotiation process, and thanked City
Manager Lazzaretto, Asst. City Manager /Development Services Director Kruckeberg,
Administrative Services Director Quach, Police Chief Guthrie and the APOA for their efforts and
hard work in assisting with the negotiations.
It was moved by Mayor Segal, seconded by Mayor Pro Tern Wuo, and carried on roll call vote to
adopt Resolution No. 6999 establishing compensation and related benefits for employees
represented by the Arcadia Police Officers' Association (APOA) for April 1, 2014 through June 30,
2018.

a. Determination of format for the General Municipal Election to be held on April 8,
2014.
Recommended Action: Conduct All Mail Ballot Election on April 8, 2014
City Manager Lazzaretto presented the staff report.
It was moved by Mayor Pro Tern Wuo, seconded by Council Member Harbicht, and carried on roll
call vote to conduct the General Municipal Election on April 8, 2014, as an all mail ballot election;
and direct staff prepare the appropriate resolutions for adoption at the December 3, 2013, City
Council meeting.
